CALL TO ORDER

III APPROVAL OF MINUTES
Commissioner Hulett moved to approve the minutes of September 24, 1986,
as submitted. Commissioner Lemon seconded the motion which passed 3-0
with Gary Cissel abstaining.
IV STAFF REPORTS
1 . GUND PLAZA
Paul Carr reviewed the staff memo explaining that Condition No. 3 of
the street vacation requires a 50-foot buffer between commercial and
residential uses, however, the applicants have proposed roul ti-family
residential uses on the east half of the property. Andrew Fesckes,
architect, said the alley would be 12 feet wide and one-way from east to
west to serve the residences. The proposed carports would be 25 feet
from the property line and the residential structures approximately 55
feet from the property line.
Following further discussion between the Planning Commission and the
applicants, Jim Hulett moved to recommend that the proposed site plan be
modified to eliminate the small parking lot driveway entrance on "I"
Street and to accept the smaller buffer on the southeast half of the
property abutting the residential development-with a hearing before the
City Council to provide the public an opportunity to comment. Mike Lemon
seconded the motion which passed 4-0.

The Commission then directed the staff to send a letter to the abutting
neighbors informing them of the proposal and suggesting they visit the
Gund Plaza project office at 8th & "Ill.
V PLANNING STUDIES:
1. Fill Study
Paul Carr briefly reviewed the background information and proposed
ordinances distributed prior to the meeting. The Commission, staff and
Roy Jones discussed fill regulations and zoning ordinances at length.
Following discussion, the Commission decided that comprehensive City-wide
land surface modification regulations, including exemptions and criteria,
are needed but that the Commission would consider the Jones/Priest
Conditional Use Permit if the Council desired, continuing processing of
that application.
2. Harbor Study
tit Paul Carr reviewed excerpts of material and provided background on
the Phase II Harbor Study. The Commission discussed the proposed goals
at length and made a number of changes. The Commissioners were concerned
that the proposals for fish processing, modification of the existing
boathaven and creation of a new marina had not thoroughly examined
alternatives particularly given the cost involved. That much money for a
new boathaven/marina was too much.
Bob White of British Petroleum expressed concern that proposed
aquaculture would interfere with British Petroleum's bunkering opera-
tions. He was also concerned that the reducing of the anchorage area to
three or fewer ships would cause their operation serious problems.
The Commission questioned the filling of one third of the boathaven.
The Commission also questioned if the negative impact on British
Petroleum had been fully examined when the proposals to relocate the
harbor line was developed. The proposed number of aquaculture pens is
too high. General conclusions of the Commission were: to reduce the
number of aquaculture operations by dropping the southern pens in the
Harbori drop consideration of a marina east of the City Pieri strongly

pursue Navy homeporting; and more closely examine the preferred usage at
Oak Street.

3. Office Commercial Study
Dan Van Hemert reported on the Office Commercial study involving
Race Street and the Lincoln Street commercial corridor. The Commission
discussed the information and possible mapping considerations at length.
The Commission decided that office commercial zoning on Race Street was
not appropriate at this time. The Commission then decided to hold a
public hearing on rezoning Chase Street through Peabody ~treet to Office
Cornmercial) and Laurel Stree~~ffice Commercial, on November 25, if the
date could be arranged.
VI PRESENT COMMISSION MEMBERS
Jim Hulett asked if there had been any change in our official
temperature location spot by the sewage treatment plant. Paul Carr
explained that there had been no change at this time.
