Change Title: Phase 1E: Integration of Landfill Pump Stations and Gas Flare System (Phase 1E)
Change Scope / Justification:
The City is issuing a Change Order to compensate the Contract for additional work described
below in Phase 1E: Integration of Landfill Pump Stations and Gas Flare System. This work is
being added to the contract by change order for additoinal work at the Port Angeles Landfill, and
will integrate the landfill gas flare system and two wastewater pump stations into the City
SCADA System. Below is a description of the additional change order work:
Phase 1 E: Integration of Landfill Pump Stations and Gas Rare System (Phase IE)
l) Pump Station No
• Provide new Leachate Pump Station 1 Control Panel to control two pumps and
monitor existing Danfoss SONOLEV wet well level transmitter and Siemens
SITRANS MAG5000 pump flow transmitter signals.
• Provide and install new High -High level float switch in Pump Station wet well.
To be landed in intrinsically safe area in pump control panel.
• Provide conduit and wire for power and control circuits and tie into a motorized
control valve (provided and installed by others) at the Pump Station 1 site. Valve
control to be open/closed only, not variable.
• Program PLC, operator interface and SCADA system to control, monitor, trend
and alarm based on data from Putnp Station 1.
2) Pump Station No. 2:
Provide new Leachate Pump Station 2 Control Panel to control two pumps and
monitor existing Danfoss SONOLEV wet well level transmitter and Siemens
SITRANS MAG5000 pump flow transmitter signals.
Provide and install new High -High level float switch in Pump Station 2 control
panel for monitoring and control circuits to tie into the Condensation Pump
control panel at the old landfill office parking lot. Interface equipment for the
condensation pump running, auto, overload and call signals is included.
Program PLC, operation interface and SCADA system to control, monitor, trend
and alarm based on data from Pump Station 2 condensation pump.
3) Flare System
• Provide new Flare Station SCADA Interface Panel to monitor and control two
existing fans, future gas flow meter and future flare flame detector.
• Program PLC and SCADA system to monitor, trend and alann based on data
from the flare station.

4) Electrical Work
• Disconnect and remove old pump station 1 and 2 control panels.
• Install new pump station 1 and 2 control panels and reconnect field equipment.
• Install flare interface panel and tie into existing power control and controls.
• Provide24 hours of startup assistance.
• Conduit/conductor/connection from Pump Station 2 to condensation pump control
panel.
• Conduit/conductor/connection from Pump Station 1 to valve actuator.
• Conduit/conductor/connection from Pump Station 1 and Pump Station 2 to float
switches.
• Electrical permit is included.
• Work will be performed between 7 AM and 5 PM, Monday through Friday.
5) Excluded Items of Work
• Trenching, backfill and compaction (To be performed by City Staff).
• Saw cutting, temporary power, and all utility charges.
• Installation, termination and testing of fiber optic cable between the three sites
and a City Ethernet network access point (old landfill office).
• Routing of Ethernet network to the City Wastewater Treatment SCADA network.
• Ethernet switch at old landfill office to tie into City Ethernet network.
• Provision and installation of the Pump Station 1 control valve.
• Monitoring of and disposal of contents of the wet wells during installation down
time of pump station control panels (this duration is estimated to be two days per
pump station).
All equipment and material being supplied by Technical Systems, Inc. and their sub -contractors
shall be installed and programmed by June 20, 2014. All programming of equipment being
installed as part of the Landfill Cell Stabilization Project shall be programmed by Technical
Systems, Inc, no later than 10 calendar days from the date of receipt.
This work will be tracked on a Time and Materials basis and will include profit and overhead,
equipment, and labor time. Payment will be based on actual work performed and costs associated
with the work described above.
The total cost for this Change Order shall not exceed $140,000.00.

This Change Proposal shall represent full and complete compensation and final settlement of all Claims for all (1)
time; (2) direct, indirect, and overhead costs; (3) profit; and (4) costs or damages associated with delay,
inconvenience, disruption of schedule, impact, ripple effect, loss of efficiency or productivity, acceleration of work,
lost profits, and/or any other costs or damages related to any work either covered or affected by the Change
Proposal, or related to the events giving rise to the Change Proposal.
