As the presiding Chair of the AWC's Nominating Committee, I have the distinct pleasure of calling for
nominations to the 2016 Board of Directors.
Members of the AWC Board of Directors play a critical leadership role in the success of the Association. As a
board member, you would provide guidance regarding legislative proposals as outlined in the Statement of
Policy adopted by AWC member delegates. The board also reviews and adopts AWC's annual operating
budget, establishes membership fees, and provides policy direction regarding other issues of concern.
The 2016 Nominating Committee is currently calling for applications for ten AWC Board of Director positions
that include District #12 and At-Large #2 (Western).
The Nominating Committee strongly encourages you to share this information with your city council.

An AWC Bylaw amendment approved by the membership in 2014 went into effect in 2015, making At-Large Position#2
Western; and At-Large#4 Eastern,two-year terms beginning in 2016. At Large Positions#1 and #3 were elected to two
year terms in 2015.
Members of the AWC Board of Directors play a critical leadership role in the success of the Association. As a board
member,you provide overall governance and policy direction for the Association.The AWC Board annually adopts state
and federal legislative priorities, adopts the AWC budget, establishes membership fees,and provides policy direction
regarding a wide variety of other issues affecting cities and towns, and the association.

SUBJECT: Nominations & Elections — AWC Employee Benefit Trust Board of Trustees (BOT)
Are you interested in shaping the future of your Employee Benefit Trust?
The Association of Washington Cities Employee Benefit Trust is soliciting nominations for two Regional
Trustee positions on the Board of Trustees. The two positions include: Northwest Region Trustee and
Southeast Region Trustee. Each position will serve a 3 -year term.
The AWC Trust is an association health plan comprised of 275+ municipalities and quasi -municipal entities.
The Board of Trustees is the governing authority of the AWC Trust and the Health Care Program, and has a
fiduciary obligation to administer the Fund on behalf of the contributing members. The Board of Trustees meets
approximately three to four times per year. Additionally, Trust learning and strategic planning retreats are held
every two to three years. A Governance Long Range Strategic Planning Retreat is being held July 28-29
with a regular meeting on July 27 at Suncadia Cie Elum. Other regularly scheduled meetings are set
this year for September 23 and December 8. The final two meetings are scheduled to be held at the
Cedarbrook Lodge in SeaTac.
The AWC Trust pays all expenses associated with travel to and from meetings, including transportation, meals
and lodging. However, the time spent away from city hall and/or your professional occupation to attend the
meetings is not reimbursed.
Nomination process
Any mayor of a city/town who is a member of the Employee Benefit Trust may nominate a candidate for
consideration (including self -nomination).
The nominee must be an elected official from a city/town that participates in one of the Trust's core medical
benefit plans, including Regence BlueShield/Asuris Northwest Health, Group Health Options Access PPO, or
any other core medical benefit plan adopted by the Trustees (see the attached Board District listing). They
must also be from one of the two open regions (Northwest and Southeast — see the attached map).
Should a BOT member's participating city/town cease to participate in the Trust's core benefit plan, the term of
appointment will expire at the end of the month the core benefit coverage is terminated.
Due to the significant amount of education and time that a new Trustee must commit to its fiduciary role,
candidates are strongly encouraged to have a two or three-year term left in elected office.
Non -city entities are not eligible to serve on the Board of Trustees.

Are you interested in helping to shape the future of your Employee Benefit Trust?
The Association of Washington Cities Employee Benefit Trust is soliciting nominations for five positions on the
Employee Benefits Advisory Committee. The five positions include: District 2, District 8, District 12, At -Large
Statewide 2, At -Large Western 4. Each position serves a 3 -year term.
The Association of Washington Cities Employee Benefits Advisory Committee (EBAC) was established in
October of 1985 to provide the AWC Board of Trustees direct input regarding the programs, provisions, and
operations of the AWC Trust and the Health Care Program. The Committee meets approximately two to three
times per year to review plan provisions; rating structures; underwriting and participation guidelines; and assist
in the development of new programs and plans. Additionally, Trust learning and strategic planning retreats are
held every two to three years. Meetings for the remainder of 2016 are as follows: A Governance Long Range
Strategic Planning Retreat is being held July 28-29 at Suncadia Cie Elum, and a regularly scheduled
EBAC meeting on September 9. Meetings are at the Cedarbrook Lodge in SeaTac.

the At -Large Western position they must work in District #5, #6, #7, #8, #12, #13, or #14.
The EBAC shall consist of no more than three representatives from any one District and no more than one
from any one participating city.
Should an EBAC member's participating city/town cease to participate in the Trust's core benefit plan, the term
of appointment will expire at the end of the month the core benefit coverage is terminated.

Since committee members will be directly involved in reviewing and recommending improvements and
changes to the AWC Employee Benefit Trust programs, candidates should have a direct role within the
city/town involving the administration of employee benefit programs. This could entail direct involvement
in the day-to-day benefits administration or a broader role such as negotiating employee benefit programs
through a collective bargaining or committee process. Candidates with health promotion experience preferred.
Non -city entities are not eligible to serve on EBAC.

AWG invites you to attend the annual Business Meeting on Thursday, June 23, 2016,
4 — 5:45 pm at the Edward D. Hansen Conference Center at Xfinity Arena (Ballroom 1 and 2, 2000
Hewitt Ave., Everett) in conjunction with the Annual Conference. On behalf of the AWC Board of
Directors, I strongly encourage your city to participate by appointing voting delegates.
AWC bylaws allow each city to appoint up to three voting delegates. The bylaws do not specify a method
or form cities must use to appoint delegates. If your city determines these appointments through council
action, please share this information with your city council.
Each voting delegate has one vote. Voting delegates have the opportunity to influence the operations of
AWC by:
• Electing the members of the AWC Board of Directors, who play a critical leadership role in the
success of the Association;
• Voting on amendments to the AWC bylaws, which govern the association's operations; and
• Considering floor amendments to the Statement of Policy.
Once the Mayor, City Manager, or City Council has determined the city's voting delegates for 2016,
please send their names and titles to Michelle Catlin, AWC Executive Assistant. The deadline for
submitting voting delegates is Wednesday, June 15, 2016. You may e-mail or fax this information to

AWC's Statement of Policy provides the basis for policy recommendations by AWC's Legislative
Priorities Committee, the Board and staff. It is updated at least every six years and was recently updated
with committee recommendations in 2014 and amended on the floor at the 2015 Business Meeting.
Further changes are not proposed for 2016, but the AWC Bylaws provide for members to propose
amendments for floor action. If your city plans to propose a floor amendment, please complete the
amendment form on AWC's website www.awcnet.org/SOPAmendmentForm and send it to Regina
Adams at reginaa@awcnet.orq by Wednesday, June 15.

Dear Mayor Downie,
AWC is here to work for you, your council and staff, and all cities and towns in the state. As you
know, cities are where the majority of Washington's residents live, learn, work and play, and
where most of the state's revenue is generated. AWC works with the Legislature, executive
branch, and regulatory agencies to ensure they understand our great state is only as strong as its
cities and towns. Your ongoing AWC membership allows us to advocate for your needs and the
needs of all cities and towns with a single, unified voice.
Our focus on maintaining a strong relationship with state decision -makers is complementary to
our long-standing commitment to providing high-quality education, resources, and programs to all
cities and towns.
Our newest member program, the AWC GIS Consortium, helps cities leverage greater
buying power and increase their capacity to utilize GIS technology to build smarter cities.
Popular conferences like Annual Conference, Labor Relations Institute, and Member Expo
had the highest registration numbers in recent history, demonstrating a demand for the
valuable technical, hands-on, and leadership content we provide.
All member cities and towns have the opportunity to participate in any of AWC's pooling
programs to access quality benefits and services with a particular focus on cost savings,
members service, and risk management. These programs include the AWC Employee
Benefit Trust, AWC Risk Management Service Agency, AWC Workers' Compensation
Retrospective Rating Program, and the AWC Drug & Alcohol Consortium.
Last year, AWC won significant ground for cities with the adoption of a comprehensive
transportation package and shared marijuana excise taxes. This year, with your help, we held on
to these gains and other state -shared revenues.

We expect the 2017 legislative session to be lengthy and difficult. We are working with state
decision -makers and others now to ensure city priority issues are front and center. Through our
legislative candidate questionnaire and Candidate Forum, we are engaging those running for office
about city issues before their term begins in January. We will continue to demand that the state
maintain its historic revenue-sharing partnership with cities and towns, and provide support for
essential services and programs so critical to our residents.
With your continued membership, AWC will provide you with quality advocacy, education, and
services. While our state's economy continues to improve, we know that many Washington cities
and towns still face budget challenges. In recognition of this, increases in the AWC membership
rate have been between 0 and 1 percent since 2010.
For 2017, the AWC membership fee continues to reflect a modest rate increase of less than one
percent. This increase is equal to the rate of increase in the state and local government
component of the Implicit Price Deflator (IPD). The IPD, per longstanding AWC Board policy, is the
index used for the computation of rate adjustments. The rate increase and changes in your city's
population, according to the most recent OFM data, result in a 2017 membership fee of $12,228.
This is simply a notice for budgetary purposes; we will send you an invoice in December.
It is an honor to serve as your AWC Chief Executive Officer. Working together with the AWC Board
of Directors, staff, and every city and town in the state of Washington, we can and are doing great
things.

The Center for Quality Communities Scholarship
supports senior high school students who are
actively engaged with their community ancl/or city
government and want to pursue post-secondary

The scholarship fund is supported by people who
are passionate about cultivating Washington's

Scholarships
Six $1 ,000 scholarships will be awarded to high
school students who plan to pursue a post-
secondary degree in tall 2017. Scholarship funds
will be sent directly to the institution. Funds can be
used for education expenses and will be deposited
directly into a student account.
Student Eligibility
Students interested in competing lor the Center for
Quality Communities scholarship fund must be:. lnvolved (or have been involved) with a city
governmenl or with a community/school
leadership activity;. Eligible to graduate lrom high school, complete
home school or receive a GED in
