I CALL TO ORDER
Chairman Ross called the meeting to order at 7:05 P.M.
II ROLL CALL
Members Present: Jerry Glass, Jim Hulett, Lorraine Ross,
Freeman Rice, Jerry Cornell, Gary Cissel.
Members Absent: Ted Puckett.
Staff Present: Paul D. Carr, Dan VanHemert.
III APPROVAL OF MINUTES

Mr. Cornell moved to approve the October 10, 1984, minutes
as submitted. Mr. Rice seconded the motion, which passed
unanimously.
IV COMMUNICATIONS FROM THE PUBLIC
The Planning Commission and staff discussed the letter from
Mr. Harper at length. The Commission decided not to comment
on the letter.
V STAFF REPORTS
LID Non-Protest Statement on Short Plats
Mr. VanHemert reviewed the staff memo and explained how LID
Non-Protest Agreements work. Mr. Carr reviewed the history
of subdivision improvement requirements in the community.
Following a general discussion, the Planning Conunission
expressed concern that the non-protest agreement represents
an unknown future tax at an unknown time, and requires a
property owner to give up the right to vote on an LID.
Following further discussion, the Commission directed staff
to review the existing improvement requirements to refine
and improve them, both for long and short plats.
The Commission agreed to a November 7th joint meeting with
the City Council and suggested that the topics include
Tumwater Ravine public access as well as non-protest agree-
ments, annexations and utilities, and any other topics.
