Cutler, Director of Public Works and Utilities INTERNATIONAL GATEWAY PROJECT Summary: TIB grant funding requirements require the project be advertised in August 2006. It is necessary to finalize the construction contract plans and specifications to make them ready for bidding. It is necessary for the Council to approve the professional services scope of work and forward a request to Clallam Transit that this work be incorporated into the existing contract with Krei Architects. Recommendation: Approve the scope of work for finalizing design drawing for the International Gateway Project and authorize the City Manager to execute documents associated with the work. Background/Analysis: The International Gateway Project construction plans and specifications need to be finalized to permit advertisement of the project in August. The project design is being completed through an Interlocal agreement between Clallam Transit System (CTS) and the City. CTS is administering the project design phase and Federal Transit Authority grant funding. The City will be administering the construction management phase and the Transportation hnprovement Board (TIB) grant funding. The current plans were completed in May 2005 and advertising was delayed for property acquisition and funding approvals. The current revisions include revision of the building structure for transit facilities and public restrooms only, addition of a pavilion structure for events, and a clock tower. The August deadline has been established to comply with TIB grant requirements. The primary delays over the past year have been the property acquisition process and related parking issues. The inclusion of the Chamber of Commerce facilities in the building has been deleted from the project. The project architectural consultant, Krei, and the parent firm, Parametrix, have prepared an estimate of costs to complete the revisions in time for the advertisement in August. Lindberg Smith Architects has been retained as a sub consultant for the pavilion and clock tower portions of the revisions. The estimated costs have been reviewed with Krei. Other sub consultants included. in the task are Belay Architects, Bright Engineering (Structural), Tres West Engineers (Mechanical and Electrical), and Bill Acker (Estimating).
