CALL TO ORDER: Chair Kidd opened the meeting at 7:30 a.m.

Approval of Minutes
A brief discussion of the August informal meeting, held at the downtown waterfront project site,
opened the meeting and replaced the reading and approval of minutes.
New Business
Nathan West provided an update on the West End Park currently under development. The project
is moving along as planned with a completion date for the beach phase anticipated for 3 weeks.
Mr. West then outlined the anticipated schedule for the next several phases of the project.
Questions regarding source of funding were answered. A question of clarification regarding the
scope of the WTIP program was answered that the project was a multi-part concept that included
more than the downtown portion.
The project includes other elements, one of which is focused on Race Street. The City hosted a
group of reviewers of a Federal FLAP Grant for design and engineering for redesign of Race
Street into a boulevard configuration, with improvements to intersections, landscaping, and
increasing multi-modal forms of transportation. Discussion followed.
George Bergner provided an update regarding bicycling issues, programs and achievements. The
need for metrics regarding bicycle use on the Waterfront/Olympic Discovery Trail was discussed.
Jim Jones indicated that the County has traffic counting devices that could be used and suggested
a county contact.
Mr. Bergner introduced a bicycle friendly rating program of the League of American Bicyclers.
He suggested that the PA Forward Committee support drafting a letter of support to be sent to
local bicycle groups and stake holders to be included with the materials provided for a local
ranking. He pointed out how significant a high rating would be for local bicycle tourism. Several
representatives indicated that their organizations would support this effort.

Vice Chair Downie moved to have a committee draft a letter of support for the City and region as
a bicycle friendly location. The motion was seconded by Sissi Bruch and after additional
discussion was approved unanimously.
Chair Kidd brought up a need for action to help keep Port Angeles cleaner and more litter free.
Mr. West stated that some recent festival attendees had mentioned that the area was untidy. He
indicated how important it is to make sure that a good impression is left by visitors to ensure their
desire to return to Port Angeles. Discussion regarding street sweeping, garbage can design and
locations followed. Discussion of downtown parking lots was tabled.
Sissi Bruch requested that downtown parking lots be placed as an item on the next PA Forward
agenda.
Associate Planner Scott Johns presented a brief overview of existing conditions and issues
regarding Ediz Hook. Mr. West added comments and discussion of potential improvement and
solutions followed.
