AMENDMENT NO.2 TO THE
AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
THE CITY OF PORT ANGELES
AND
HERRERA ENVIRONMENTAL CONSULTANTS
Elwha River Hydraulic Analysis and Remediation
THIS AMENDMENT NO 2 is made and entered into as of the date of the last signature affixed
below, by and between the City of Port Angeles, a non-charter code city of the State of
Washington, (hereinafter called the "CITY") and Herrera Environmental Consultants, a
Washington Corporation authorized to do business in the State of Washington(hereinafter called
the"CONSULTANT").
NOW,THEREFORE,in consideration of the representations and the terms,conditions,covenants
and agreements set forth in the original AGREEMENT and this AMENDMENT,the parties hereto
agree as follows:
SECTION 1
The CITY entered into the existing AGREEMENT with the CONSULTANT on August 18,2015,
(the AGREEMENT),and amended the AGREEMENT on January 7,2016.
SECTION 2
I. AMENDED SCOPE OF SERVICES
The amended scope of professional services to be performed and the results to be achieved by the
CONSULTANT pursuant to the AGREEMENT shall be amended to include the attached Exhibit
A2 of this Amendment. Exhibit A2 is in addition to the Exhibit A to the original agreement, and
also in addition to Exhibit Al to Amendment 1. The Scope of Services shall include all services
and material necessary to accomplish this work.
II. TIME OF PERFORMANCE
The time of performance in Section IV of the AGREEMENT is unchanged, and the duration of
the amended Agreement extends through December 31,2016.
III. PAYMENT
The basis of payment in Section V,paragraph A of the original AGREEMENT is amended to
read:
A. Payment shall be based on the hourly rates and direct reimbursable costs as set forth in
the attached Exhibit C2 to Amendment No. 2.
IV. MAXIMUM COMPENSATION

The CONSULTANT'S total compensation and reimbursement are stated in the attached Exhibit
B2 of Amendment No.2. The maximum compensation amount,referenced in Section VI of the
original AGREEMENT, is amended from $33,000 to$111,000,and increase of$78,000. The
budget for any Task may be further adjusted by mutual agreement without an amendment to the
Agreement, as long as the maximum compensation amount of$111,000 is not exceeded. Exhibit
B2 replaces Exhibit B 1 of Amendment 1.
IV. EXHIBITS
This Amendment, including its exhibits,constitutes the entire Amendment,supersedes all prior
written or oral understanding related to the subject of this Agreement,and may only be changed
by written agreement by both parties.The following exhibits are hereby made part of this
Amendment:
Exhibit A2-Scope of Services-this is in addition to Exhibit A and Exhibit A I
of the Agreement and Amendment 1
Exhibit B2 -Budget- this replaces Exhibit B1 of Amendment 1
Exhibit C2-2016 Billing Rates -this replaces Exhibit C of the original
AGREEMENT
SECTION 3 RATIFICATION
Except as modified herein, the original AGREEMENT is confirmed and ratified. In WITNESS
WHEREOF, the parties hereto have executed this Amendment No. 2 to the Agreement as of the
last signature affixed below.

EXHIBIT A2
Scope of Services
Working cooperatively,the City and Lower Elwha Klallam Tribe(LEKT)are in discussion with
the National Park Service(NPS)over the final disposition and transfer of the Elwha Water
Treatment Facilities(EWTP)and impacts to the municipal and industrial water supplies resulting
from dam removal on the Elwha River. The City previously hired Herrera Environmental to
provide select expert services to the City in river hydrology/hydraulics as part of its due
diligence work in preparation for the discussions and for drought related alterations at the intake
structure.
This amendment provides for additional work related to inspecting intake infrastructure,
finalizing documentation related to the analysis of the Ranney Well side channel and low-water
strategy,investigation and design support for corrective actions to preserve flow to the Ranney
Well,risk assessments, and continuation of support to the City during the ongoing negotiations
with NPS.
Task 3—Reporting
As described in the original contract, Herrera will author two memos that will 1)summarize
geomorphic analysis that describes changes that have taken place in the Ranney Well side
channel at the Elwha Water Treatment Plant(EWTP)since NPS began preparations to remove
dams upstream on the Elwha River and 2)summarize hydraulic analysis of the Elwha Surface
Water Intake(ESWI)during low flow periods and strategy to provide sufficient water to the City
during these periods.The preliminary results of the geomorphic analysis were summarized at a
meeting with the NPS on January 7,2015. A draft of the low-flow analysis and strategy
document was delivered to the City on September 22,2015.
Assumptions
• The City will provide consolidated comments to the low-flow document delivered on
September 22,2015.
• The side channel document will not include monitoring well installation information and
data.
• The side channel document will include one round of review from the City.
Deliverables
• A report that summarizes the results of the changes in the side channel that the Ranney
Well uses as its primary water supply and its impact on the hydraulic performance of the
well.
• Another report that summarizes the analysis that was performed to develop a strategy to
provide sufficient water during low-water periods in the Elwha River.

Task 4—Additional Support
Subtask 4.1—Drought Low Flow Analysis and Design No additional scope.
Subtask 4.2—Drought Low Flow Analysis Technical Memo and Permitting Two
additional meetings with one Herrera staff are also included to assist the City in obtaining
environmental permits for its low flow operation of the ESWI.
Subtask 4.3—Negotiation Support with NPS Herrera will attend up to three additional
meetings on site and up to two additional phone conferences to discuss the details of its analysis
with regards to the Ranney Well side channel.
Subtask 4.4—Design Review and Recommendations In addition, this task will include
support to review the design prepared by others to reengage the side channel. The design support
will include up to three meetings in Port Angeles with the designers.
Assumptions
• Improvement of the side channel will be designed by the Lower Elwha Klallam Tribe or
its consultants.
• Herrera will review the design up to three different times.Two Herrera staff will attend
these design meetings.
• This task is for negotiation,workshop and permit compliance meetings only and does not
include testimony or deposition time should legal action be taken either by the City or
NPS.
Deliverables
Attendance at the meetings described.
Task 5—Intake Infrastructure Inspection
Herrera and its subcontractors will inspect the Elwha Surface Water Intake(ESWI),Temporary
Diversion Pumping Facility(TDPF),the new fish screen installed by NPS and the pipelines
connecting these to pre-existing City facilities.The inspection will determine its current
functional condition and risks to its future performance associated with natural variability in
water and sediment in the Elwha River to that infrastructure.The inspection will include a
camera inspection of approximately 1,000 feet of pipe between the ESWI and the new NPS-
installed fish screen and the approximately 1,000-foot-long bypass pipe that connects the new
fish screen to the old fish screen at the north end of the EWTP.
In addition to the on-site inspection,Herrera will attend up to three half-day meetings on site
with the City and Veolia,the NPS contractor currently operating the facility,to discuss the
details of their operation of the facility to determine the viability of and risks associated with the
City taking on NPS equipment. The conclusions of the inspection will be summarized in a brief
memorandum.

Assumptions
• Herrera will be provided access to the TDPF,ESWI,including those enclosed areas.
• Bravo Environmental (Bravo) will conduct a camera survey of industrial water line and
bypass pipe.
• Bravo will be granted access to both pipes.
• Bravo will complete its work in two days.
• The first meeting with Veolia will occur after the on-site inspection and once Herrera has
an opportunity to review all pertinent documentation with regards to current operation of
the plant.This meeting will be attended by at least two Herrera staff.
• The last two meetings will be attended by one Herrera staff member.
• Veolia will be provided a list of questions in advance of each meeting.
Deliverables
A brief memorandum documenting the inspection of the facilities,which will include a summary
of the Bravo inspection.
