Minutes of the regular meeting of the City of Port Angeles Planning
Commission, October 2nd, 1951.
Planning Commission members present were Lamoureux, Gort, Reiners,
stewart and Strange. Also present were City Commissioner Taylor,
City Engineer Ahlvers and Bob Barr of the Junior Chamber of ~ommerce.
Chairman Strange reported the regular meeting ot the Commission on
September 17th was not official inasmuch as there was not a quorum
present.
A petition for the vacation of a certain portion of an alley in Block
335' in the vicinity of lOth and Race Streets was refered to
members Stewart and Lamoureux for investigation.
Commissioner Taylor r.eported on the progress of the new construction
and improvements to the water system, saying that all work designed
and recommended by the former consulting engineers had been completed
and that it was of major importance that further work of this nature
be carried on and he stressed the need of the City further employing
a consulting engineer to aid in the work. After considerable
discussion on the situation in general, the proposal of John W.
Cunningham and Associates was unanimously approved and the Chairman
was instructed to write the City Commission urging them to secure
the services of the above named firm.
'tit A general discussion then followed on the proposed arterial paving
program. The thought centering mainly around the method of
financing the projects. The discussion developed the thought that
if some method of financing the storm sewer portions of the projects,
other than from the proceeds of a general bond issue, that more
street paving could be added to the program, especiall the Third
Street West Arterial. It was proposed that the matter be left in
abeyance until the City Engineer had an opportunity to work up the
necessary information on this proposed change in plan. It being
pretty well understOOd, that it was the sense of the Planning
Commission, that a vote on general obligation bonds be not held
before the general election in March, 1952.
No further business appearing, the meeting was adjourned.
