I CALL TO ORDER
Chairman Pazan called the meeting to order at 7:02 PM.

III APPROVAL OF MINUTES

Mrs. Tinkham moved to approve the minutes of October 4,
1982, as submitted. Mr. Rexroat seconded the motion,
which passed unanimously.
IV COMMUNICATIONS FROM THE PUBLIC
None.
V VARIANCES
V-82(11)13 - CLALLAM COUNTY. Application for a
variance to reduce the 35' setback requirement to 0';
to construct a 2,000 square foot building flush with
the alley. Location: North side of Fifth Street,
50' west of Albert Street.
Mr. VanHemert reviewed the Department Report; Chairman
Pazan opened the public hearing.

Dave Burns, County Planning Department, advised that he
was available for any questions. Del Price, 324 South
Albert Street, inquired about setbacks from alleys in
commercial districts. Mr. Lacey reviewed the criteria
for granting a variance. Ed Thomas, P. O. Box 1014, Port
Angeles, asked about screening requirements along the
east property line. He was advised that there were no
requirements for screening in the PBP Zone and was told
none is required in the PBP zone.
Peter Waldrup, Clark & Associates, said the only native

site. The balance of the parcel consists of fill material
to a depth of 8 feet or greater. A cantilevered structure
will be required. County Commissioner Don Feeley and
Carol Owens, County Human Services Department, described
the mental health program proposed to operate in the
offices, traffic and parking impacts, and the lack of
office space and land elsewhere. Chairman Pazan closed
the public hearing.
Mr. Rexroat questioned the cost of allowing a 2 foot set-
back from the alley. Mr. Waldrup indicated that the cost
of cantilevering the structure would increase signifi-
cantly as the building is moved southward.
Mr. Rexroat moved to approve the variance from the re-
quired 35-foot setback from the alley to 0 feet, citing
the following findings of fact:
A. Peabody Creek Ravine and the unstable ground surface
conditions resulting from the fill on the property
are special circumstances related to this parcel
which limit the development right of a governmental
office building.
B. The exercise of the use right of a government office
building, which is a permitted use in the PBP Zone,
on this parcel requires the variance because of the
special circumstances. Therefore, granting the
variance is not a grant of special privilege incon-
sistent with the restrictions on other PBP-Zoned
properties in the City.
C. The variance will not be materially detrimental to
the public welfare or injurious to adjoining prop-
erties since the alley which the proposed governmen-
tal office building will abuts terminates immediately
west of the property. Moreover, the condition that
there be no access to the alley from the subject par-
cel will further reduce any sight distance problems
created by this structure.
Mrs. Tinkham seconded the motion, which passed
unanimously.

VI STAFF REPORTS
Amendment to By-Laws regarding attendance.
The Board reviewed the proposed amendment to the By-Laws
dealing with attendance policy. Mrs. Tinkham moved to
adopt an amendment to the Board of Adjustment By-Laws
establishing a rule regarding three unexcused absences by
a member. Mr. Lacey seconded the motion, which passed
4 - o.
