I am writing to express my interest in the City Council position that has recently become open.
Enclosed is my application for your consideration.
Review of my credentials will confirm that I have served in capacities that would be valuable assets to
the City. The challenges facing our community offer interesting and exciting opportunities. My goal is
to continue my commitment to public service by being an active, effec tive member of a responsive and
responsible City Council here in Port Angeles.
My experience and skills include:
• Leadership skills by having served as chairman of the El Dorado Indian Council, Inc;
A non - profit 501 (C)(3) intertribal organization, founded in 1972 to protect, preserve and
advance the culture, values, ceremonies, spirituality, traditions and sacred sites of Native
American people;
• Management skills by having operated a highly successful Communications Company;
• Medical and emergency services skills as a Firefighter /Paramedic;
• Cooperation with other agencies on local, state and federal levels;
• Reliability as an instrument rated airplane pilot;
• Vietnam era veteran having served in the United States Coast Guard;
• Proven multi- tasking capabilities under arduous conditions;
• Team player in attitude and spirit with a natural ability to establish consensus among cross -
functional lines.
With strong communication skills and a public speaking style that builds relationships within and outside
of an organization, I feel confident in my ability to perform the duties of a Port Angeles City Council
member.

I would like to serve my community by utilizing the many years of
experience in leadership and cooperation with other agencies in
service to the citizens of The City Port Angeles.
What in your background or experience do you think would help you in serving on this Board?
I have spent my life serving others starting as a Boy Scout,Alter Boy,
U.S. Coast Guardsman, Businessman, 24 years as a Firefighter /Paramedic,.
Urban Search and Rescue Strike Team and Chairman of a County -wide
Indian Council representing over 3,000 Tribal Members.
What is your understanding of the responsibilities of this particular Board or Commission?
Attend meetings to vote on ordinances,resolutions and all other
business of the city. Listen to informative presentations about city
issues such as budget,water & sewer rates,public safety and capital
improvements.

1 am pleased to offer my application for a position on the Port Angeles City Council.
After 25 years of leading non - profits, including well over 13 years as CEO of the Clallam
County Family YMCA, I feel more than ready to take on new challenges. I remain
highly energetic and continue to have a great passion for community service and helping
to make a positive difference in people's lives.
Although my career has been spent in the private sector (non - and for - profit), I see this
opportunity to work in government as a natural extension of my career to date. As a
business leader, my focus had been on providing services that meet community needs.
The City, of course, also provides critical services. Perhaps more importantly, however,
it governs — it develops the policies that can best support thriving businesses, families,
community. It also has the resources, unmatched in the private sector, to provide
critically needed community infrastructure. With increasing economic challenges, the
ability to effectively allocate limited resources is more important than ever. I would love
to be a part of the effort.
In that light, I continue to be a major proponent of collaboration, including public /private
partnerships, as a way of levering organizational capacity. My founding, in 2002, of the
Jefferson County YMCA in partnership with the City of Port Townsend is a good
example of an effective public/ private partnership. (I am humbled that the Jefferson
County YMCA has a Dan Maguire Room.)
Although I believe I still maintain the idealism of my youth, my experience as a CEO has
taught me to temper the ideal with the practical. After 25 years as a successful non - profit
leader, I've developed strong organizational skills including fiscal management, human
resources, board, fund, capital, program development and much more. My entire career
has been characterized by steady growth in a fiscally sound context.
Finally, I believe a key component of my success has been my ability to work with
people of all stripes and philosophies. The YMCA and the Port Angeles City Council
are, perhaps, not too unalike in that it would be difficult to succeed without the support of
the local community. On another level, working with a board of directors of 30 members
and a staff of 80 also requires an ability to work well with others. I would note that the
many relationships I've developed on the North Olympic Peninsula as the CEO of the
Clallam and Jefferson County YMCAs are fairly extraordinary and should prove very
useful in pursuing the goals of the City of Port Angeles.
In fact, I've had the pleasure to get to know a number of you on the City Council and I
could say that it would be great honor for me to work with all of you in serving the good
citizens of Port Angeles.

WORK EXPERIENCE
Clallam County Family YMCA, Port Angeles WA, 1996 to 2009
Chief Executive Officer
Responsible for all aspects of the operation and development of the Clallam County
and Jefferson County Family YMCAs. Increased budget from $600,000 to well over
$2 million dollars, a significant achievement in a community strongly impacted by the
loss of its two economic mainstays — logging and fishing. Selected highlights include
the founding of the Jefferson County YMCA branch, expansion of the facility three
different times through capital fundraising campaigns, opening of a teen center for at
risk youth, opening of the Community Art School, oversight of the local Americorps
and Volunteer Center programs, development of dozens of new programs in wellness,
teens, seniors, outdoor adventure, childcare, camps, sports, arts and more.
Sonoma County Family YMCA, Santa Rosa CA, 1990 to 1996
Associate Executive Director
With the CEO, responsible for the development and management of all YMCA
programs within Sonoma County. Highlights include the doubling of the
organizational budget from $1.4 to well over $3 million dollars, expansion of the
licensed childcare program from one to 17 sites and major growth in many other
program areas including youth sports, teens, seniors, camping, aquatics and youth
recreation programs. Also assisted CEO in the capital expansion of the YMCA
facility with the addition of a new swimming pool and gymnasium.
Innovative Housing, Larkspur CA 1985 to 1990
Administrative and Fiscal Director
With the Executive Director, developed a small fledgling non - profit housing agency
into a major five county organization with an annual budget of over $2,000,000.
Responsibilities included administrative and program staff supervision, fiscal
management and fundraising. I also provided mediation for client households.
The Back Alley, Port Townsend WA, 1982 to 1985
Owner/Manager
Conceived, designed, constructed and managed entertainment nightclub -- bringing
prominent Northwest and national acts to this community on the Olympic Peninsula.
Responsibilities included booking of all entertainment, staff supervision, marketing,
accounting and inventory control. (currently known as The Upstage)

council. My background is varied, living in both Oregon and Washington in lots of
different cities, I've been to the school for hard knocks and came out doing just
fine. Now in my current position I would like to see Port Angeles, continue to be

My application to fill the current vacancy on the City Council is
attached for your review. I would be pleased to receive your positive
reaction as I am willing to serve again and provide some help during
these turbulent times from my past experience as a former Council
Member.
Regardless of the outcome, I have taken this occasion to

of Port Angeles where I have lived, worked, and raised a family for

Council Suggestions — Wiggins
Transparency
. January 2010
Develop a clear, written method by which City Council members
can confer regarding City business in all available mediums so that
there is unequivocal knowledge as to how the City is conducting its
affairs.
Homeless Persons
Review in depth the current situation regarding the homeless,
how they are treated, crimes committed against them, what their
numbers are, problems they create, recidivism, etc. and suggest
means for improvement including the use of City facilities, if required.
Association of Washington Cities
Review the expense /benefit relationship including insurance
that exists with AWC and decide how to reduce and /or eliminate the
associated costs.
Downtown Port Angeles
The Gateway project was expected to be a long- awaited
catalyst for improving downtown, but became active just as the
economic downturn began. Despite recent efforts the downtown is
deteriorating, and is quite apparent. Front and First streets are in bad
shape. An aggressive effort must be made to see if public grants are
available to provide needed improvements. The long term goal of
eventually becoming a mini - Victoria in both quality and convenience
of service to visitors should be advanced.
City Owned Timber
The City owns some valuable timber and timberlands. Access
must be assured to protect the resources. An inventory should be
completed to evaluate these properties and determine their future use
as assets of the City ; i.e., whether they should be sold or managed.
Rayonier Site
Tribal relations
There are two prevailing views about this property, currently
now vacant and adding nothing to the potential of Port Angeles. The
first is to create a park and improve the estuary. The second is to
segment certain areas for development, to provide taxable amenities,
and possibly create a park. Both sides will present their views, but I
would hope at the end of the discussion that something emerges that
benefits the economic outlook for our City and is fiscally responsible.
Almost annually, tribes paddle their canoes into our harbor from
miles away. It is really something to see since it is such a huge
commitment by many people. The City has always had the Mayor
there to greet the participants, but let me make a suggestion. The
elected officials of this County at their own expense, led by the City,
should host a barbecue on Hollywood Beach and welcome these
canoeists to celebrate the cultural significance of these visits.
Obviously the tribes must be consulted before anything is planned,
but Port Angeles could lead the way to improving relations with our
Native American population in a significant way.
