Chair Kidd asked if there were any changes k` the May minutes. June meeting was canceled. None offered.
Minutes approved byconsensus.
WaterLront Transportation Improvement Project(WTIP) Update/West-End Park
Wuo\reported Phase l of the project is out to bid with construction expected to start this year in September-
October. Additional meetings involving stakeholders have begun for the 30Y6 design ofYVcat'Bnd Park.
Tribal elements ys well amu business presence will be included in the design. The hope iy for West-End
Park construction <obu done during the fish window iu30l3. &orozia researching [<[V grants with the
possibility ofa $4OO,UUO matching grant.
Bd"/xrda reported meetings occur about every two weeks. The door-to door-campaign will include
distribution of 400 pronnohonu| packages to buaioeeece along First, Front, and 8 e Streets. Hope was <o
have high School Students distribute the packages. Another insert im planned for the Peninsula Daily News
(PDN) and nnorcvvebuite updates. /\ resolution was been drafted as an incentive for local governments to
first look locally when making purchases with specific preference to )oou| buyiuuauoe.

become involved as program sponsors. West distributed a draft resolution for the conunniUce`s
consideration for possible roconnnncodo1ion to City Council. Goal is for PA Forward nnennbcm` as well as
other agencies, to also adopt the ourne or mirni|ur resolution 10 result in a more powerful nneaougo to the

community.

Discussion continued regarding whether 5% or 10% should be the standard to meet. Edwards requested
this be brought before Council as soon as possible and requested the Finance Department provide sales tax
comparison data. McKeen will be discussing with the City Attorney to make sure the draft covers any and
all legal concerns before presenting\oCouncil.
It was moved by Edwards and second by Smith to forward u mmopmumueudmtiom to City Council to
pass a resolution to establish a policy of choosing local businesses for purchasing and services within
the confines oK state law pending any modifications &y the City Attorney
Motion carried unanimously.
New Business/Front Street Trees
Chair Kidd introduced guest, and former mayor, Glenn Wiggins to discuss a landscaping effort on the east
side uF Port Angeles and ways io improve the appearance of Port Angeles. Mr. Wiggins reviewed previous
plans to plant trees along the [,ou( Street thoroughfare. He suggested establishing u program to plant even
ten inoom every year so, am over the course ofdnno` Front Street would be tree-lined. Downie suggested
rather than a city-mandated pr 'eo1 to offer more of u oo/nnn tin ity-nuandated project with individual
sponsorships of trees under the guidance of the City. /\ list of recommended typos of trees and standards
are already included in the Urban Standards Plan. Johns reported the Department ufNatural Resources
(DNR) may provide grants for planting certain types oftrees.
It was moved by Downie and meommWud by VC8vvardm to apply for uDNR grant with the KTrbmm and
Community Forest Program, and any other grants, for the purpose of planting new trees along the

Front Street corridor.

Todd Suess reported visitation to Olympic National Park increased as soon as the weather began to improve
in July.

Kidd reported more events will continue including Heritage Week. The Sunbonnet Sue's made a quilt for a
raffle and preparations are underway for adnnocapsule. Kidd encouraged ideas for items tohc placed inside.

Meeting Minutes for July 12,2012
Kidd reported negotiations continue with the Department of the Interior for future funding to keep the road
open during the winter. She encouraged the committee to send thank-you |oUura to Bruce Sbeuffer for the
funding provided over the last two years and support for continuing this funding. To1cdom Manager
McKeen acknowledged Greg Halberg's work and participation ill this effort.

Downie reported visiting with the owners of the New Day Caf6. Their business ix off(ou very good start
and they have been well received 6v the community. They may submit all application for the FugudoG,unt
program and Downie reported be commended them oil their courage to start a new business.
Brenda Francis noted the Tribal Journey Canoes will arrive in Port Angeles on Monday.
