SUBJECT: AWARD OF WEST UGA UTILITIES EXTENSION PROJECT 05-01
Summary: Following advertisement no bids were received for the subject project. Under this
situation the City is allowed to enter into direct negotiations with contractors without further
advertisement and bidding. Five general contractors on the plan holders list were contacted and
an agreement was successfitlly negotiated with Strider Construction in the amount of
$3,067,083.08, including sales tax.
Recommendation: Award and authorize the Mayor to sign a contract for the West UGA
Utilities Extension Project 05-01 with Strider Construction Co., Inc. of Bellingham,
Washington in the amount of $3,067,083.08 including sales tax.
Background/Analysis: The City has committed to extending water, sewer, and electrical
service to the recently annexed western UGA area. The City "Fast Tracked" the design through
completion of the contract bid package. The City has pre-purchased water, sewer, and electric
utility materials that have long lead times for delivery to avoid construction contract delays.
To improve our ability to obtain bids, the City pre-advertised the project in May to make
contractors aware that the official advertisement for bids would be issued in June. The project
was advertised June 13, 2005 with bid opening scheduled for July 13, 2005 to allow ample time
for bid preparation. The bid advertisement was for the installation of the pre-purchased
materials, which included approximately 7,900 linear feet of 16-inch ductile iron water line with
valves and hydrants, approximately 4,600 linear feet of 4-inch polyvinylchloride sewer force
main pipe with valves and service connections, approximately 2,300 linear feet of 8-inch gravity
sewer main with manholes, and approximately 14,000 linear feet of 5-inch electrical conduit
with valves and secondary feed lines. The majority of these pipe and fittings, needed to complete
this portion of the work, were to be furnished by the City. In addition, a new water pump station
and sewer pump station will be constructed under this project.

No bids were received by the July 13, 2005 bid date. Since no bids were received, RCW
35.23.352 allows the City to (1) re-bid the project, (2) negotiate a contract without bidding, or (3)
perform the work itself. After consideration of these options, the City decided to negotiate a
contract since the project time frame could not accommodate another round of bid
advertisements and the City does not have the ability to perform the work itself.
The prime contractors on the original plan holders list were contracted and invited to submit
proposals for negotiation, including areas for potential cost savings for review, by July 26, 2005.
The proposals were reviewed and the contractors were contacted again to verify the proposed
changes and asked questions to keep the negotiations on a "level playing field." The most
favorable contract terms were negotiated with Strider Construction Co., Inc. in the amount of
$3,067,083.08, including sales tax, which is 6% above the engineer's estimate of $2,900,000 to
complete the work. The 2005 Electric, Water, and Wastewater Utility budgets contain adequate
funds for this project. Staff recommends that the City Council award the project and authorize
the Mayor to sign the contract with Strider Construction Co., Inc. of Bellingham, Washington in
the amount of $3,067,083.08 including sales tax.
