Dear Patrick:
Clallam Transit System Board members have proclaimed May 17 as "Transit Employee
Appreciation Day" in Clallam County. This action was taken to remind the public of the
professionalism and dedication of transit employees to providing reliable and courteous
service to all citizens of the county.
Management staff members and I will be cooking and hosting a breakfast on that day to
thank all employees for providing the best service they can every day to the public they
serve. Breakfast will be served beginning at 5:30 a.m. and will serve continuously with lunch
items available to 1:30 p.m.
I would be pleased to have you join us in this celebration on Tuesday, May 17, at Clallam
Transit. See you there!

A Clallam County Public Transportation Benefit Area (PTBA) Board Composition
Conference was held on August 15, 2016, to determine recommended changes in the
the number of representatives each participating jurisdiction is to have on the Clallam
Transit System Board. A copy of the meeting minutes from that session is enclosed for
your information. An appointed, elected official from each jurisdiction voted to continue
with the current composition of the Board consisting of two representatives from the City
of Port Angeles, City of Sequim, City of Forks, and Clallam County Board of
Commissioners.
Unless we hear otherwise, we will assume that the current appointed representatives
from your jurisdiction to the Board will remain the same for the remainder of the year.
The next meeting of the Clallam Transit System Board is set for 1:00 p.m., Monday,
September 19, 2016, at Peninsula College -Forks Extension, 481 South Forks Avenue,
Forks.

The meeting came to order at 3:03 p.m. Craig L. Miller noted this session was called
pursuant to the notice distributed by the Public Transportation Benefit Area's (PTBA's) Chief
Administrator General Manager Wendy Clark-Getzin, PE, in accordance with the Revised
Code of Washington (RCW) 36.57A.055. He further stated this RCW statute does not
provide guidance on how to conduct the meeting or other business. Patrick Downie asked
the reason why there was no Chair for this meeting. Craig said establishing a Chairman was
not necessary.
Craig said the participants are to determine whether the current composition of the Board,
with two primary representatives from each of the three incorporated cities and the county,
adequately represents the citizenry of Clallam County.
Discussion on Board Composition
Craig invited the designated representatives to discuss the composition and to comment if
they felt the current composition adequately represents the residents of the county. Bill
Peach, Dennis Smith, and Jon Preston all indicated they were satisfied with the current
composition as it is at this time until something might come up that would indicate that the
current composition was not adequately represent the citizenry. Craig noted the
representatives could consider reducing or increasing the number of members on the Board.
Wendy Clark-Getzin, PE, commented that nine members could be valuable in breaking a tie
vote in the course of business. Neither Craig nor Mary Bower, CMC, could recall a tie vote
situation in the Board's conduct of business in the past.
Jon commented that this session was like a county charter meeting. Craig commented yes,
in designating the "who" and the "how many". Patrick stated he felt if the current system was
"not broken" then there wasn't anything to "fix".
Wendy said in the future she would like to reserve a position in case an unincorporated area
incorporates. Craig said another PTBA Composition Conference could be convened at that
time. He added it was highly unlikely that any rural area would do this, even though Clallam
Bay, Sekiu, and Carlsborg would most likely incorporate as towns. Patrick asked if another
conference would need to be held if a city had a sudden population increase. Craig replied
no, since there is already disparity in the populations of the cities. He added this was
irrelevant to this group.
