You are encouraged to sign below if:
1. You are here to listen to the City Council discussion on a particular agenda item;
2. You want to speak during the Public Comment period of the agenda.
If several members of the public are interested in a particular agenda item, the Mayor may move
that item so it is discussed earlier in the meeting. Also,the Mayor may use the information provided
to organize the Public Comment period.
During the Public Comment portion of the meeting, the Mayor will invite citizens to talk with the Council
about topics that are not scheduled for public testimony on the evening's agenda. Prior to the start of the
"Public Comment"portion of the public hearing, all persons wishing to be heard are asked to sign in with
the Clerk, giving their names and addresses, and topic. The Mayor may arrange the order of speakers so
that testimony is heard in the most logical groupings.
To allow time for the Council to complete its legislative agenda, comments should be limited to no more
than 5 minutes per person and a total of 15 minutes for this comment period. At the discretion of the
Mayor,these time periods may be lengthened or shortened. Following any public comment,the Mayor may
allow time,limited to five minutes, for response from City Council members and/or City staff. No speaker
may convey or donate his or her time for speaking to another speaker. If many people wish to speak to a
particular issue, the Mayor may limit the total amount of time dedicated to that single issue.
Written comments may be submitted into the record of a Council meeting by presenting the written
document to the Clerk prior to the meeting, in which case a copy of the document will be provided to each
Council Member, but the document will not be read aloud; or a document may be distributed to the City
Council, with a copy to the Clerk, by a speaker while the speaker is addressing the Council.

In 1990,the PortAngeles City council, recognizingthe need foradditional staffing,added

|n2014, PAFD ran 4,183calls. |n those years between 1991 and 2O14,wo have been un-
able toaddpemunne|tonneetthohoin8dannandforoon/iceu. VVe are not writing tocast
blame orcomplain. Rather,we want tobo sure that the toll to our personnel io clearly un-
derstood.
Our personnel are losing hope that any help will ever come. They are frustrated and dis-
couraged. They are on the front-line contending for the safety of the citizenry,yet sorne are
losi ng heart. As you can i magi ne,tryi ng to lead a group of professiona Is who face emer-
gencies all day is challenging in the best of times, When those professionals sense that we
are barely holding on, it becomes exasperating, Overtime costs and sick leave usage are
both increasing and morale isdecreasing.
Due to the extremely high call volume(around 12'13 calls per 24'hour shift)we are unable
to adequately train for high risk, lower frequency calls. What that means ix that wa are less
prepared to do our jobs safely.Auofficers, ourjob is to prepare for and respond to enner-
8encyca||y. We would be delinquent in our duties as officers to not bring this to light.
We won't bore you with calls per thousand population studies,or firefighters per thousand
comparisons(which both show our gross un6erytaffin8)or argue about our own innpnp

Good evening,
I have been asked by my board to come before the City Council and share the
concerns of our members regarding budget priorities with regards to downtown
Port Angeles.
As business people we recognize the vital importance of fiscal responsibility and
prudent budget planning practices. We understand that difficult decisions need
to be made and the budget priorities decided on will have profound impact on
our community in the years to come.
For that reason the Port Angeles Downtown Association has come to request of
the City and the Port Angeles Police Department to not eliminate the position of
the Downtown Resource Officer.
Yes these are difficult economic times, and in these hard times our businesses
become attractive opportunities for thieves looking to make an easy score. You
have seen the headlines about burglaries in downtown businesses and I can tell
you that theft protection and store security is a major topic of discussion
downtown. But block watches are not enough. We need a regular, rotating
police presence, highly visible, that is seen engaged with our business district,
drives through at night through our streets and alleys and is proactively nipping
small problems before they become big ones.
As we continue to recruit businesses to try to move into the Downtown Retail
core, as a matter of sustained economic growth and development, we need a
safe, lawful place in which businesses can work and grow and be profitable. This
includes dealing with on and off street drug dealers, aggressive panhandling,
menacing loitering and vagrancy that deters customers from walking down one
side of a street, practical advice on theft protection, enforcement of city
ordinances on parking, biking, skate boarding, and a daily or nightly presence that
reassures the business community that the downtown business core is indeed a
concern and priority of the City and just as importantly, tells local residents and
visitors that they are safe and can comfortably shop and dine downtown without
fear of harm or harassment.
Over the years Downtown has worked very closely not only with the Downtown
Resource Officer but with the whole Police Department and we are so very
grateful for the service and protection that they provide. Whenever we have
wanted a presentation by the Chief or one of his officers, they have always been
quick to respond and willing to share valuable information and training for our
members. We want to continue to work closely with the Port Angeles Police
Department and believe that the Downtown Resource Officer is a vital tool that
represents not only meets an important safety and security need but ultimately is
part of a broad economic solution and strategy, not just for downtown but by
extension, our greater community.
On that same line of thought, we also wish to express our support for the Parking
Enforcement Officer and request that this position be preserved in the upcoming
budget. The Parking Support Officer serves many important tasks, beyond just
checking how long someone has been parked downtown or writing a ticket. The
Parking Support Officer is a highly visible, uniformed presence circulating through
downtown. He or she is "eyes on the sidewalk", a first responder who can see
problems or potential problems and call them in. Our on street parking is a very
valuable commodity to our merchants — we need those parking spaces for
customers. Downtown would like to continue to work with Parking Enforcement
to continue to educate and if necessary, retrain, repeat offenders who park in
front of their own businesses or workplace and take away a valuable customer
parking space from their business neighbors.
As we entered 2015,both the City and Downtown faced numerous challenges and
opportunities. I am happy to report that our new board is aggressively tackling
the challenges facing downtown and is spiritedly working on projects that will not
only help downtown but enhance our city. We thank you for your continuing
support and look forward to closely working with City Staff and the Police
Department in the immediate future.

I am the Chairman of the Public Safety
Advisory Board, a citizen liaison Board for
the City of Port Angeles for the Police and
Fire Departments and have been a member of
this Board for over a decade . . .so admittedly
I am a tad biased. I am speaking as a private
citizen today though, not for the Public Safety
Advisory Board. I am in a position to have a
pretty good sense as a private citizen, of the
real costs of delivering public safety to our
citizens.
As a Realtor and business owner during the
last 24 years in Port Angeles, I regularly get
questions from folks and businesses
considering relocating here. They usually
have to do with Quality of Life issues
including crime, schools, transportation.
Crime is always a prime concern as it is for
all of us who already live here.
There are many aspects of our quality of life
here in Port Angeles that are wonderful to
have and we all appreciate them. Then there
are other aspects that are absolutely essential
to living here and they include on the top of
the list, public safety. As a City, we can boast
of a lower crime rate and terrific fire and
medical response.. .but while true, it is no
accident that we enjoy these attributes.
I know for a fact that our police and fire
departments are experiencing substantial
increases in emergency calls each year while
budgets and staffing have not increased
accordingly. To the credit of our public
safety leadership, our police and fire
departments wring every penny out of every
dollar of their budget and focus on favorable
outcomes as the number one goal. I believe
we are second to none and have every right to
be proud of what our public safety
professionals provide for our citizens every
day.
This cannot continue unless police and fire
departments have adequate budgets to assure
they can meet the mandate of City
Government. . .that of providing for the
public safety first and foremost. While other
budget items also contribute to our overall
quality of life in Port Angeles.. .. none provide
for the safety of our citizens. Without that,
we would not be the wonderful City we call
home. Public Safety has always been the
highest priority of local government and
rightfully so. Port Angeles City Government
has done well with limited funds over the
years in respecting this urgent priority, but
now more than ever, please don't take your
eye off the ball.
As you consider budget priorities, please keep
the trust in our police and fire departments in
Port Angeles and assure us they are
adequately funded to continue and improve
their response and outcomes for all of us.
Thanks for the councils leadership and
dedication to our City.
