I CALL TO ORDER
Chairman Glass called the meeting to order at 7:08 P.M.
II ROLL CALL
Members Present: Lorraine Ross, Ted Puckett, Jim Hulett,
Jerry Glass, Jim Hallett, Gary Cissel,
Donna Davison.
Members Absent: None.
Staff Present: Dan VanHernert, Gary Braun.
III MINUTES
Mr. Hulett moved to approve the minutes of October 23rd and
29th as submitted. Ms. Ross seconded and the motion carried
6 - 0, with Mr. Cissel abstaining.
IV PUBLIC HEARINGS
SHORELINE PERMIT HEARING - SEA FARMS OF NORWAY.
Request for SO additional floating fish-rearing pens
located off Ediz Hook. Location: Ediz Hook.
Chairman Glass announced that the City was awaiting comments
from several State agencies on this application. Mr.
Hallett moved to continue the application until the December
11th meeting. Mr. Cissel seconded the motion, which passed
unanimously.
TEMPORARY USE PERMIT HEARING - HIGH TIDE SEAFOODS.
Request for an extension of a permit allowing a fish
processing operation in the CBD, Central Business
District. Location: Foot of Oak Street.
Mr. VanHemert reviewed the Department Report. Commission
members and staff discussed the safety of the structure.
Chairman Glass opened the public hearing.
Mr. Schefler, 3717 Park Knoll Drive, described their lease
with the City for the building. He is working with the
Building Official to determine measures to make the building
safe. As there is only a short time in the salmon season,

High Tide Seafoods is also considering alternative loca-
tions. Chairman Glass closed the public hearing.
Ms. Ross moved to grant a one-year extension of the
Temporary Use Permit. Ms. Davison seconded the motion,
which passed unanimously.
CONDITIONAL USE HEARING - THOMAS WELLS. Request for
extension of a Conditional Use Permit allowing a mail
order and retail sales business of hunting firearms in
the RS-7, Single-Family Residential District.
Location: 321 East Ninth Street.
Mr. VanHemert reviewed the Department Report, noting that an
A-frame sign is being used in the alley adjacent to the
property. Chairman Glass opened the public hearing.
Thomas Wellsl 321 East Ninth Street, noted that the sign has
been removed and will not be used again. Chairman Glass
closed the public hearing.
Mr. Cissel moved to recommend approval of the Conditional
Use Permit extension for two years, subject to the original
conditions as follows:
1.
That the hours of operation be limited to between 9 AM
and 5 PM, Monday through Saturday.
2. That the operation comply with the Uniform Fire Code
and the Uniform Building Code.
3. That the existing security equipment be maintained.
Mr. Puckett seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - YMCA. Request for extension
of a Conditional Use Permit allowing remodeling of the
existing YMCA structure. Location: 302 South Francis
Street.
Mr. VanHemert reviewed the Department Report, noting that
Mike Robinson was unable to attend. Chairman Glass opened
the public hearing.
There being no comments, Chairman Glass closed the public
hearing.
Mr. Hulett moved to recommend a one-year extension of the
Conditional Use Permit. Mr. Hallett seconded the motion
which passed unanimously.

CONDITIONAL USE HEARING - CRAIG UPTON. Request for
extension of a Conditional Use Permit allowing a frame
shop as a Home Occupation in the RMF, Residential
Multi-Family, District. Location: 524 Cherry.
Mr. VanHeffiert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Craig Upton, 524 Cherry Street, stated that there are no
advertising signs now on the property. He is also seeking a
contractor to close the curb cut adjacent to Cherry Street.
Chairman Glass closed the public hearing.
Mr. Puckett moved to recommend that the Conditional Use
Permit be extended for a two-year period. Ms. Ross seconded
the motion, which passed unanimously.
PARKING VARIANCE HEARING DUJARDIN DEVELOPMENT.
Request for a reduction of the required 140 parking
spaces to 85, in connection with a proposed multi-
family housing project for low/moderate income families
and elderly. Location: Southwest of Pine and 16th
Streets.

Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Gretchen Miller, Clark & Associates, reviewed the proposed
multi-family development, noting that up to 88 spaces could
be provided under the preliminary site plan. Lloyd Repman,
Duj ardin Development, stated that there is a need for
housing for both low and moderate income families and the
elderly in the community. Thirty-five units, which is one-
half the total will be available to elderly households.
There are typically 1.2 persons per elderly household and
the dwelling units are smaller than those for families. Ms.
Miller added that many of the 140 spaces would be unused;
additional asphalt will create added storm water runoff; and
trees and natural ground cover will be unnecessarily removed.
Janelle Gray, 510 West 16th Street, described the condition
of the streets in this vicinity, noting that the nearest bus
route is on West Eighth Street. In response to a question
from Ms. Ross, Ms. Miller responded that "Dial-A-Ride" and
special taxi service will also be available to elderly
tenants. Mr. Repman added that the development may create a
demand for a new or changed bus route.

Mike Rhoads, 520 West 16th Street, noted that sight dis-
tances are restricted at the intersection of Lauridsen
Boulevard and Pine Street. He also asked about the environ-
mental reviewl the number of units, anfr-rent range of the

proposed project. Louie Torres responded that the Boulevard
and Edgewood Place will be improved. The environmental
review has been conducted by both the City and Farmers' Home
Administration 1 and there will be 70 units in the develop-
ment which will require an amendment to the original annexa-
tion agreement. Chairman Glass closed the public hearing.
Ms. Ross moved to recommend that the parking variance be
granted to 88 spaces, subject to the following conditions:
1. That a detailed off-street parking planl showing 140
spaces, be submitted to the Public Works and Planning
Departments with the building permit applications.
2. That if a need for additional parking occurs,
additional spaces will be installed.
Ms. Davison seconded the motion, which failed 2 - 5.
Mr. Hallett moved to recommend a parking variance from 140
to 96 off-street parking spaces, with the conditions that:
1.
A detailed off-street parking plan showing 140 spaces
be submitted to the Public Works and Planning
Departments with the building permit application.
2. If a need for additional off-street parking occurs,
additional spaces will be installed.
He cited the following findings:
A. Elderly households generate less demand for off-street
parking than families.
B. The preserved trees and landscaped areas will enhance
the development and retain a valued natural character-
istic.
C. With the attached conditions, the parking impacts can
be mitigated, if any should develop.
Mr. Hulett seconded the motion, which passed unanimously.
STREET VACATION HEARING - REPMAN. Request to vacate a
portion of Lee Street, Washington Street and an alley
in Fogarty and Dolan's Addition.
Mr. VanHemert reviewed the Department Report, noting that an
ingress/egress/utility easement should be retained over the
alley abutting the house on Lots 5, 6 and 7. Chairman Glass
opened the public hearing.

Gretchen Miller outlined the property owned by the proponent
and stated that in addition to the rights-of-way in the
present petition, a follow-up request has been filed for a
portion of pine Street right-of-way. Louie Torres requested
that an alternative legal description for the easement be
prepared when the survey of the property is completed more
accurately showing the location of Edgewood Place and the
utilties. Chairman Glass closed the public hearing.
Mr. Hulett moved to recommend approval of the vacations with
the condition that a utility and access easement be retained
over that portion of the alley occupied by Edgewood Drive to
provide access to the house on Lots 5, 6 and 7, Block 3,
citing the following findings:
1. The rights-of-way cannot be used for public access or
utility purposes.
2. There will be no immediate impact on traffic patterns,
utilities services or public safety in the vicinity.

3. Vacation of the subject rights-of-way will assist in
clearing title and placing property on the tax rolls
enhancing the tax base of the City.
Ms. Ross seconded the motion, which passed unanimously.
CONDITIONAL. USE HEARING - SHANNON. Request for a
Conditional Use Permit to permit a bed and breakfast
establishment to locate in the RS-7, Single-Family
Residential, District. Location: 139 West 14th St.
Chairman Glass removed himself from consideration of this
matter and left the hearing room. Mr. VanHemert reviewed
the Department Report. Vice-Chairman Hulett opened the
public hearing.
Gaye Shannon, 139 West 14th Street, stated that four of the
six bedrooms in the home would be rented. She distributed a
site plan showing four additional spaces not including the
driveway. Vice Chairman Hulett closed the public hearing.
Ms. Ross moved to recommend approval of the Conditional Use
Permit, subject to the following conditions:
1.
Additional off-street, graveled parking spaces that
comply with the Parking Code and are screened from
abutting property and rights-of-way, be provided at a
ratio of one space per bedroom to be let, plus two for
the owner-occupants. Said screening may be by
vegetative hedge or vision-obscuring fencing.

CONDITIONAL USE HEARING - STOSSEL. Request for a
Conditional Use Permit to permit a beauty shop as a
Home Occupation in the RS-7, Single-Family Residen-
tial District. Location: 1216 South "A" Street.
Because the applicant was not present, Mr. Puckett moved to
continue the public hearing to the December 11, 1985,
meeting. Ms. Ross seconded the motion, which passed
unanimously.
CONDITIONAL USE HEARING - CHRISTOPHER SPENCE. Request
for a Conditional Use Permit allowing a body and paint
shop to locate in the ACD, Arterial Commercial
District. Location: East First Street.
Ms. Ross excused herself and left the hearing room due to a
conflict of interest. Mr. VanHemert reviewed the Department
Report. Chairman Glass opened the public hearing.
Chris Spence stated that the body shop will operate from 8
AM to 7 PM, primarily weekdays. There are three parking
spaces plus an aisle-way on the property. Keith Holman
added that extensive remodeling has occurred 1 including
provisions for fire protection. Chairman Glass closed the
public hearing.
Ms. Davison moved to approve the Conditional Use Permit to
recommend that the Conditional Use Permit be approved with
the following conditions:

1.
provision of fire extinguisher per requirements of NFPA
No. 10.
citing the following findings:
A. The difference in elevation between the residential
areas to the north and the lack of access to the alley
mean the use will not have a hazardousl detrimental or
incompatible impact upon those residential uses.
B. The body shop is compatible with the existing uses
immediately west.
C. The use does not significantly change the conditions or
impacts on the area.
Mr. Hallett seconded the motion, which passed unanimously.
Ms. Ross returned to the hearing room.

CONDITIONAL USE HEARING - SUE BOYD. Request for a
Condi tional Use perrni t allowing a bed and breakfast
establishment to be located in the RMF, Residential
MUlti-Family, District, as well as Graphoanalysis as a
Home Occupation. Location: 325 East Sixth Street.
Chairman Glass left the hearing room and Vice-Chairman
Hulett assumed the chair. Mr. VanHemert reviewed the
Department Report. Vice-Chairman Hulett opened the public
hearing.
Susan Boyd, 325 East Sixth Streetl stated that her family
owns three vehicles, one of which is gone during the week.
In response to a question from Mr. Hulett, Ms. Boyd stated
that a customer seeking graphoanalysis will usually make two
trips to her home. Vice-Chairman Hulett closed the public
hearing.
Mr. Cissel moved to recommend that the Conditional Use
Permit for a Horne Occupation be approved, subject to the
following conditions:
1. The bed and breakfast shall be for two rooms, operating
six days a week, with check-in time at 3 PM and
check-out time at 10 AM.
2. The graphoanalysis Horne Occupation shall operate Monday
through Saturday from 10:30 AM to 2:30 PM.

There shall be one sign, no larger than ten square feet
on the building6 Both businesses may be advertised on
said sign.

One 2A10BC dry chemical fire extinguisher be provided
on each floor.
5. Smoke detectors be properly installed on the first and
second floor corridors between the living and sleeping
quarters.
6. Prior to operation of the bed and breakfast, it shall
be inspected by the Building Official for compliance
with the Building Code.
7. The off-street parking be provided as shown on the site
plan submitted with the application.
Citing the following findings:
A. With the conditions attached 1 the proposed bed and
breakfast will be compatible with the surrounding uses
and not introduce any detrimental or hazardous
conditions.
B. Wi th the conditions attached, the proposed Horne
Occupation can comply with the Home Occupation
development standards and review criteria.
Mr. Hallett seconded the motion, which passed unanimously.
Chairman Glass returned to the hearing room.
CONDITIONAL USE HEARING - McMICKEN. Request for a
Conditional Use Permit allowing an electronics repair
business as a Horne Occupation. . Location: 817 East
Sixth Street.
Ms. Davison moved to remove this application from the table
and continue the public hearing to the December 11th
meeting. Mr. Hulett seconded the rnotionl which passed
unanimously.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
1. Magnuson Annexation Agreement
Mr. VanHemert stated that Lloyd Repman of Dujardin Develop-
ment has requested an amendment to the Annexation Agreement
prepared when Ben Magnuson annexed the property in 1977.
The number of dwelling units on the property was fixed at
64. Mr. Repman has requested an amendment to 70 units to

accommodate his proposed low and moderate income housing
project for low and moderate income families and the elderly.
The Planning Commission discussed the fact that elderly
households are smaller, generate less traffic, and occupy
smaller dwelling units than families. Ms. Ross moved to
recommend that the Annexation Agreement be amended to
provide for 70 rather than 64 units. Mr. Cissel seconded
the motionl which passed unanimously.
2. Next Regular Meeting
The Planning Commission decided to change their long-range
meeting to November 26, 1985, to study the proposed single-
family districts.
VII REPORTS OF COMMISSIONERS
Mr. Puckett asked about the planks along the edge of Ediz
Hook Road at Crown Zellerbach.
Mr. Hulett urged the City Council to appoint a new member as
soon as possible. He further noted that trees appeared to
have been removed in the Hill Street right-of-way which may
cause a slide.
