Use of Radio Communications Systems
An agreement between
City of Port Angeles 1 Peninsula Communications
and
State of Washington 1 Department of Corrections
1. This agreement is made and entered into by and between the Washington State Department of
Corrections (DOC) and the City of Port Angeles, hereafter Peninsula Communications
(PenCom). This Agreement states the terms and conditions under which DOC Community
Corrections Officers, Emergency Operations, and Special Teams whose area of responsibility
Includes Clallam County (collectively CCOs) may access Peninsula Communications radio
dispatch services. This agreement does not grant PenCom Advisory Board voting privileges to
DOC.
2. Use of radio frequencies by the DOC is intended to provide CCOs with a means to request
emergency assistance from local law enforcement. CCOs shall adhere to radio discipline and
procedures to insure effective communications for all users. The following protocols are
required when CCOs use a PenCom monitored radio frequency.
• Allowable safety related traffic is identified as follows:
o Emergency Assistance Requests.
o Mutual Aid or Joint Operations communications.
o Officer Status Checks for safety, notifications arrivals 1 departures from address.
• DOC Chief of Emergency Operations or his/her designee will provide a list of personnel
to PenCom for review and approval as authorized system users. List may be limited to
Community Corrections Officers working within the jurisdictional limits of Clallam County,
and Emergency Operations and Special Teams personnel deployed to Clallam County.
The listing will be validated and updated annually, or updated as needed to maintain a
current user list. Maintenance of the list is the responsibility of DOC.
• Field identifiers/Call signs will be assigned by a DOC designated radio system
administrator or his/her designee.
• DOC personnel will refrain from using the PenCom radio services without specific
approvals, except where loss of life or injury to self or others is imminent.
• DOC personnel shall direct all initial communications and requests for officer assistance
through radio dispatch. Public Safety radio repeaters in use by (but not owned by)
PenCom will not be used for car/car or tactical communications, except in the case of
emergency communications.
• DOC staff will immediately relinquish or refrain from using channels when/if directed by
PenCom.
DOC will be fully responsible for all of their radio equipment, including programming,
maintenance, repair, upgrades, and compliance with FCC regulations, including
licensing of DOC frequencies.
3. Either party may withdraw this from this agreement by giving the other party notice in writing.
The agreement will terminate thirty (30) days after the date notice is delivered.
4. PenCom may deny usage to identified user(s), or modify/amend procedures and requirements
to maintain and preserve communications services, at any time and with or without cause.
PenCom will give DOC 30 (thirty) days written notification of any changes.
5. For the availability of radia frequencies utilized by PenCom, DOC shall pay $2000 each year in
quarterly payments of$500. DOC will promptly pay the invoice. In the event that either party
withdraws from this agreement, DOC will be invoiced, within thirty (30) days of the notice,
based on a pro rata basis for the fraction of the year that DOC used the radio frequencies. DOC
will be billed in December 2013 for pro rata share of the year that DOC used the radio
frequencies.
6. Signature by duly authorized representatives below signifies this agreement will be in effect
when fully executed, and remain in effect until terminated by either party.
