CALL TO ORDER
Chairman Hulett called the meeting to order at 7:10 P.M.

APPROVAL OF MINUTES

Mr. Cornell moved to approve the minutes of the October
12, 1983, meeting as submitted. Ms. Ross seconded the
motion, which passed unanimously.

COMMUNICATIONS FROM THE PUBLIC
None.
V STAFF REPORTS
Following a lengthy discussion on the Council's concerns
about the Office Commercial Zone, Mr. Cornell moved to
direct the Staff to summarize the Planning Commission's
reasons for its original recommendation. Mr. Puckett
seconded the motion, which passed unanimously.
Mr. VanHemert introduced the latest revisions to the
proposed Arterial Commercial Zone. During the lengthy
discussion, the Planning Commission decided to investi-
gate vision triangle requirements at intersections of
streets (i.e., corner lots). Following the discussion,
Ms. Ross moved to establish a zero setback off the front
property line in the proposed Arterial Commercial Dis-
trict. Mr. Banner seconded the motion, which passed
3 - 2 with Messrs. Cornell and Hulett voting "No".

Mr. VanHemert introduced the General Commercial reV1Slons.
The Commission decided to look at vision clearance re-
quirements in this Zone as well. During the discussion,
Mr. Cornell moved to change conditional use "D" to read
as follows: "Developments exceeding 63,000 square feet
(one-half City block)." Mr. Banner seconded the motion
which passed 4 - 1 with Ms. Ross voting "No". The Com-
mission also decided to make the rear yard setback in the
General Commercial Zone the same as that in the Arterial
Commercial Zone.
Mr. Carr distributed the retyped version of the existing
Zoning Ordinance. Mr. VanHemert distributed the proposed
Neighborhood Commercial Zone.
Mr. VanHemert distributed the Draft Environmental Impact
Statement on the DelHur Annexation east of the Golf
Course. Following a brief discussion, Mr. Cornell moved
to set a public hearing on the Draft EIS for Wednesday,
November 16, 1983, and not to scheduie a meeting for the
fourth Wednesday of the month. Mr. Banner seconded the
motion, which passed unanimously.
