I CALL TO ORDER
Chairman Anderson called the meeting to order at 7 PM.

APPROVAL OF MINUTES

Mr. Ranta moved to approve the minutes of the October 28th
meeting as submitted. Mrs. Thompson seconded this motion,
which passed unanimously.
IV
HEARINGS
PLANNED RESIDENTIAL DEVELOPMENT HEARING - KEY. Re-
quest to consider a proposed Planned Residential De-
velopment on approximately 25 acres. Location:
South of Campbell Avenue; east of Mount Angeles Road;
bordering White Creek on the east. (Continued from
October 14, 1981.)
Mr. VanHemert reviewed the memorandum submitted. John Drain,
1008 Mount Angeles Road, asked to address the Commission.
Chairman Anderson opened the public hearing.
Mr. Drain discussed his letter, copies of which were then
distributed to the Commission. will Muller, who lives
across Mount Angeles Road from Mr. Drain, supports Drain's
suggestions. Chairman Anderson closed the public hearing.
Mr. Brewer moved to continue consideration of this proposal
until December 9th. Mr. Ranta seconded this motion, which
passed unanimously.

REZONE REQUEST - HOPPER. Request to rezone 19.43
acres from RS-9 (Single-Family Residential) to RMF
(Residential Multi-Family). Location: An L-shaped
parcel with the northerly portion between Fourteenth
and Sixteenth Streets, approximately 820 feet west of
IIN" Street and immediately east of Kedter Woods; and
the southerly portion between 16th and 18th Streets,
approximately 535 feet east of 110" Street and approxi-
mately 208 feet west of "Nit street. (Continued from
October 14, 1981.)
PLANNED RESIDENTIAL DEVELOPMENT HEARING - HOPPER.
Request to consider a proposed Planned Residential
Development on approximately 4.84 acres. Location:
Between 14th and 16th Streets, approximately 820 feet
west of IIN" Street and immediately east of Kedter
Woods. (Continued from Octbber 14, 1981.)

Mr. Carr reviewed the status of the applications. Meetings
with the applicant and his consultant had been taking place
and modifications to alleviate impacts are being considered
by the applicant. Mr. Carr said that interested citizens
are present; so Chairman Anderson opened the public hearing
on the rezone application.
Stewart Kedish, 2417 West Sixteenth, submitted petitions from
residents in the immediate area, as did Greg Parrish, 1334
Samara Drive. Chairman Anderson closed the hearing on the
rezone and opened the public hearing on the planned residen-
tial development.
No comments on that proposal were received, so Chairman Ander-
son closed the public hearing.
Mr. Brewer moved to continue both items to December 9th. Mr.
Ranta seconded this motion, which passed unanimously.
REZONE HEARING - BAKER. Request to rezone 21,000
square feet from RS-7 (Single-Family Residential) to
OC (Office Commercial). Location: 208 South Chambers
Street.
Mr. Ranta asked to be excused from consideration of this appli-
cation on the appearance of fairness, which resulted in the
lack of a quorum; and the applicant was asked for his prefer-
ence for a continued date.

Mrs. Thompson moved to continue this matter to the December
9th meeting. Mr. Brewer seconded this motion, which passed
unanimously.

V COMMUNICATIONS FROM THE PUBLIC
None
VI STAFF REPORTS
Mr. VanHemert distributed copies of the survey results and
reviewed the suggested changes in the Sign Ordinance. Mr.
Brewer commented on the change in pedestrian signs from 6
to 12 square feet.
Mr. Carr reviewed the request for interpretation of a glass
store in the CSD-Cl District, and explained the reasons for
bringing it before the Commission.
Mr. Brewer moved to find that a glass store, stocking primarily
pre-cut glass, with some special orders, could be a permitted
use in the CSD-Cl District. Mr. Ranta seconded this motion,
which passed unanimously.
Mr. Carr advised the Commission of a special joint meeting
with Public Works and Planners of small towns in the North
puget Sound area ,to be held either November 17th or lath,
and asked if any of the Commissioners would like to come
along. The meeting will be held in the Anacortes area and
probably two members could attend.
Mr. Carr delivered Mr. Whidden's letter of resignation to
Chairman Anderson, who read it into the record. Mr. Brewer
suggested that Chairman Anderson reply to the letter. Mr.
Carr said the Department could draft up a response, and the
Commission agreed.
VII REPORTS OF COMMISSIONERS
Mrs. Thompson: Nothing.
Chairman Anderson: Commented on the improvements made to
the duplex at 1206 South Vine where a Conditional Use Per-
mit for a Home Occupation of beauty shop had just been
granted.
Mr. Brewer: Nothing.
Mr. Ranta: Nothing.
