Cutler, Director of Public Works and Utilities Declaration of a Stage IV Water Emergency Summary: The 20 inch transmission line for the City's domestic water supply has developed a leak. It is necessary to make repairs and reduce water consumption during the period of repair. Recommendation: Declare a Stage IV water emergency for all City domestic water users to permit repairs to the City's water transmission main effective on or about Monday, 7:00 AM, April 29, 2002. The declaration shall remain in place until the line is placed back in service and the reservoirs have had time to refill, approximately, 24 hours after shutting down the line. Background / Analysis: It is requested that City Council declare a Stage IV water emergency for all City domestic water users to permit repairs to the City's water transmission main. The declaration should remain in place until the line is placed back in service. A leak has developed in the 20 inch transmission line at 14th and D Streets. This line connects the City's water supply source at the Ranney collector to the distribution system. To repair the leak it is necessary to shutdown the water supply source. It is anticipated that the shutdown will commence early Monday or Tuesday morning. A contractor and materials will be staged at the leak location prior to the shutdown to minimize downtime of the system. Repairs are anticipated to take 8 hours. Because the leak is underground the full scope of repairs is not known at this time. A public information announcement will be distributed to the local media upon determination of when the shutdown will commence. Also information will be placed on Channel 21. A Stage IV water emergency permits only essential water uses. Watering of lawns, washing of sidewalks, walkways, driveways, parking lots, patios, and other exterior paved areas, and washing of motor vehicles, trailers, and boats is prohibited except as may be necessary to prevent or eliminate materials dangerous tot he public health and safety. A leak in the City's 20 inch transmission main between the water supply source at the Elwha River and the City has been detected. It is necessary to make emergency repairs commencing 7:00 AM Monday, April 29, 2002. It is anticipated that repairs will be completed by early evening on Monday. The water emergency will remain in place until the City reservoirs have had ample time to refill. It is anticipated the Stage IV water emergency will be lifted at 7:00 AM on Tuesday, April 30, 2002. Regular updates willbeprovided to the local media and on Channel 21. Because the line is 8 feet underground the full scope of repairs is unknown. City crews, materials and a contractor will be staged at the leak location prior to the commencement ofthe repairs. Duri'ng a Stage IV water emergency only essential water usage is permitted. Watering of lawns, washing of sidewalks, walkways, driveways, parking lots, patios, and other exterior paved areas, and washing of motor vehicles, trailers, and boats is prohibited except as may be necessary to prevent or eliminate materials dangerous tot he public health and safety.
