CALL TO ORDER SPECIAL MEETING:
Mayor Di Guilio called the special meeting of the Port Angeles City Council to order at 2:03 p.m.
ROLL CALL:
Members Present: Mayor Di Guilio,Councilmembers Bruch,Collins,Gase,Kidd and Whetham.
Deputy Mayor Downie joined the meeting at 2:49 p.m.
Staff Present: City Manager McKeen,Attorney Bloor,Kari Martinez-Bailey,B. Olson,N. West, S. Wright,C.
Fulton,K.Dubuc,T. Gallagher and C. Delikat.
WORKSESSION:
City Manager McKeen began the work session with a PowerPoint presentation providing an overview of the priority
setting process and results of the scorecards. Manager McKeen said that the Council would need to come up with a
consensus on what to take to the next Council meeting. Chief Financial Officer Byron Olson discussed the current
state of City finances and gave a budget forecast. Council discussion followed.
Mayor Di Guilio asked the Council if they should move a priority setting resolution forward for consideration.
Mayor Di Guilio ordered to do so by majority interest and said it will be brought back to a regularly scheduled
Council meeting for full Council and public review. Manager McKeen said staff will be looking at the language of
the priority setting resolution and will consider using a phased approach to possible cuts to any programs on the low
priority list. Also,staff will address the prosecutorial discretion portion of the resolution after questions were raised
by Councilmembers about who and when to prosecute.
Council discussion and questions followed.
ADJOURNMENT: Mayor Di Guilio adjourned the meeting at 4:08 p.m.
