I CALL TO ORDER
Vice-Chairman Ranta called the meeting to order at 7:03
P.M.

APPROVAL OF MINUTES

Messrs. Brewer and Ranta noted under "Reports of Commis-
sioners", that they announced that they had not as yet
heard the tapes of the August 25, 1982, Betting hearing,
and wished the minutes to reflect this.
Mr. Anderson moved to approve the Minutes of September
22, 1982, as amended; Mr. Cornell seconded the motion,
which passed unanimously.
IV HEARINGS
Chairman Ranta announced that the Betting/Westco Shoreline
Management Hearing, Item 1 on the Agenda, will be heard
at 8:30 P.M.
STREET VACATION HEARING - OLYMPIC MEMORIAL HOSPITAL.
Petition to vacate the westerly 50' of Columbia
Street between Blocks 3 and 4, PSCC; and to vacate
the westerly 50' of the Columbia/Caroline alley in
Block 4, PSCC. Location: Columbia Street and
Columbia/Caroline alley, immediately east of Olympic
Memorial Hospital. (Continued from September 22,
1982. The Applicant has requested an additional
continuance until November 10, 1982.)

Mr. VanHemert reported that the Hospital had requested
another continuance unti 1 November 10 , 1982. Mr.
Anderson moved to continue this hearing until November
10, 1982. Mr. Cornell seconded the motion, which passed
unanimously.

Chairman Ranta reconvened the meeting at 8:30 P.M.
SHORELINE MANAGEMENT HEARING - BETTING. Application
for a Shoreline Substantial Development Permit for
establishment of a shoreside storage and supply
facility/fuel yard. Location: West of Tumwater
Street, south of Marine Drive, north of Third
Street. (Continued from September 22, 1982.)
Mr. VanHemert reviewed more recent information regarding
the existence of fire curtains under the Port docks.
Chairman Ranta opened the public hearing.

Clay Betting explained that he was available for any
further questions from the Commission. Mr. Downie asked
about the availability of oil spill equipment. Mr.
Betting responded that for major oil spills an out of town
clean-up team was available wi thin about 45 minutes.
There is no local equipment to handle large spills. In
response to a question from Mr. Cornell, Mr. Betting
answered that he would clean up small spills in the water
and on the dock. Mr. Ranta questioned the type of
shut-off system to be used, to which Mr. Betting responded
that it would probably be operator controlled. Mr. Downie
inquired about fire protection. Fire Chief Glenn
responded that the City has no equipment such as a float-
ing platform or fire boat to combat marine fires. Chief
Glenn reviewed the properties of foam. Fire Marshall
Braun summarized the provisions of NFPA 30.
Mr. Cornell asked about booming. Mr. Betting answered
that booming will be r~quired with ships under his control
at dock-side. Hattie Berglund questioned the rate fuel
would be pumped during bunkering operations. The bunker-
ing operation may compete with other Port activities.
She opposed the facility. Chief Glenn reviewed bunkering
piers and fire protection facilities in other communities.
Tim Mariority, 7857 NE 12th, Bellevue, Washington, a mar-
keting consultant, noted that the only steel and concrete
bunkering piers are at Columbia River Ports. There are
none on puget Sound. Don Hughes supported new industry
in Port Angeles. Homer Frazier questioned the type and
size of ships that may be fueled at dockside. Chairman
Ranta closed the public hearing.

Mr. Downie moved to recommend approval of the Shoreline
Substantial Development Permit with the following
conditions:

1. That the fire hydrants and the propane-fueled boiler be
relocated outside the containment wall of the tank storage
facility, or the wall be so redesigned to achieve the same
purpose. The Uniform Fire Code, 1979 Edition, NFPA #30,
guidelines and criteria of the Fire Department shall be
followed in the design, construction and operation of the
facility.
2. That storm water runoff be directed through an oil/
water separator directly north to Port Angeles Harbor. A
storm water plan shall be designed for a 25 year storm and
submitted at the time of the building permit.
3. Prior to operation, the City Light facilities shall be
relocated and easements provided in accordance with the
requirements of the City Light Department, if the alley
in Block 97, TPA, is vacated.
4. A finished texture and color and interior lighting
shall be selected which reduces the visual impact of the
storage tank site.

5. The tanks must have steel bottoms to reduce the
likelihood of undetected leakage.
6. The periphery adjacent to street rights-of-way of the
fuel storage facilities shall be landscaped outside of the
retaining wall, in accordance with review by the Parks
Department.
7. The Applicant shall submit the operational procedures
for fuel handling and storage to-the City in order to
minimize accidental spillage and provide satisfactory
means for handling any spills that do occur.
8. That all design, construction, and operation be
consistant with the requirements of all City Departments
with jurisdiction.
He cited the following as findings of fact:

A. Since the fuel tanks are landward of the shoreline, at
the base of a bluff, the transmission pipe and fueling
stations are located underground or in existing docks,
and the ships will be roughly the same size and in the
same location as log ships, public visual access to the
shoreline will not be significantly obstructed. Ac-
cording1y, the proposal is in substantial compliance
with General Regulation 2 and Land Use Element 2.

B. The proposal is a water-related use rather than a
shoreline-dependent industrial use requiring frontage on
navigable waters, and therefore does not comply with
General Regulation 1. The proposal substantially
complies with General Regulations 4 and 5 because it
upgrades and re-develops an area that is already
intensively developed rather than extending into a
low-use area of the Harbor i and it should reduce the
exposure of a Shoreline of Statewide Significance to
detrimental impacts. Accordingly, the proposal
substantially complies with the General Regulations.
C. While the proposed use should not be given priority
over other industrial uses requiring frontage on navigable
waters because it can occur on open waters, it does result
in the cooperative use of docking facilities, which is
strongly encouraged. Given the amount of activity in the
Harbor, there is a benefit to concentrating bunkering in a
small area of the Harbor, particularly when it involves
cooperative use of existing industrial docks.
Accordingly, the proposal appears to be in substantial
compliance with Use Activity 8.A and D.
D. The risk of fire and explosion is reduced and improved
fire protection can be provided in the proposed location.
Accordingly, the proposal substantially complies with Use
Activity Policy 7.E.
E. The site and area is planned for industrial uses in
accordance with the City Comprehensive Plan. The proposal
is a permitted use in the M-2 District, as designated by
the City Zoning Ordinance.
Mr. Anderson seconded the motion, which passed
unanimously.

VII REPORTS OF COMMISSIONERS
Mr. Downie: Reiterated the need for a cut-out and ramp
on the County Commissioner's dais.
He also requested that the Executive Director of
the Clallam County Economic Development Council be
invited to a Planning Commission meeting to
discuss economic development.
Mr. Cornell: Nothing
Mr. Anderson: Nothing
Mr. Hulett: Indicated the community should support the
placement of a Navy detachment at Port Angeles.
Mr. Brewer: Nothing.
Mr. Ranta: Nothing.
