A. CALL TO ORDER - SPECIAL MEETING AT 4:30 P.M. –
City Attorney Bill Bloor conducted training on the Public Records Act. Mike Connelly, attorney with the Washington Cities Insurance
Authority, conducted Public Officials Training which covered the Open Public Meetings Act, Ethics, and the Roles&Responsibilities
of Councilmembers.

the Port Angeles School District's Martin Luther King, Jr. Race Equality Essay Contests.
Mr. Connelly continued the Public Officials Training.

PUBLIC HEARINGS
Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public
hearing in order to receive public input prior to making decisions,which impact the citizens. Certain matters may be controversial,
and the City Council may choose to seek public opinion through the public hearing process.
