Cutler, Director of Public Works and Utilities AQUATIC CENTER SITING STATUS Summary: The Pool Oversight Committee, appointed by the City Council, has now completed the charge given to them and the results of their work will be presented to the City Council this evemng. Recommendation: The Agenda for this presentation is as follows: *Opening Remarks *Site Selection Presentation *Survey Data Presentation * Survey Data Analysis *Presentation by the YMCA *Presentation by City Group *Public Comment *Council Discussion . Background/Analysis: After many years of discussing the possibility of renovating the existing William Shore Pool or replacing it with an enhanced, new aquatic center, the City Council appointed an 11 person Pool Oversight Committee to oversee the process. The Committee's scope was to review two sites; the City Hall site, and the YMCA site. The Oversight Committee, appointed in April 2005, was given the charge to hold public outreach meetings, determine support for funding of a new facility, and recommend to Council a site for the new facility. The Oversight Committee has now completed its work and the results will be presented this evening. Twelve individual presentations were made to service organizations. An open house was held on February 9, 2006. The information was presented to a total of over 400 people. Earlier, a public workshop was held in February 2005 to help recommend alternative sites throughout the City. The sites chosen at that meeting were a site at City Hall and a site at the YMCA. The Committee developed a survey to be sent randomly to 1000 City utility customers. The survey was sent in January 2006. Citizens returned 348 completed surveys (a 35% return). The raw data from the survey indicated 72% would support a bond issue for a new aquatic facility. The purpose of the 16 question public survey was to determine: . Does the existing pool meet the citizens' needs? (42% of those responding indicated that it does) . Is there a need for a new facility? What features should be in a new facility? (A number of features were suggested ranging from exercise facilities to sauna/steam rooms and hydrotherapy to a water slide) . Would citizens support a bond issue to build a new facility? (72% indicated they would support a bond issue for a new facility) An analysis of the survey and the raw data received will be presented as a separate part of the Council presentation. The Oversight Committee developed a 35 criteria matrix to assist in developing a recommendation to the City Council. The criteria were reduced to 17 significant items by removing duplications and removing criteria if it had no or little impact on either site. The remaining 17 criteria were categorized into 5 main areas. The matrix, presenting the pros and cons of each site, was reworked and was the basis of the public presentations. AUhe Oversight Committee meeting held on March 8, 2006, the Committee voted on a recommendation to City Council of: YMCA Site (4 votes), City Hall Site (3 votes), three Council members abstained, and one Committee member was absent. Staff was directed to present the findings to City Council. At the Park Commission meeting held on March 16, 2006, the Commission voted: 2 for the YMCA site, 2 for the City Hall site, and 1 abstention. At the conclusion of the special City Council meeting, the following directions to staff is desired: . Is there a preferred site? . Should staff move forward with the project? . Can a bond election date be set? . Should the concept and cost estimates be further refined? . Should the project be r.eferred back to the Oversight Committee with special directions? . PROPOSED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PORT ANGELES AND TIlE CLALLAM COUNTY FAMILY YMCA The Clallam County Family YMCA is pleased to propose a MEMORANDUM OF UNDERSTANDING dated between the CLALLAM COUNTY FAMILY YMCA, a Washi~gton Non- Profit Corporation (hereafter referred to as YMCA) and CITY OF PORT ANGELES (hereafter referred. to as CITY). . . It is our intent that this MOD serve as a preluninary document leading to a more detailed contractual arrangement between YMCA and CITY. In that regard, it is contingent upon the satisfactory development of a detailed contractual agreement between CITY and YMCA regarding the construction and operation of a Community Aquatics Center Located at the YMCA. It is also contingent upon a feasibility study paid for and acceptable to the YMCA. . WHEREAS, CITY currently operates an aquatics center at the City Hall location and is desirous of replacing it with a new, expanded facility, and WHEREAS, YMCA currently operates a full-service community center within Port Angeles and is desirous of expanding the facility with the addition of a community aquatics center. WHEREAS, CITY and YMCA desire to set forth the terms and conditions upon which the CITY and YMCA collaborate to develop and operate a community aquatics center located at the YMCA. NOW, THEREFORE, in consideration of the mutual benefits to be conferred upon the parties hereto, the parties agree as follows: CITY REPONSffiILITY .L. Aquatics Center Site and Facility Capital Development. All capital expenses required to develop and construct this project will be the responsibility of CITY. Facility will remain the property of CITY. These expenses include all the permitting, site acquisition and preparation, facility development and construction costs necessary to produce a turnkey project. YMCA RESPONSffiILITY L Property Availability: YMCA agrees to make available all currently-owned expansion property to the project as needed. YMCA also agrees to the development of a lease arrangement that provides CITY control of the property for the life of the community pool in the event that YMCA no longer operates said facility. . 2. Maintenance/Renovation: Once facility is completed and in operation, maintenance, repairs and renovation of the aquatics center will be the sole responsibility of YMCA. .1. Operations: All income and expenses associated with the aquatics center operation will be the sole responsibility of YMCA. Expenses include, but are not limited to, personnel expenses, equipment, utilities, insurance, supplies, etc. The expectation is that income will offset expenses. 4. Access: Hours of usage and space provided to all (City and non-City residents) and user groups (eg. swim team, School District, etc.) will be equal or better than access at the current CITY aquatic center. 5. Programs: All programs currently offered at CITY aquatics center will be maintained (ie. ;.. youth swim lessons, lap swim, adult exercise classes, recreation swim, etc.). YMCA commits to expanding program offerings including those being currently being planned by CITY. 6. UserlProgram Fees: All aquatics center user and program fees will be subject to approval by CITY with the understanding that the intent is to: a. Eliminate any operating subsidy from CITY, b. Charge all users a reasonable fee for services rendered as determined by similar aquatics centers, and c. Maintain a membership fee schedule for full facility access that differentiates between CITY and County residents. 7. Audit: YMCA will make available to CITY any and all documents relating to the aquatics center, including program and fmancial data, regularly and upon request. EXAMPLES OF CITY/YMCA COLLABORATIONS (Pacific Northwest) City of Auburn/ YMCA of Greater Seattle (June, 2004) The Seattle YMCA joined together with Boeing and the City of Auburn to build a beautiful new YMCA in Auburn. The new, Auburn Valley YMCA is a state-of-the-art facility of 46,000 square feet including aquatics center. Boeing donated the land, about 18 acres, much of which was developed as soccer and baseball fields. The City of Auburn contributed $2.6 million to the project. Because an outright gift of public money wasn't legal, a contract was developed between the Y and the City stipulating that the Y must provide a variety of services to city residents-somewhat of a technicality since these programs probably would have been offered anyway. City of Boise, Idaho/Treasure Valley YMCA (1996) The City of Boise, Idaho and the Treasure Valley YMCA formed a partnership to build a new YMCA in Boise, Idaho. Funding included a contribution of $4.4 million from the City of Boise, more than adequate to build the aquatics center portion of the facility. The facility was actually built by the YMCA to avoid the added costs associated with a public construction project. The YMCA then sold the aquatics center portion of the facility to the City of Boise. Although the YMCA is fully responsibility for the operation of the aquatics center, the Y is contractually obligated to get approval for all aquatics program fee increases by the Boise City Council. City of Sherwood, OregonIYMCA of Columbia-Willamette (portland) (2004) The City of Sherwood provided a total of $7,000,000 to build a new YMCA branch facility in Sherwood, Oregon. Interestingly, when the original voter-supporter bond of $5,000,000 proved inadequate to complete the project, the voters subsequently approved the extra needed $2,000,000. The YMCA also absorbed the entire recreation department for the City of Sherwood. The City provides no annual operating support beyond its original capital donation. The City does reserve the right to approve any fee changes at the Sherwood YMCA branch. Josephine County and the City of Grants Pass, Grants Pass YMCA (1983) Josephine County built a public swimming pool in 1979. After four years of financial losses ($100,000 in its final year), the County closed the pool. Six months later, a YMCA, newly formed for the express purpose of reopening the swimming pool, assumed operation of the pool. Thanks to fundraising, new programs and the conversion of a viewing room into a small fitness center, the YMCA managed to operate a self-sufficient program. In 2003, the YMCA expanded the swimming pool with a 35,000 sq. ft. full ~ervice center: Capital development of the facility, including funding, was the full responsibility of the YMCA, as is ongoing operations. However, the facility and the land upon which it sits remains the property of the County. The Y has a long- term $l/year lease. The Grants Pass YMCA also operates an outdoor pool for the City of Grants Pass during the summer season. The City pays all facility expenses (utilities, maintenance, etc.). The Y pays all operating expenses (staff, paper, etc.). The City pays the YMCA $4,000 each year to provide the program. At the end of the season, the net profit (about $10,000) is divided between the two entities. City of Bremerton, Kitsap County YMCA (1986) The Kitsap County YMCA, a full service recreation center, was built as an expansion of the existing City Swimming Pool in 1986. An.agreement was drafted that gave YMCA members access to the City Swimming Pool for a fee based upon membership size (currently about $50,000/year for 3,000 members). Members are allowed to use the pool for lap swim and open or recreation swim. The Y also offers other minor programs but must pay an additional pool.use fee for those programs. The City is responsible for operating the City Pool including staffing. and programming. City of Port Townsend/Clallam County Family YMCA (2002) (Not an aquatics center but worthy of discussion since it's an example of our YMCA.) This innovative collaboration is just three years old but has already paid remarkable dividends for the Port Townsend community. Briefly, the ClallamCounty YMCA agreed to assume responsibility for the entire City of Port Townsend Recreation Department (not parks). To that end, the Clallam County Y created a new branch subsidiary, the Jefferson County YMCA, and hired the existing City of Port Townsend Recreation Director, Bill Kush, as the very first Branch Executive of the new Jefferson County YMCA. The City/YMCA contract stipulates that the YMCA must maintain and grow all existing City recreation programs while also developing many new programs. In exchange, the City agreed to make an annual payment to the YMCA that was equal to the operating deficit of the City Recreation Department at the time this contract was made -- $90,000/year. This figure (plus fee increases) is used in the attached proforma. Absenting a full-scale community marketing study, our belief is based upon the following: 1. Although variables preclude perfect comparisons, Y -USA informs us that aquatics center additions typically generate the largest increases - from 50% 140% growth. Some examples: . Ashland, Oregon YMCA added a pool in 1998: 100% member growth (2,500 to 5,000) . State College, Pennsylvania YMCA added a pool in 2004: nearly 100% member growth (4,400 to 8,600) . Christian County, Illinois YMCA added a pool in 2001: 100% member growth (2,150 to 4,300). . Foglia, Lake Zurich, Illinois YMCA added a pool in 2004: 50% member growth (10,000 to 15,000) with expectations for much more. . Southwest Branch, Omaha, Nebraska YMCA added a pool 1997: 130% member growth (1,000 to 2,300). . Lake Geneva, Wisconsin YMCA added a pool in 2003: 50% member growth (3,000 to 4,500). · Redding, California YMCA added two pools, the latest in 2002: 120% member growth (5,000 to 11,000). · Minot, North Dakota YMCA added a pool and replaced facility: 140% member growth (4,000 to 10,000) · Clallam County Washington YMCA expanded fitness center in 2003: 40% member growth ($407,000 to $570,000 membership revenue). Please note that some YMCAs also expanded their facility in addition to pool expansion. 2. The attached chart lists every YMCA in Washington and Oregon that serves a community of less than 30,000 population. All the YMCAs have a single lap pool with the exception of Grays Harbor which has a fairly elaborate aquatics center. This chart shows that the average membership dollar per citizen in those communities is $45.02. If you take that average membership dollar per citizen average of $45.02 and apply it to the Port Angeles community, it predicts annual membership revenue of $855,380 if the Clallam County Y were to add a swimming pool. (The vast range in figures shows how difficult it is to compare individual YMCAs.) 3. The Grays Harbors (Aberdeen) YMCA serves a community very similar to Port Angeles (socio-economics/population). The Grays Harbor YMCA facility is very similar to Clallam County's with the single exception that it includes an aquatics center (including a lap and. recreation pool). Grays Harbor YMCA annual membership revenue is $942,858. The best location for a Swimming Pool/Skating Ring (in my opinion) would have been the Port Acerage downtown on Oak and Front Streets . . . a drawing point for ages to come. And, of course, an interesting place for tourists too. We all would have benefited. To see this land being wasted on an apartment / condominium complex is disgusting. It shows no vision at all. Isqn arrarlgement with the YMCA, ,a worldwide corporation with headquarters in Geneva, Switzerland and U.S.A. headquarters in Chicago advisable? I doubt it! Policy is -as it should be with any large corporation-set by headquarters (World, U.S.A. or State). The city looses control (in other words. you will give away the store and are rit of a responsibility that at times might be very trying.) The concern for most of us is the Membership Fee. I understand, that people who receive government assistance will have free access. But, how about the many families that just live above this level? They will be priced out!
