I CALL TO ORDER
Acting Chairman Lewis called the meeting to order at 7:01
P.M.
II ROLL CALL
Members Present: John Lacey, Jim Rexroat, Scott Lewis,
Lucia McPhee.
Members Absent: Steve Pazan.
Staff Present: Paul D. Carr, Dan VanHemert.
III APPROVAL OF MINUTES
Mr. Lacey moved to approve the minutes of the October 8,
1984, meeting, as submitted. Mr. Rexroat seconded, which
passed 3 - 0, with Ms. McPhee abstaining.
IV COMMUNICATIONS FROM THE PUBLIC
None.
V VARIANCES
V-84(11)19 - LONNIE LINN. A variance requested of the
required la-foot setback adjacent to an alley in the
RS-7 District, for a detached accessory building.
Location: 708 Francis Street.
Mr. VanHemert reviewed the Department Report; Acting
Chairman Lewis opened the public hearing.
John Spiess, Northwest Building Design, stated that two off-
street parking spaces are available, one in the existing
garage and the other in the driveway. Other buildings in
the area are less than 10 feet from the alley. In response
to a question from Ms. McPhee, Mr. Spiess noted that the
parked cars in the alley were caused by the auto body shop.
Mr. Lacey asked the proposed use of the the addition. Mr.
Spiess responded, a private workshop. Acting Chairman Lewis
closed the public hearing.
Mr. Lacey moved to deny the var~ance, citing the following
findings of fact:

1. Since the lot is level and has 14,000 square feet in
size, there is sufficient available land to construct a
conforming detached accessory building. As a result,
there are no special circumstances related to the lot
size, shape, topography or location which deprive the
property of the use right of an addition to a detached
accessory building.
2. The variance would constitute a grant of special
privilege inconsistent with limitations upon other
properties in this area and in the RS-7 Zone because
major additions and new accessory buildings have been
constructed elsewhere in conformance with the Zoning
Ordinance requirements.
3. Because the remodeled garage reduced the off-street
parking on the subject property from two to one, and
the adjacent alley is already congested with parked
cars, granting the variance will be materially detri-
mental to the general public.
Mr. Rexroat seconded the motion, which passed unanimously.

V-84(11)20 - SCHOENFELDT. A variance requested of the
6-foot maximum fence height to 8 feet: and the 7-foot
side yard setback requirement to 3 feet; to allow the
construction of an 8-foot fence and detached accessory
building in the RS-7 District. Location: 435 East
Park Street.
This application was continued to the December 3, 1984,
meeting, with the concurrence of the applicant1s representa-
tive.
V-84(11)21 - CLALLAM COUNTY YMCA. Variances requested
of the 25-foot rear yard setback requirement to 15
feet; and lot coverage allowance from the maximum of
30% to 75%; to allow an addition to the present YMCA
building, in the RS-7 District. Location: 302 South
Francis Street.
Mr. VanHemert reviewed the Department Report; Acting
Chairman Lewis opened the public hearing.

Mike Robinson, Director of the YMCA, stated that the lot
coverage and rear yard setback variances would allow construc-
tion of a new main YMCA building. Mr. Lacey asked about
noise from the racquetball court, to which Mr. Robinson
stated that acoustical material would be considered in final
designs. In response to a question from Ms. McPhee regard-
ing auto lights in the parking lot, Mr. VanHemert stated
that dense hedges were required on the east and west sides

of the parking lot as a condition of the Conditional Use
Permit. Acting Chairman Lewis closed the public hearing.
Mr. Lacey moved to grant the rear yard and lot coverage
variances, to be effected in one year, with the following
findings of fact:
1. The orientation of the yards in respect to the residen-
tially-developed lots in the vicinity, and the nearby
non-residential uses, are special circumstances related
to the subject parcel.
2. Neither the lot coverage nor rear yard variance will be
a grant of special privilege inconsistent with other
institutional uses in the RS-7 District.
3. The variances will not be materially detrimental to the
public welfare nor injurious to nearby properties.
Ms. McPhee seconded the motion, which passed unanimously.

V-84 (11) 22 - TIM HALEY/DR. AVERILL: The variance
requested is for a reduction of the required i3-foot
side yard setback adjacent to a street to 8 feet, in
the OC, Office Commercial, District. Location: 1035
Caroline Street.
Mr. VanHemert reviewed the Department Report; Acting
Chairman Lewis opened the public hearing.
Tim Haley, representing the applicant, reviewed the history
of the structure and described the site plan. Acting
Chairman Lewis closed the public hearing.
Mr. Rexroat moved to grant the side variance, citing the
following findings of fact:
1. The corner lot location and orientation of the existing
house are special circumstances related to this parcel
which deprive it of the use right of a feasible
addition and change of use to a medical office.
2. Since other structures in this vicinity on corner lots
encroach upon required side yards, the variance will
not be a grant of special privilege inconsistent with
the regulations on properties in this vicinity and in
the OC District.
3.
The variance will not have a materially detrimental
effect upon the general public or on properties in this
vicinity and OC Zone.

Mr. Lacey seconded the motion, which passed uanimously.

V-84(11)23 - ELMER WENKO: A variance requested of the
10-foot minimum rear yard setback requirement to 9 feet
for a detached accessory building in the RS-7 District.
Location: 1816 West Sixth Street.
Mr. VanHemert reviewed the Department Report; Acting
Chariman Lewis opened the public hearing.
Patrick Killebrew, representing the applicants, stated that
the slope on the property is a special circumstance; and
other accessory buildings in this area are much closer than
10 feet from the alley. Mr. Lawrence, the building contrac-
tor, described how the error was made. Acting Chairman
Lewis closed the public hearing.
MC.McPhee moved to grant the varlance, citing the following
findings of fact:
1. The slope of the lot is a special circumstance which
denies the property the use right of an accessory
storage building in the rear one-third of the lot.
2.
The variance does not grant a special privilege to this
property.
3.
The storage building will be neither materially detri-
mental to the general public, nor injurious to abutting
properties.
Mr. Rexroat seconded the motion, which passed unanimously.
v - 84 (11) 24 - ROBERT LARSEN: A reduction of the
required 10-foot minimum rear lot line setback to 3
feet to allow a detached accesory building in the RS-7
District. Location: 2152 West Fourth Street.
Mr. VanHemert reviewed the Department Report. Mr. Lacey
asked about the use of the accessory building, to which Mr.
VanHemert replied it would be a garage and workshop. Acting
Chairman Lewis opened the public hearing.
Robert Larsen, 2152 West Fourth Street, explained that the
location of the accessory building will minimize view
blockage of the residence to the south. The proposed
driveway is on the north side of the property. Acting
Chairman Lewis closed the public hearing.
Mr. Lacey moved to grant the variance, citing the following
findings of fact:
1.
The lot shape and slope are special circumstances
related to the lot.

2. The variance is not a grant of special privilege
inconsistent with limitations on other properties in
the vicinity because the rear yard of the lot abuts a
side yard of an adjacent lot.
3. The variance will not cause injury to abutting prop-
erties or be materially detrimental to the general
public.
Mr. Rexroat seconded the motion, which passed unanimously.
