The Olympic Region Clean Air Agency (ORCAA) Board has approved a $0.30
increase, per person, for the 2017 fiscal year budget. You will receive your regular
assessment fee letter from ORCAA in June and your invoice in January. The
population used to calculate your per capita fee comes from the Washington State
Office of Financial Management Forecasting Division: "2015 Population Trends for
Washington State." The City of Port Angeles will pay $14,355 for its population of
19,140.
The assessment fee you provide pays for staff work in your community; responding
to smoke and odor complaints, educating people on air quality issues and providing
air quality monitoring, to name a few areas of involvement.
ORCAA's assessment fee has not changed since 2007. During that time, costs have
increased and we are now facing a decrease in state and federal funds. RCW
70.94.092 states when these funding sources supporting community based
programs are reduced, the remaining funds required to meet budget expenditures
will be obtained from the counties and cities. The board then determines the fee
during the budget process.
