I CALL TO ORDER
Vice-Chairman Hulett called the meeting to order at 7:25
P.M.
II ROLL CALL
Members Present: Ted Puckett, Jim Hulett, Donna Davison,
Mike Lemon, Jerry Glass (arrived at 7:40
P.M.) .
Members Absent: Gary Cissel, one vacancy.
Staff Present: Paul D. Carr, Dan VanHemert.
III APPROVAL OF MINUTES
Ms. Davison moved to approve the minutes of the November 12,
1986, meeting as submitted. Mr. Lemon seconded the motion,
which passed 4 - O.
IV PUBLIC HEARINGS
CONDITIONAL PERMIT HEARING - STEVE AND ROBIN FRYAR.
Request for a permit to allow a tanning service as a
Home Occupation, located in the RS-7, Single-Family
Residential District. Location: 206 East Vashon.
Mr. Carr reviewed the Department Report.
Hulett opened the public hearing.
Vice-Chairman
Steve Fryar would like longer hours of operation and did not
think a one-bed tanning salon could generate enough revenue
to operate in a commercial district. Vice-Chairman Hulett
closed the public hearing.
Following further discussion, Mr. Lemon moved to recommend
approval of the Conditional Use Permit for a Home Occupa-
tion, subject to the following conditions:
1. The parking lot arrangement be subject to review and
approval by the City.
2.
If the alley is opened up through the entire length of
the block, the Conditional Use Permit shall be subject
to review at that time.

3.
The Home Occupation shall be limited to one tanning
bed.
4. The hours of operation shall be limited from 12:00 noon
to 8:00 P.M., Monday through Friday.
5. The Horne Occupation shall be limited to family members
only as employees.
He cited the following findings:
A. The proposed Horne Occupation does not involve equipment
or processes which introduce noise, smoke, dust, fumes,
vibrations, odors and other hazards in excess of those
normally found in residential areas.
B. Given the proposed size, the Horne Occupation does not
significantly increase local vehicular or pedestrian
traffic.
C. As proposed, the Home Occupation will not be injurious
or detrimental to abutting properties.
D.
As proposed and conditioned, the Home Occupation will
not endanger the public health, morals, safety and
welfare and it is in the public interest.
Mr. Puckett seconded the motion, which passed 4 - 0, with
Chairman Glass abstaining.
REZONE HEARING - CITY OF PORT ANGELES. Proposal to
rezone property on Peabody Street between Fourth and
Fifth Streets, and Fourth to Second Street, from OC and
RMF (Office Commercial and Residential Multi-Family) to
PBP, Public Buildings and Parks.
Mr. Lemon left the room on the appearance of fairness.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Mary Pfaff-Pierce submitted a written statement opposing the
rezone of her client's property, Lot 16, Block 170, TPA,
stating that the rezone is a taking of property rights.
Marilyn Hicks, an owner of the lot, explained that they
wanted to build their new office at this location. The
staff noted that Mickey Ranta, owner of Lots I, 2 and 3,
Block 67, Leighton's Subdivision, was unable to attend the
meeting because of an injury, but opposed rezoning his lots
to Public Buildings and Parks. Chairman Glass closed the
public hearing.

Mr. Hulett moved to recommend rezoning three lots owned by
the County in Block 67, Leighton's Addition, and Lots 1, 2
and 3 in Block 170, TPA, owned by the City, to PBP, and
cited the following findings:
1. The rezone will extend an existing PBP District bound-
ary and create a campus-like configuration for the
Clallam County/future City Hall PBP District.
2. The rezone complies with Commercial Policy No.9, which
encourages the retention of governmental offices in the
Commercial liT".
Mr. Puckett seconded the motion, which passed 4 - O.
Mr. Lemon returned to the hearing room.
CONDITIONAL USE HEARING - DOROTHY SODERQUIST. Request
for a Conditional Use Permit to allow a medical
personnel referral pool service as a Horne Occupation,
located in the RS-9, Single-Family Residential
District. Location: 1323 Samara Drive.

Ms. Davison left the room on the appearance of fairness.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Lois Soderquist explained that the proposed business provides
placement of temporary staff in medical businesses and
private homes and would only operate from the home for a few
months to get the business off the ground, when it will move
into a commercial district. Chairman Glass closed the
public hearing.
Mr. Lemon moved to recommend approval of the Conditional Use
Permit Home Occupation, subject to the following conditions:
1. That any potential applicants visit the house from 9:00
A.M. to 5:00 P.M., Monday through Friday, or Saturday.
2. One 2AIOBC fire extinguisher be installed.
He cited the following findings:
A. The proposed Home Occupation complies with the Home
Occupation criteria of the Zoning Ordinance, Sections
17.86.080, .040, .030.

Request for extension of a Conditional Use Permit
allowing a bed and breakfast and graphoanalysis
business as Home Occupations, located in the RMF,
Residential Multi-Family District. Location: 325 East
Sixth Street.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Sue Boyd explained that the bed and breakfast has been
operating quite well and she will begin the graphoanalysis
business this year. Chairman Glass closed the public
hearing.
Mr. Hulett moved to recommend a two-year extension, subject
to the original conditions and findings. Ms. Davison
seconded the motion, which passed 5 - O.
TEMPORARY USE EXTENSION - HARVI AND LINDA KIISKI.
Request for extension of a Temporary Use Permit
allowing a single-wide mobile home to be located in the
RS-7, Single-Family Residential District, until
completion of a new residence. Location: 712
Viewcrest.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Harvi Kiiski explained that they had problems constructing
their proposed log home because the manufacturer went bank-
rupt, and the energy efficiency codes had changed, causing
them to start over. Their loan has been approved by the
bank. Eight months should be adequate time for them to
construct the building. Chairman Glass closed the public
hearing.
Ms. Davison moved to recommend the extension of the Tempor-
ary Use Permit for a period of eight months, subject to the
condition that application for building permit be made. Mr.
Lemon seconded the motion, which passed 5 - O.

Request for a

Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Lydia Huffman stated that a one-person, one chair beauty
shop with hours from 8 A.M. to 5 P.M. by appointment only
should not generate that much traffic and some people would
probably park on Laurel Street. The Commission, staff and
applicant discussed parking and traffic impacts. Following
further discussion, Chairman Glass closed the public
hearing.
Mr. Lemon moved to recommend approval for one year, citing
the following conditions:
1. The Home Occupation be limited to one operator and one
chair.
2. The hours of operation be from 9 A.M. to 6 P.M., Monday
through Saturday.

3.
One 2AIOBC fire extinguisher be installed.
4. A utility easement for the power line be provided.
5. The applicant encourage clients to park in the back and
off of Laurel Street
He cited the following findings:
A. The proposed Home Occupation does not involve equipment

vibrations, odors, and other hazards in excess of those
normally found in the residential areas.
B. with the attached conditions, the proposed Horne Occupa-
tion should not significantly increase local vehicular
or pedestrian traffic.
C. With the attached conditions, the proposed Home Occupa-
tion should be be injurious or detrimental to the
adjoining or abutting properties.
D. With the proposed conditions, the Home Occupation
should not endanger the public health, morals, safety
and welfare.

With the proposed conditions, the Home Occupation can
comply with the criteria of the Zoning Ordinance.
Ms. Davison seconded the motion, which passed 5 - O.
CONDITIONAL USE HEARING - JANET FISCHER. Request for a
Conditional Use Permit to allow a home decorating
service as a Home Occupation in the RS-7, Single-Family
Residential District. Location: 1428 East Second
Street.
Mr. VanHernert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Janet Fischer explained that the proposed Home Occupation
would be conducted from the living room, which has two
exits, the basement room used only for storage and paper-
work; customers or clients would not go into the basement.
She would keep only samples on the premises. Following
further discussion, Chairman Glass closed the public
hearing.
Mr. Lemon moved to recommend approval of the Conditional Use
Permit, subject to the following conditions:
1. The merchandise on the premises be limited to samples
and display items only, and that the products be
delivered by the applicant to the client's home.
2. That one 2AIOBC fire extinguisher be installed in the
house.
3. No customers be allowed in the basement.
He cited the following findings:
A. On an appointment only basis, the Home Occupation will
not generate sufficient vehicular traffic to detract
from the residential character of the neighborhood.
B. The Horne Occupation will not generate noise, dust,
fumes, vibrations or odors.
C. The Home Occupation will not be injurious or detri-
mental to abutting properties.
Ms. Davison seconded the motion, which passed 5 - O.
The Planning Commission decided to conduct one hearing for
both the Conditional Use Permit and the Parking Variance for
the YMCA.

Connie Randeau, 904 East Seventh Street, wants Race Street
rezoned because the rental houses are not well kept and she
cannot sell her house. Margaret Bunnell, who owns rental
property on Race Street, also supported the rezone of Race
Street. Esther Veltkamp spoke in favor of rezoning the area
near Lincoln Street to CSD-C2. Following additional discus-
sion, Chairman Glass closed the public hearing.

Mr. Hulett moved to recommend rezoning the area north of the
7/8 alley, south of Fifth Street, between Chase Street and
Peabody Street, to CSD-C2 Commercial; rezoning two lots east
of Peabody Street from the 7/8 alley north to Fourth Street
to Office Commercial; and rezoning two lots west of Laurel
Street, from the 7/8 alley to the 1/2 alley, to Office
Commercial, citing the following findings:
1. The rezone complies with Commercial Policy No. 6
because it makes more land available for major retail
commercial and personal and professional services in
the Lincoln Street leg of the Commercial "T".
2. The rezone will make land available for professional
offices in and adjacent to the emerging local
governmental complex, in conformance with Commercial
policy No.9.
3. The Lincoln Street leg of the Commercial "T" will be
expanded in an east/west direction, attaining a better
cluster configuration, in compliance with Commercial
Policy No.2.
and moved to recommend rezoning two lots at the southeast
corner of Seventh and Race Streets to Office Commercial,
citing as a finding that it would even up the boundaries
with the Office Commercial District to the west. Mr. Lemon
seconded the motion, which passed 5 - O.
