1. CONDITIONAL USE PERMIT - CUP 86(8)1l - GERALD DEARING,
1327 East Front Street: Request for an amendment to Con-
ditional Use Permit, CUP 84(8)14 allowing tanning and
pickling of hides in association with a permitted taxidermy
business, located in the Arterial Commercial District.
(This item is continued from the September 10th meeting)
2. CONDITIONAL USE PERMIT '- CUP 86(9)14 - JONES/PRIEST,
Alder Street between First and Front Streets: Request to
allow a phased fill"of property located in the Arterial
Commercial District.
3. EXTENSION REQUEST, CONDITIONAL USE PERMIT - CUP 83(6)10HO-
PHILOMENA BROWN, 622 South Valley: Request for an extension
of a Conditional Use Permit allowing a bookkeeping service as
a Home Occupation, located in the Residential Multi-Family
District.
4. EXTENSION REQUEST - CONDITIONAL USE PERMIT - CUP 85(7)12 -
GORDON SUKERT, 1225 East Front Street: Request for extension
of a Conditional Use Permit to allow a body and fender repair
shop to operate in the Arterial Commercial District.
5. STREET VACATION REQUEST - SV 86(10)5 - CLALLAM COUNTY/KEY,
Third/Chase Streets: Request for vacation of a portion of
Third/Chase Streets to permit expansion of the existing jail
facility, located in the Public Buildings and Parks District.
6. EXTENSION REQUEST, CONDITIONAL USE PERMIT - CUP 85(11)18HO-
GAYE SHANNON, 139 West 4th Street: Request for extension of
a Conditional Use Permit to allow a bed and breakfast establish-
ment to locate as a Home Occupation in the Single~Family Res-
idential District.
7. CONDITIONAL USE PERMIT - CUP 86(10)17 - HOGLUND/MOORE,

Chairman Glass opened the meeting at 7:05 P.M.
Members Present were: Mike Lemon, Ted Puckett, Jim Hulett,
Dave Burns, Donna Davison, Jerry Glass
Members Absent: Gary Cissel
Staff Present: Paul Carr, Dan Van Hemert
Jim Hulett moved to approve the minutes of September
with the correction of the spelling of his name on
item "D". Mike Lemon seconded the motion which passed 6-0.

PUBLIC HEARINGS:
CONDITIONAL USE PERMIT CUP 86(8)11 GERALD DEARING:
1327 East Front Street: Request for an amendment to
Conditional Use Permit, CUP 84(8)14, allowing tanning and
pickling of hides in associat ion with a permitted taxidermy

The Planning Department requested continuation until a response
from the State Department of Ecology has been received. Jim
Hulett moved to continue the item until the November 12th meeting.
Dave Burns seconded the motion which passed unanimously.

the public hearing. Ms. Brown explained that fire extinguishers
have been installed in the building. Chairman Glass closed
the public hearing. Jim Hulett moved to recommend a two-year
extension subject to the original conditions. Dave Burns seconded
the motion which passed unanimously.

the public hearing. Gordon Sukertexplained that he has not
completed his financing package and, therefore, requested the
extension. Chairman Glass closed the public hearing. Donna
Davison moved to recommend a one-year extension subject to
the original conditions and findings. Dave Burns seconded
the motion which passed 6 - O.
STREET VACATION REQUEST - SV 86( 10) 5 CLALLAM COUNTY/KEY,
Third/Chase Streets: Request for vacation of a portion
of Third/Chase Streets to permit expansion of the existing
facility, located in the Public Buildings and Parks District.
Johnnie Key, representing Clallam County, explained that vacating
the subject rights-of-way would enable the county to expand
the jail. Chairman Glass closed the public hearing. Ted Puckett
moved to recommend vacation of the subject right-of-way citing
the following staff findings.
1. The subject right-of-way is not part of a developed roadway
system, abuts vacated right-of-way, contains no utilities and
is on the edge of a ravine. Thus, it is an area of right-of-way
which the City is responsible for, but highly unlikely to develop
as right-of-way or use for utility purposes. Vacation will
be in the best interest of the community because it would remove
that potential burden from the City.
2. Vacation of the subject right-of-way would permit expansion
of the Clallam County jail and the Clallarn County Courthouse
complex which would be in the best interest of the community.
Jim Hulett seconded the motion which passed unanimously.

Chairman Glass turned the gavel over to Vice-Chairman Jim Hulett,
and left the room, citing the Appearance of Fairness Doctrine.
Dan Van Hemert reviewed the staff report noting that the fire
requirements have been met. Vice-Chairman Hulett opened the
public hearing. Gaye Shannon was available to respond to questions.
Vice-Chairman Hulett closed the public hearing. Donna Davison
moved to recommend granting a two-year extension subject to
the original condit ions and the original findings. Mike Lemon
seconded the motion which passed 5-0.
Chairman Glass returned to the room.
CONDITIONAL USE PERMIT CUP 86(10)17 HOGLUND/MOORE,
819 South "G" Street: Request to allow conversion of
a single-family residence to a duplex, located in the
Single-Family Residential District.
Dan Van Hemert reviewed the staff report. Chairman Glass opened
the public hearing. Billy Hoglund explained that apparently
there had been a second dwelling unit in the house for some
time and the new purchasers wished to obtain a Conditional
Use Pennit to remove any questions. There was sufficient area
to comply with the zoning code. Chairman Glass closed the
public hearing. Mike Lemon moved to recommend approval of
the permit citing the following staff findings:

Paul Carr reviewed the staff report. Chairman Glass opened
the public hearing to obtain public comment. There was none.

STAFF REPORTS:
Paul Carr discussed the possibility of a special meeting to
discuss the Harbor Plan. The Planning Commission agreed to
meet on Tuesday, October 14th, if necessary. Dan Van Hemert
distributed the state aquaculture report which provided additional
information on the Sea Farm of Norway application.
