AMENDMENT NO. 4 TO THE
AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN THE
THE CITY OF PORT ANGELES
AND
PACE Engineers, Inc.
PROJECT DR03-2009
RELATING TO: STORMWATER ENGINEERING SERVICES
THIS AMENDMENT is made and entered into this 3 day of i%/-- ,
2013, by and between THE CITY OF PORT ANGELES, a non -charter code city of the State of
Washington, (hereinafter called the "CITY") and PACE Engineers, Inc., a Washington
Corporation authorized to do business in the state of Washington (hereinafter called the
"CONSULTANT").
WHEREAS, the CITY entered in to an AGREEMENT with the CONSULTANT on July 20,
2010, (the AGREEMENT) and
WHEREAS, the CITY desires to amend the AGREEMENT to amend the Scope of Work,
Budget, and Time of Performance.
NOW, THEREFORE, in consideration of the representations and the terms, conditions,
covenants and agreements set forth in the original AGREEMENTS, and this AMENDMENT,
the parties hereto agree as follows:
1 REVISED SCOPE OF WORK
The previously amended scope of work and amendments by the CONSULTANT pursuant to
the AGREEMENT shall be amended to add the additional tasks shown in the attached Exhibit
A to Amendment 4. The Scope of Work shall include all services and material necessary to
accomplish the work.
The CITY may review the CONSULTANT'S work product, and if it is not satisfactory, the
CONSULTANT shall make such changes as may be required by the CITY. Such changes
shall not constitute "Extra Work" as related in Section XII of this Agreement.
The CONSULTANT agrees that all services performed under this Agreement shall be in
accordance with the standards of the engineering profession and in compliance with applicable
federal, state and local laws.
The Scope of Work may be amended upon written approval of both parties.
II TIME OF PERFORMANCE
The CONSULTANT may begin work upon execution of this Agreement by both parties and the
duration of the Agreement shall extend through September 30, 2014. The work shall be
completed in accordance with the schedule set forth in the attached Exhibit D to Amendment 4,

III MAXIMUM COMPENSATION AND CONSULTANT RATE SCHEDULE
The CONSULTANT'S total compensation and reimbursement are stated in the attached
Exhibit B to Amendment 4. The maximum compensation amount, referenced in Section VI of
the Agreement, is amended from $481,500.19 to $521,500.19, an increase of $40,000. The
budget for any Task may be further adjusted by mutual agreement without an amendment to
the Agreement, as long as the maximum compensation amount of $521,500.19 is not
exceeded.
IV EXHIBITS AND SIGNATURE
Except as modified herein, the original Agreement shall remain in effect.

Scope of Work Amendment 4
4TH STREET STORMWATER IMPROVEMENTS
GRANT -ELIGIBLE RAIN GARDENS AND PERMANENT H STREET OVERFLOW
PROJECT UNDERSTANDING
PACE Engineers is currently working under Contract Amendment No. 3 to Project DR03-2009
for the City of Port Angeles to design stormwater improvements to address flooding and water
quality impacts within the neighborhood on the marine bluff above Ediz Hook. Contract
Amendment No, 2 extended the original agreement through December 31, 2012. PACE and
the City of Port Angeles entered into a new agreement in the form of an amendment to existing
contract to complete design services for the project, which superseded Contract Amendment
No. 2.
The City is the recipient of a $1,000,000 Stormwater Retrofit and LID Grant from Department of
Ecology. The City negotiated with Ecology to modify the grant funded rain garden proposal
slightly to provide rain gardens at intersections. Non grant -eligible work is proposed in the east
basin only to alleviate flooding impacts to the residential area at the top of the marine bluff near
H Street. All work was scheduled to be constructed by the summer of 2014.
The Amendment 3 scope of work includes civil engineering, geotechnical, environmental, and
survey services through the construction documents phase. PACE is the prime consultant and
will oversee and administer this Scope of Work, completing the civil engineering services in-
house. PACE has subcontracts with Landau Associates for Geotechnical and Environments[
Services and with Wengler Surveying & Mapping for survey services. No additional, survey or
geotechnical, or environmental services are anticipated.
The City submitted the March 2013 pre -design documents and the April 2013 Draft Drainage
Report to Ecology for review. Ecology has indicated that this Grant funding may not be used
for the three proposed traffic circle rain gardens shown in the June documents. The City has
subsequently requested additional work be performed to redesign portions of the project to
address the impacts of this recent funding decision by Ecology and maximize use of the Ecology
funding. The redesign effort is required to respond to the Ecology review, issue a final
Drainage Report, and complete the 100% PS&E as bid and construction documents. The key
design changes include:
• Three traffic circle rain gardens are redesigned as corner rain gardens
• A small rain garden is added to the 4th quadrant of all intersection rain gardens
(8 locations)
• Replacement of conveyance pipe in H Street from 7th Street to 6th Street is
removed

Task SA H&H Analysis for Rain Gardens
Additional Modeling
Due to the variability of infiltration rates across the project area, Ecology requested that
individual hydraulic and water quality modeling results be included for each rain garden,
incorporating individual rain garden infiltration rates.
The conveyance analysis in consideration of upgrades to the existing H Street conveyance
system will be updated.
Finalize Drainage Report
The draft April 2013 Drainage Report will be updated to reflect the proposed design changes
and additional modeling,
The following is added to the end of the article:
Task 7A 90% Plans
Ecology Pre -Design Submittal
Based on City comments on the 90% plans and Ecology comments on the pre -design submittal,
PACE will provide drawings (a partial submittal set) for Ecology review. Ecology approval is
required before proceeding to the 100% PS&E. These plans will include the three key design
changes noted above (eliminate traffic circles; add qth quadrant rain garden; eliminate a portion
of the conveyance piping on H Street). This partial submittal will require revisions to the most
recent:

Storm Drainage Plans
Planting Plans
Portions of the final drainage report
Cost Estimate
Revisions to 90% PS&E Submittal
PACE will incorporate responses to the City's 90% review comments and forthcoming Ecology
comments as appropriate into the 100% construction plans, specifications and cost estimate for
the City.
Agency Coordination
PACE will assist the City in responding to agency review comments by attending phone
meetings and providing back up data as requested.

Based on the extended schedule, additional time for project management activities including
meetings, invoicing, and reporting is included.
Public Outreach Exhibits
PACE will revise four public outreach graphics, three for the intersection sites being revised
from traffic circles to corner rain gardens and one project vicinity map.
Assumptions:
• The SEPA checklist describes the rain garden improvements as traffic circles at 3
locations which are proposed to be redesigned as corner rain gardens similar to the
other intersection rain gardens. It is assumed that revisions to the SEPA checklist to
document this change are not required.
• It does not appear that additional field topographic survey is required to support the
design changes.
• It does not appear that additional geotechnical engineering services are needed to
complete the redesign of the rain gardens.
• Replacing the traffic circles with corner rain gardens does not appear to require
significant changes to the specifications except updating of the Bid Tab quantities.
• The Engineers Estimate will be updated with revised bid item quantities based on the
revised 100% design.
