HomeMy WebLinkAbout5.660 Amendment 5.660 CITY OF _ 152 West Cedar Street Sequim,WA 98382 SEQUIM Cily Hall(360)683-4139 P-A(36) 681-3448 Public Works(360)693-4909 1AX(360)681-0552 January 11, 2016 Dan McKeen, City Manager City of Port Angeles PO Box 1150 Port Angeles WA 98362 Re: Agreement to Provide Building Inspection Services (Hall Conflict) Dear Dan: Pursuant to the enclosed interlocal agreement for multi-agency reciprocation on labor, equipment and materials,the City of Sequim is requesting that the City of Port Angeles provide a building inspector and/or building official to perform services for Sequim in a situation where the property involved is owned by Elizabeth Ann Hall, Sequim's building official, and her husband. Sequim employs only the one building official; therefore, to avoid any potential conflict of interest we need a qualified person from outside our city to review the Halls' permits and construction. The services needed may include: a. Building Inspection: Inspections to enforce the currently adopted editions of the International Building Code, International Residential Code, International Mechanical Code,Uniform Plumbing Code, International Fire Code, Washington State Energy Code, International Fuel Gas Code, the Washington State Ventilation and Indoor Air Quality Code, and relevant sections of the city's ordinances or such other ordinances adopted for building,plumbing, mechanical, ventilation and air quality, grading and energy. b. Plan Review: Examine submitted drawings for compliance with, all relevant codes. Interface with architects, engineers, designers, builders, subcontractors, and owners via written correspondence,telephone, office and site conferences. 1 c. Consultation: Provide interpretations for building and related codes to applicants,permit holders, contractors and city staff. Provide advice and direction at pre-application meetings for contractor,realtors, Page I architects, engineers and prospective property purchasers. Advise city staff on codes and code enforcement laws relative to the procedures and format. Provide expert testimony for legal proceedings if necessary. d. Administration/Coordination: The Port Angeles building inspec- tor shall work under and report to a designated staff person at Sequim(see below). The PA building inspector will assist Sequim building department staff, including the city engineer,with code enforcement relative to building violations issues. At your City's suggestion, Sequim hereby authorizes Port Angeles's Building Official (currently Nathan West)to act as Building Official for Sequim on the Halls' project(s), and authorizes Nathan to direct Port Angeles's Building Inspector(currently Jim Lierly)to perform Building Inspector services as needed. Jim will report to Nathan, and Nathan will report to the Sequim Department of Community Development Director (Chris Hugo) for this limited purpose. All permits, applications, records, data and forms related to the Halls' project(s)will remain with Sequim. Compensation paid for the services provided by the Port Angeles employees shall be based on the fee schedule set forth below, with payments made monthly. The City of Port Angeles will bill Sequim monthly within ten days after the end of the month. Payment by Sequim will be due within thirty(30) days of the receipt of the bill. Further, the City of Sequim shall indemnify the City of Port Angeles and its officers, agents and employees from any and all claims against any of them while acting within the scope of this agreement. 2016 FEE SCHEDULE Regular compensation for Port Angeles Building Official - $101.71/hour Regular compensation for Port Angeles Building Inspector- $63.60 Overtime compensation for Port Angeles Building Inspector- $83.42/hour CITY OF PORT ANGELES CITY OF SEQUIM Dan McKeen, City Manager Charles P.
