Minutes of the regular meeting of the City of Port Angeles Planning
.e Commission, October 16th, 1951.
Planning Commission members present were Smith, Lamoureux, Reiners
and Strange. Also present were Ctty Commissioner Taylor and City
Engineer Ahlvers.
Minutes of the meeting of October 2nd were read and approved.
The chairman suggested that the meetins be devoted exclusively to
the discussion of the proposed improvements of arterial streets
within our community with the thought in mind of the preparation
of the necessary information and material in order that the matter
may be brousht before the people in the general election to be held
in March next with special emphasis on the method of financing.
A general discussion followed; every possible method of securing
funds with which to finance these projects was explored.
The Commission is well aware of the almost absolute necessity in
including the improvement of Third Street West at this time, it
being such a condition that the City is faced almost daily wihh the
hazard of complete collapse of this thorough-fare, this, of course,
aggravates the financial problem.

It was finally dete~ined that, in the judgment of the Planning
Commission, they would go on record in proposing that the entire
projects be undertaken at one and the same time and that three
seperate methods of finance be used to defray the cost, which are
namely a general obligation bond issue of the maximum permissable
under the law, supported by local improvement district assessments
against all abutting property and third that the City Commission
create by ordinance a public utility to be known as the Sewer and
Drainage Utility and that a flat assessment or tax be levied against
the citizens of the Community on a monthly rental basis and that
the funds f~omLthis source be used to defray all the costs of any
pro posed or future sewer and drainage problems that might arise.
The Planning Commission is well aware of the probable unpopularity
of the latter proposal and it was suggested that the chairman go
before the Chamber of Commerce outlining the suggested method and
in that way, give publicity to the proposal in order that the public
may be informed and their reaction secured.
No further business appearing, the meeting was adjourned.
