Special meeting of the Port Angeles Planning Com~ission held on
October .6f 1970.
Present: Hunt, Treat, McHone, Young, Sannes, Dilling and Secretary
Willson.
Absent: Anderson.
The meeting was opened at 8:30 P.M. in the City Building. Minutes
of the previous regular meeting were not read, being held over for
the regular session on October 12, 1970.
The meeting was called to order by Chairman Harry Hunt for the pur-
pose of consmering certain proposed amendments to the City's Zoning
Ordinance, possible alternatives thereto, and to make specific
recommendations to the City Council regarding such amendments.
Various amendments were considered and discussed at length. The
following recommendations were made by the Planning Commission:
1. The proposal to admit multi-family dwellings, larger than
duplexes, into the RS-7 and RS-9 (single family) zones on a Conditional
use basis be deleted.
2. A more desirable alternative would be to consider applications for
rezoning of various areas on an individual basis. As a matter of
policy, it was felt that any such areas to be considered should be
not less than one standard full city block, or its equivalent, in
area. Opinion of the Planning Commission members was that any rezoning

minimum area might be waived in situations involving the expansion of
an existina zone, however.

3. That one area whichs~i~ be considered for such rezoning would
be that area bounded as follows: commencing at a point on the east
margin of Peabody Street where"'itintersects the south margin Laurid-
sen Boulevard; thence easterly along the south margin of Lauridsen
Boulevard to the top of the west bank of Peabody Canyon; thence
southerly along the top of the west bank of Peabody Canyon to the
north margin of Park Avenue; thence westerly along the north margin
of Park Avenue to the east margin of Eunice Street; thence northerly
along the east margin of Eunice Street to the north margin of Whidby
Avenue; thence westerly a10ng the north margin of rihidby Avenue to
the east margin of Peabody Street; thence northerly along the east
margin of Peabody Street to its intersection with the south margin
of Lauridsen Boulevard, the point of beginning. It was further proposed
that should this area be rezoned to an RMF area, the hei Jht 1imi t
within its boundaries beheld ~o 30 feet instead of the 35 feet
normally allowed in the RMF zone.
4. The conflict between the set-back requirements of the Zoning
Ordinance and the Mapped Street Ordinance along arterial streets be
resolved in favor of the zoning ordinance. Section 12 of the Mapped
Street Ordinance should be so amended.
One additional item of business, not related to the amendments to the
Zoning Ordinance, was introduced. The question raised concerned the
adequacy of off-street parking facilities to serve the William Shore
Memorial Pool. Under the requirements of the off-street parking
.ordinance, sufficient area is now available, but the comment was made

that durinq periods of peak activity, such as swimming meets, it
hardly seemed adequate. No action was taken on this item, as it
was for informational purposes only.
No other business was advanced and the meeting adjourned at 9:15
P.M.
