IV. PUBLIC HEARINGS:
1. CONDITIONAL USE PERMIT REQUEST - CUP 87(8)19 - PRESSLEY, 1017 West
Seventeenth Street. Request to allow an adult boarding home for elderly
residents to locate in the RS-7, Single-Family Residential, District.
(This item is continued from the September 9, 1987 meeting. The applicant
has requested withdrawal at this time.)
2. CONDITIONAL USE PERMIT REQUEST - CUP 87(5)14 - ROBINSON, Eighth and
Cherry Streets: Request for a car wash in the CSD-C1, Community Shopping
District. (This item is tabled from the July 8, 1987 meeting. Applicant
has withdrawn his request.)
3. TEMPORARY USE PERMiT EXTENSION REQUEST - TUP 85(10)3 - DOSS,
1702 West Fourth Street: Request for extension of a Temporary Use Permit
to allow a travel trailer in the RS-7, Single-Family Residential, District,
as a residence for an elderly parent.
4. CONDITIONAL USE PERMIT EXTENSION REQUEST - CUP 85(7)13 - SOVDE,
1515 West Sixth Street: Request for extension of a Conditional Use Permit
to allow a duplex in the RS-7, Single-Family Residential, District.
5. CONDITIONAL USE PERMIT - CUP 87(10)25 - ZINK, 124 South Albert Street:
Request for a Conditional Use Permit to allow the purchase and recycling of
non-ferrous metals in the ACO, Arterial Commercial District.
6. CONDITIONAL USE PERMIT - CUP 87(10)26 - BELVEAL WILDER TOYOTA,
532 East First Street: Request for a Conditional Use Permit to allow the
painting, mechanical and structural repairs of automobiles, and all other
related activities performed by a collision repair shop to occur in the
ACD, Arterial Commercial District.
7. STREET VACATION REQUEST - STV 87(10)6 - CRONAUER, Portion of 3/4 Alley
and 4th Street (Tumwater area): Request for vacation of the 3/4 alley
abutting Lots 2, 19 and 20,and 4th Street abutting Lots 19 and 20, all in

I CALL TO ORDER
Chairman Lemon called the meeting to order at 7:09 P,M.
II ROLL CALL
Members Present: Jerry Glass, Dick Wight, Bob Philpott,
Donna Davison-Ness, Mike Lemon.
Members Absent: Ted Puckett, Jim Hulett.
Staff Present: Paul D. Carr, Otto Miller, Bruce Becker.
III APPROVAL OF MINUTES
Mr. Wight moved to approve the minutes of the September 23,
1987, meeting, as submitted. ~ls. Davison-Ness seconded the
motion, which passed 5-0.
IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - PRESSLEY: Request to allow
an adult boarding home for elderly residents to locate
in the RS-7, Single-Family Residential District.
Location: 1017 West 17th Street. (Continued from the
September 9, 1987, meeting.)
Mr. Glass moved to accept the withdrawal of the application.
Mr. Philpott seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - ROBINSON: Request for a car
wash in the CSD-C1, Community Shopping District.
Location: Eighth and Cherry Streets. (Tabled from the
July 8, 1987, meeting.)

application from the applicant. Mr. Wight seconded the
motion, which passed unanimously.

TEMPORARY USE HEARING - DOSS: Request for extension of
a Temporary Use Permit to allow a travel trailer in the
RS-7 Single-Family Residential District, as a residence
for an elderly parent. Location: 1702 West Fourth
Street.
Mr. Carr reviewed the Department memo.
opened the public hearing.
Chairman Lemon
Jerry Doss, applicant, explained that he helps his mother
almost daily in her health, propeFty, and financial affairs.
All the requirements of the Temporary Use Permit have been
met. Following further discussion, Chairman Lemon closed
the public hearing.
Ms. Davison-Ness moved to recommend a two-year extension,
subject to the original conditions and original findings.
Mr. Glass seconded the motion, which passed unanimously.

CONDITIONAL USE HEARING - SOVDE: Request for extension
of a Conditional Use Permit to allow a duplex in the
RS-7, Single-Family Residential District. Location:
1515 West Sixth Street.
Ms. Davison-Ness moved to continue this item to the meeting
of November 18, 1987, so that correct posting could be made.
Mr. Glass seconded the motion, which passed unanimously.
Staff will inform the authors of the letters to the
Commission of the change.
CONDITIONAL USE HEARING - ZINK: Request for a
Conditional Use Permit to allow the purchase and
recycling of non-ferrous metals in the ACD, Arterial
Commercial District. Location: 124 South Albert
Street.
Mr. Miller reviewed the Department Report. Chairman Lemon
opened the public hearing.

Gladys Zink explained that all storage will occur inside the
building and the paved area outside the building will be
used for access and parking. They will not be collecting
batteries. Essentially, they will be collecting small,
liftable materials. Bob Kit~ and Steve Frick, nearby
property owners, did not object to the proposed use, but
were concerned about the hours of operation, the cleanli-
ness, and the safety of the Second and Albert intersection.
The Planning Commission reviewed the proposed conditions and
expressed concern over the Second and Albert intersection,
as well. Chairman Lemon closed the public hearing.

Ms. Davison-Ness moved to recommend approval of the
Conditional Use Permit, subject to the following conditions:
1. This permit authorizes an enclosed storage and salvage
store for the recycling of metal products. No other
commercial uses are authorized by this permit.
2. There shall be no temporary or long-term outdoor
storage of materials, support equipment, or vehicles.
3. If this location is used for the storage of batteries,
the applicant shall immediately submit a storage plan
to the Planning Department. All applicable require-
ments of the Port Angeles Fire Department and the
Building Division for the storage of batteries shall be
met.
4. Any signs must be consistent with the Port Angeles
zoning Code, and be submitted to the Building Division
for approval.

5. Project operation, including related truck traffic and
loading, shall be limited to Monday through Saturday,
from 7 AM to 6 PM;
and cited the following findings:
A. This use has been conditioned to ensure that it shall
not be detrimental to the health, safety, comfort and
welfare of the general public.
B. As conditioned, the use of the site is consistent with
the existing uses in the immediate area and zone.
c. The project, as conditioned, will not result in any
significant adverse impacts to the surrounding
properties.
Mr. Wight seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING BELVEAL-WILDER TOYOTA:
Request for a Conditional Use Permit to allow the
painting, mechanical and structural repairs of
automobiles, and all other related activities performed
by a collision repair shop to occur in the ACD,
Arterial Commercial District. Location: 532 East
First Street.

Wayne Murphy, General Manager of Belveal-Wilder Toyota,
explained that they wished to install a full service paint
shop, rather than just the detailing and touch-up that
occurs now. Presently, they have been doing their full-
scale painting at another location. Following further
discussion, Chairman Lemon closed the public hearing.
Ms. Davison-Ness moved to recorrunend approval of the
Conditional Use Permit, subject to the following conditions:
1. The applicant shall submit a detailed floor plan of the
building to the Planning Department. The proposed use
within the existing structure shall meet all Fire Code
regulations of the Port Angeles Fire Department, and
all regulations for the Building Section of the Public
Works Department.
2. The applicant shall submit a detailed parking plan to
the Planning Department, indicating ingress, egress,
and parking.
3. This permit shall be null and void if not used within
one year of approval, or if the use is abandoned for a
period of one year~
and citing the following findings:
A. The project, as conditioned, will not result in any
significant adverse environmental impacts to the
surrounding properties.
B. The commercial use of this property, as conditioned, is
compatible with the surrounding commercial properties.
C. This use has been conditioned to ensure that it shall
not be detrimental to the health, safety, comfort, and
welfare of the general public.
Mr. Philpott seconded the motion, which passed unanimously.
STREET VACATION REQUEST - CRONAUER: Request for
vacation of the 3/4 alley abutting Lots 2, 19 and 20,
and Fourth Street abutting Lots 19 and 20, all in Block
75, TPA. Location: Portion of 3/4 Alley and Fourth
Street (Tumwater Area) .
Ms. Davison-Ness moved to continue this item to the October
28, 1987, meeting so that proper posting can be made. Mr.
Glass seconded the motion, which passed unanimously.

V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Staff noted that the long-range meeting would be used to
discuss the proposed Zoning Code amendments for Retail
Stands and Bed and Breakfasts.
VII REPORTS OF COMMISSIONERS
The Commission reviewed Mr. Robinson I s withdrawal letter
(CUP for car wash at Eighth and Cherry Streets). Mr. Carr
provided background information.
Mr. Philpott observed that the railroad tracks had been
paved on Marine Drive. The Commission expressed its thanks
to the Public Works Department.
Mr. Wight requested that the Second and Albert intersection
be re-examined for possible signage to increase the safety
in the area. The Planning Commission concurred.
Chairman Lemon inquired if there was a "Yield" sign on the
Boulevard and Lincoln intersection for the two east-bound
lanes east of Lincoln Street. Staff would investigate.
Chairman Lemon also noted that the street light at 15th and
"M" apparently had a photocell mis-aligned because
occasionally headlights would trigger it and turn off the
street light.
