CALL TO ORDER
Chairman Anderson called the meeting to order at 7 PM.

APPROVAL OF MINUTES

Mr. Brewer moved to approve the minutes of the November
10th meeting as submitted. Mr. Ranta seconded this
motion, which passed unanimously.
IV
HEARINGS
PARKING ORDINANCE AMENDMENT. Consider an amend-
ment to Section 5 of Ordinance No. 1588 (Parking
Ordinance) to specify off-street parking require-
ments for day care centers. Location: City of
Port Angeles.
Mr. VanHemert reviewed the background on the proposed
amendment. Mr. Ranta commented that the proposed amend-
ment was as the Commission had previously discussed.
Chairman Anderson opened the public hearing.
There were no comments from the public, so Chairman
Anderson closed the public hearing. Mr. Ranta moved
to recommend the amendment to the Parking Ordinance
(Ordinance No. l588) to specify off~street parking re-
quirements for day care centers. Mr. Downie seconded
this motion, which passed unanimously.

Mr. Carr distributed additional comments received from
Clark & Associates and the Board of Realtors that after-

noon, as well as from the City Public works Department.
Chairman Anderson initiated the public discussion.
Joe Melton of Clark & Associates, the Commission and Staff
extensively discussed the changes proposed by the Clark
firm in its two transmittals. Additional minor changes
were generated by the discussion. Chairman Anderson con-
cluded the public discussion.
2. Home Occupations Utility Charges.
Mr. Carr reviewed the information received from the Ad-
ministrative Services Director regarding the submittal by
applicants of a copy of the State Excise Tax Return to de-
termine which home occupations should pay commercial utility
rates. The Commission suggested ascertaining whether or
not other communities use the same or similar method, or
even if they charge commercial utility rates to home occu-
pations. Mr. Carr would investigate and draft language for
a proposed ordinance.
VI ANNUAL REVIEW OF COMPREHENSIVE PLAN
Mr. Carr suggested that economic development might require
more emphasis in the Comprehensive Plan. Mr. Downie asked
the effect of the most recent initiative allowing indus-
trial bonds; and Mr. Carr said it would allow the City to
use such methods to attract industry. However, he con-
siders the residential areas of the Comprehensive Plan the
largest problem'.
There will be a joint meeting with the City Council scheduled
for some time in January. Mr. Downie suggested meeting with
the Clallam County Planning Commission as well as the City
Council.
No further action was taken at this time on the review of
the Comprehensive Plan.

Chairman Anderson: Said there are now two trailers at
the Whattam residence on Forest, where a Temporary
Use Permit for a travel trailer had recently been ap-
proved. Mr. Carr said the City would check it out.
Mr. Downie: Nothing.
Mr. Brewer: Nothing.
Mr. Ranta: Nothing.

The meeting adjourned at 9:35 PM.
