Our review and suggestions are simply that - suggestions! * You reserve the right to rewrite your code or not. * Most cities use many of the suggestions from MLS' analysis. Becoming A City Partner Part 5: Contract and Account Conversion An Inter -local agreement between MLS and your city is necessary to begin the "heavy lifting" partnership work. U Upon approval by your city, MLS will draw up a contract for you to have approved and signed by your council and city. MLS then provides an approximate implementation date, based on production capabilities and complexity of the project. © Upon receipt of a signed contract, the Outreach Team work with you to create the Business Rules, and we will then request an updated database of your . business licenses. U We will provide you with the City responsibility matrix' of the mutual tasks that accompany the Get On Board process. Here is a summary of the benefits of being a partner with MIS: Master License Service: Creates and prints the paper forms used for applications, renewals, and the licenses; •Mails paper forms to applicants and licensees as needed, and pays the postage; Performs the data -entry of applications received; Creates and mails the license renewals (renewal expirations are staggered throughout the year, no seasonal renewal workload surge); Collects and distributes license fees, and handle related financial processing such as dishonored check collection; Performs follow -up contact with applicants and licensees for missing information or fees; Refunds overpayments (while funds are still within MLS custody); Maintains records of filings. Additional benefits include: Opportunity to review and simplify or otherwise improve your internal processes; Provides multiple, statewide application submission sites through the UBI Field Office system (the majority of paper applications are mailed directly to MLS); Internet filing capability for initial applications in addition to internet renewals for most businesses. Normally there is an increase in compliance with licensing: Virtually all businesses in Washington must make some filing with MLS at some time. Although an applicant may be applying for a totally unrelated license, the MLS staff review applications and can often identify when another license may be required for a business that had not been requested. .MLS can sometimes incorporate business rules into the computer system to automatically recognize when another license is needed even if the applicant has not directly requested it, especially true with city business licensing. Other processes can be put in place to notify a city partner of an application filed for a business in a nearby city, allowing the partner to follow -up and determine if a license in their locality is also required. 1 Benefits to Businesses: • MLS provides a single, centralized, Combined Licensing process that covers most State agency licenses and now includes licensing for many cities as well. • Business applicants choose licenses applicable to them and file a Master Application with MLS, select all licenses for which they are applying, total all the fees due in a single amount, and write a single check. • MLS processes the application and remittance, creates a centralized business account record in the MLS database, then transfers the applicant's filing information and appropriate fee amounts to the respective regulatory partners for their approval of the applicant. • MLS issues a single "Registrations and Licenses" document to the business location on behalf of the licensing agencies and cities. This licensing document bears on it the "endorsements" for each of the individual licenses and registrations that have been approved for that business • The MLS combined - license record for the business license includes a single expiration date for that record; all the renewable licenses held by the licensee are set to expire on that same expiration date. • Similar to the combined application process, the annual renewal notice contains all the renewable licenses for each business location so that the licensee can renew all of them with just one filing and payment. In most cities, a city License is requireld for businesses operating within the city limits, including those businesses that are located outside the city limits but perform services for customers inside the city limits. Businesses located outside city limits must carry a copy of their license while operating in the 'city. Some cities may exempt special type; of businesses from being licensed Examples of those types of business may include: • Farmers. selling their own produce; • Newspaper deliveries • Limited number of casual sales (garage sales) • Churches and other religious organizations • Charitable fundraising organizatiohs • Fraternal benefit societies • Participants in a city - sponsored community event Delivery of goods sold outside the', city A city may require proof of qualifying for an exemption. If you think your business qualifies for exemption, contact the city directly for more information. You may apply for the General Business License for the fdllowing cities using the Master Business Application form at the same time you apply for state licenses and registrations. In addition to the General Business License some cities may require other licenses, such as a home Occupation Permit or peddlers license, to conduct particular business activities.
