Dear Senior State Executives, Cabinet Members, Tribal Leaders, and Local Jurisdiction
Elected Officials:
On behalf of Governor Jay Inslee, I invite you to our Cascadia Subduction Zone (CSZ)
Senior Official Policy Seminar on Friday, January 8, 2016 to highlight potential impacts
and the resultant policy issues. This will serve as an orientation to the CSZ problem,
highlight potential policy issues you should be prepared to address and explain federal
and mutual aid assistance processes. The seminar will also acquaint you with Cascadia
Rising 2016, the major full-scale CSZ scenario exercise scheduled for June, 2016.
Washington State has experienced earthquakes in its modern history, most recently the
Nisqually quake in 2001. Those disasters pale in comparison to the projected effects of
a CSZ earthquake and resultant tsunami on Western Washington. Response and
recovery will require maximum effort from every government and non-governmental
organization. Recovery and restoration efforts will take several decades.
Washington State must be prepared for a wide range of significant public health, safety,
environmental, transportation, and economic impacts that could result from this
catastrophic disaster. This Policy Seminar will help guide your efforts to meet this
challenge head-on.
If you are not available, please designate an appropriate executive to attend in your
place. State executives, we are also inviting your agency liaison to this event in order to
provide subject matter expertise regarding your Emergency Support Function. A flyer is
enclosed which provides an overview of the Seminar. To help with planning, please
inform us of any policy issues or areas of concern you might have prior to the seminar.
Send your RSVP to Edward Taylor at ed.taylor@mil.wa.gov by December 15th to ensure
your inclusion.
Sincerely,
Bret D. Daugherty
