Due to lack of quorum, no motion was made to approve the September 2012 minutes.
Waterftynt Transportation Mwrovement Proiect(WTIP) Update/West-End Park
VVoot reported that all pounha have been issued for the Waterfront project, including the /\nny Corps
permit. Construction ofphase | commenced oil Monday October D, 2Ol2 and the construction company
Primo has nnudo progress on tbo deconstruction which will likely continue for the next few weeks. The
Port /\nQe|ea Downtown Association and City staff worked cfDoicn1|y to ensure all ad and City

infrastructure pieces had been removed from the project ado. Railroad Avenue has been temporarily
reopened bc\vvcon I.uoro/ and Oak streets to accommodate Crabfeot during the upcoming weekend. VVoot

emphasized the importance of supporting impacted businesses through mignugeond window displays. It
was suggested businesses along Railroad Avenue bo listed and thanked for their cooperation.

West requested input from the Committee uuhosting ag7oundbceaking event. & suggestion was made to

coordinate the event with the 30% West End Park presentation to City Council scheduled for November 6,
2012. To meet the Peninsula Daily News' deadlines, a tentative groundbreaking event was yoggoa\od for
10:00 unn on November 5, 2012. There was expressed concern about this date interfering with anticipated
press coverage of the upcoming elections. Mayor Kidd ccnpbaaiscd the inopoduuoe of having the P&
Forward present ot tile event.
Frustration with the /\nny Corps of Engineers permitting process on this and other City projects was

expressed. Kidd asked what avenues the Committee and other elected officials could take to improve the

process for future City projects, both public and private. &8enogerM4oKeen outlined o letter already sent to
the Corp of Engineers as well as future letter writing opportunities. /\h|hurg suggested alternative methods

for improving relationships with regulatory agencies. Discussion followed and Kidd suggested this issue
he taken onaau future agenda item.
West reported that more involvement is needed in the campaign and that modification of the meeting time
is being considered to ioorcuac involvement. /\new Peninsula Daily News (P[)YJ) campaign insert is being
developed to help encourage support of local huaiucamnm. The PIlN is seeking invo|vcnueni of local
hnaioeoaea for the iomcd. Coordination efforts with the C|a||uno County Economic Development Council
and Entrepreneurs Institute are underway to provide local homiuemm training opportunities. McKeen
reported u positive outcome of the recent Choose [moa| Resolution has been that |uoa| humincayea are
encouraged to work with the City on improving business relationships.

Port Angeles Anniversary Subcommittee
Kidd reported that events are continuing all year t000n/noemnora1e the ]j0 m
anniversary including arecent
event held a1 the Senior Center. Additionally,the subcommittee is moving forward with the time capsule and
Kidd encouraged anyone who has anything io contribute to contact her. Bergner suggested contact homade
with local artists for miniatures of local art work. Kidd also reported that Westport Shipyard has volunteered
tu make u custom wood cover for the capsule.

the City and Bruce ShouDerto discuss Hurricane Ridge Road. That meeting will happen in the next few
days.

|. A"do nothing"option which would maintain the Park in its current condition.
2. A"rernove as needed"option to remove trees as needed and reassess as needed.
3. A "remove and replace" option to remove all current and future tree obstructions and replace with
low-canopy trees.
Alburg suggested there could be an option between 2 and 3 to help mitigate some of the public concern and
help community support. Z)i000yaion regarding hop/ funding could be innpuo<od by the choice of
u|torouJivoa ensued. The latest presentation is available on the City's vvehaitc and the next discussion will
be held at the Parks, Recreation, and Beautification Committee meeting on October 18, 2012.

Bergner encouraged ovisioning for bicycle 1oudann be undertaken to build on the current interest and to
promote future industry in the community. Bo reported bicycle touring ivan $81 billion industry inthis
country that not only supports bicycle-related businesses, but the food service,transit, lodging, and
recreation industries aawell. /\ suggestion was made to create a regional bicycle interest group. Kidd
suggested this be included as a discussion item on future PA Forward agendas.
