LODGING TAX ADVISORY COMMITTEE

Councilman Wiggins called the meeting of the Lodging Tax Advisory Committee to
order at I :30 p.m.
Members Present:
Councilman Wiggins, Councilman Campbell, Bob Harbick,
Richard Vogel, John Platt, Randy Johnson, and Jim
Haguewood.
Members Absent:
David Morris, Steve Oliver, and Bill Rinehart.
Staff Present:
Economic Development Director Smith and Clerk Upton.
Others Present:
Rick Hert and Erl Hansen.
Recommendation for 1999 Lodging Tax Allocations: In establishing the
recommendation of tbe Lodging Tax Advisory Committee for 1999 lodging tax
allocations, the individual committee members conducted a personal ranking of the
merits of each application. Once the ranking priorities were established, the committee
members held a round table discussion as to the need to fund the marketing partnerships
established through this application process.
A position of advocacy was established on behalf of the Marine Lab, as well as the need
to address other possible funding options beyond the realm of Lodging Taxes. It was
felt the Marine Lab must have a strong budget in order to support a continuation of the
summer program. After lengthy deliberation, it was agreed the Marine Lab should not
be funded through lodging taxes but, rather, consideration should be given to other
alternatives that may be identified through ajoint meeting between Peninsula College
and the City staff.
In considering other funding requests, there was debate with regard to the level of
funding for reserve purposes. In addition, it was expected that revenues would exceed
budget and, for that reason, it may be appropriate to increase somewhat the level of
funding. Alternatively, it was suggested that perhaps the ChamberNCB could return
mid-year to ask for additional funds, once having proven successful in the joint
marketing venture. Consideration was given to the level of funding for Parks &
Recreation, and emphasis was placed on the need to forward a Code of Conduct to all
participants in Parks' events and activities.
In determining the amount that may be available for allocation purposes, Councilman
Campbell proposed a total figure of $130,000, under the presumption that additional
revenues would be generated. After further deliberation, Randy Johnson moved to
fund the Chamber of CommerceNisitor & Convention Bureau partnership in the
amount of $102,000 and the Parks & Recreation Department in the amount of
$28,000. The motion was seconded by John Platt. After further limited discussion,
a vote was taken on the motion which carried by a majority vote, with Jim
Haguewood voting in opposition.
