HomeMy WebLinkAboutMinutes 10/29/2015 CITY COUNCIL SPECIAL MEETING Port Angeles, Washington October 29, 2015 CALL TO ORDER SPECIAL MEETING: Mayor Di Guilio called the special meeting of the Port Angeles City Council to order at 6:01 p.m. ROLL CALL: Members Present: Mayor Di Guilio,Deputy Mayor Downie,Councilmembers Bruch,Collins,Gase,Kidd and Whetham. Note: Councilmember Collins joined the meeting by phone. Members Absent: None. Staff Present: City Manager McKeen,Attorney Bloor and Clerk Veneklasen. INTRODUCTION: City Manager Dan McKeen opened the Public Comment session. He noted that at its regular meeting on August 4, 2015,City Council directed staff to schedule two public meetings on fluoridation.Tonight is the second of those two meetings and is intended for public comment only.Manager McKeen outlined the rules of decorum and introduced Nancy Esteb,moderator,from the Clallam County League of Women Voters.He said that although this is a Council event,it is conducted under the authority of the impartial moderator. Mrs. Esteb outlined the process for the public comment session, saying that she would call people to the podium alternating between"for"and"against"fluoridation sign in sheets,and that each speaker would be given three minutes.Those people receiving fluoridated water would be given the opportunity to speak first.Mrs. Esteb said her goal as moderator was to give as many people as possible the opportunity to speak within the 6 p.m. to 9 p.m. timeframe.The League also provided two members to serve as timekeepers for the meeting. She noted that all League mernbers helping to facilitate the meeting live outside the fluoridated water area.
