I CALL TO ORDER
Chairman Cornell called the meeting to order at 7:05 P.M.

Members Present:
Jerry Glass, Jim Hulett, Larry Leonard,
Jerry Cornell, Dick wight, Bob Philpott,
Donna Davison.
Members Absent:
None.

III APPROVAL OF MINUTES
Mr. Glass moved to approve the minutes of the October 11,
1989, meeting as written. Mr. Philpott seconded the motion,
which passed unanimously.
IV PUBLIC HEARINGS
ZONING CODE AMENDMENT ZCA-89 (9) 7 Community
Shoppinq District. CSD-N - City-wide: Consideration
of an amendment to the CSD-N District, amending the
permitted and conditional uses, as well as
establishinq design/landscapinq standards.
Director Collins reviewed the background of the Zoning Code
Amendment and referred to the proposed Ordinance, noting
additions and deletions to the original Ordinance as proposed
by the Commission and the Department. Chairman Cornell opened
the public hearing.
Craig Miller, 401 East Front street, was present, representing
Linda Bien, owner of the Market Basket store, located at 1105
South Eunice street, Port Angeles. Mr. Miller stated he is
in favor of the proposed ordinance as presented by staff. He
spoke further concerning the development and design standards
in the proposed draft.
There being no further questions or comments from the
audience, Chairman Cornell closed the public hearing.
Following considerable discussion and review of the Ordinance,
Mr. Glass moved to incorporate the following changes to the
proposed amended CSD-N District Ordinance:

The Purpose and Intent is revised to read as follows:
PURPOSE AND INTENT. The purpose of the Neighborhood
Commercial Zone is to create and preserve areas for
business that provide the goods and services for the day-
to-day needs of the surrounding residential areas. Such
a District shall be located and designed to encourage
both pedestrian and vehicular access and to be compatible
with adjacent residential neighborhoods.
2. The hours of operation are limited to 7 A.M. to 10 P.M.
for permitted uses within the District.
3. Single-family residential uses are permitted.
4. Day care centers will be permitted as conditional uses.
5. Uses permitted in the District with hours of operation
extending beyond 7 A.M. to 10 P.M. will be conditional
uses.

The minimum yard requirements for side yard will be
reduced to 13 feet (from 25 feet) from lot line when
abutting a street.
All signs over 10 square feet in area shall be restricted
to territory no closer than 100 (from 200) feet to all
property in a residential area.
9. No signs may be higher than the building wall if
attached, or 5 feet, if free-standing.

Mr. Hulett seconded the motion, with the following staff
findings and conclusions:

Conclusions:
A. The limited permitted uses in the CSD-N District can be
better modified by restricting the size of facilities
'and/o~hours of operation than-by reclassifying permitted uses.
B. The classification of all permitted uses to conditional
uses in the CSD-N District would not be in keeping with
the designation of a zoning area.
On call for the question, the motion carried.
Larry Leonard left the meeting.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI PLANNING STUDIES
Chairman Cornell asked whether the Planning Commission should
consider an investigation of the zoning in the Downtown area,
specifically the Oak street/Railroad Avenue area, to determine
if the current zoning in the area is appropriate.
Mr. wight moved to schedule a public hearing for November 14,
1989, for possible amendments to the M-2, Heavy Industrial;
CBD, Central Business District; or LI, Light Industrial
Districts, and review of the Railroad Avenue and Oak Street
property areas, as they relate to their current and future
potential uses. Mr. Philpott seconded the motion, which
passed unanimously.
1. The Harbor Plan review was discussed. It was decided
that the Commission members would have a list of issues
to be discussed for the December 27, 1989, meeting. The
Commission agreed to target sending the Harbor Plan
Review suggestions to the City Council in January, 1990.
~~ lpossible Amendments to the Zoninq Code.
The City Attorney I s memos, dated September 18, 1989, and
October 11, 1989, concerning possible amendments to the City'S
Zoning Code were discussed. It was determined that staff
would prepare further information concerning:
A. Present notification procedures for public hearings, and
possible revisions;
B. Information on determination of PBP, Public Buildings and
Parks, boundary line determinations;

C.
New language allowing for re-application for zoning
changes, providing that the Zoning Code has been changed
in the meantime;
D. structural criteria for fencing, per Public Works
Department recommendations; and
E. Proposed wording amendments to the Adult Entertainment
Conditional Use Permit Ordinance, which would eliminate
the separation requirement between adult entertainment
businesses.
