Cingular ~Wireless seeks to expand its Washington State Personal Communications
Services (PCS) network to include the proposed site at Shane Park. The proposed
communications facility consists of panel antennas mounted on a 95' light standard.
Associated equipment cabinets will be surrounded by a privacy fence and screened
within a nearby stand of trees and new landscaping.
'rhe site will be unmanned and, therefore, \>,"ilI not require \'vater or \vaste treatment.
Both vehicular access and parking are existing. ,Minimal trafflc would be generated
during the construction phase while the crew is traveling to and from the site. After
construction is compJetep, there would be approximately one visit per month by a
field engineer fbr routine maintenance.

Compliance with the City of Port Angeles Municipal Code
The proposed facility has been designed to comply with 9 17.52.065 - Telecommunications
Facilities on Towers and Antenna Support Structures. The follovving is in consideration of those
requirements:

The proposed facility has been camouflaged to be as unobtrusive as possible. The antennas are
8" wide and 56" long. The antennas \"ill be "flush-mounted" to further stealth the design.
Coaxial cabling from the antennas to the equipment will be underground and routed inside the
light standard. The radio equipment is proposed within a privacy fence, surrounded by
landscaping, and located within a nearby stand of trees.

Please see the attached letter from Cingular's engineer regarding this requirement. The proposed
facility will not interfere with surrounding properties or their uses. Due to its extremely low
power, this facility \vill not be a source of interference with electronic equipment, including
radios, televisions and telephone transmissions. Non-interference is ensured by the Federal
Communications Commission (FCC) regulation of radio transmi~sions.

The proposed facility will comply with all FAA regulations and EIA standards, as well all other
applicable federal, state and local laws and regulations.

Construction would take approximately 3-4 weeks. A construction start date has not yet been
scheduled.

The FCC has detennined that cellular facilities \vith non-building mounted antennas greater than
10 meters (approximately 33 feet) above ground level are categorically excluded from the
requirement for routine environmental assessment. Because the light standard is not "building
mounted" and the lmvest part of the antenna will be at approximately 92', the facility is exempt
from environment assessment.
PAi1-1C 17.52.085(A)(1) ll'1odificatioll of Deve/opmeltt Standards
(a) The modification requested is to replace an existing 74.4' light standard with a 95' light
standard capable of supporting \vireless antennas. The facility has been stealth designed
by flush-mounting the antennas and re-attaching the field lighting to the new pole so that
it is not likely to be noticed. With this in mind, the 20' increase in pole height is not
expected to result in any adverse impact.
(b) The light standard proposed for replacement is not likely to be noticed due to its location.
Shane Park is comprised of 4 city blocks, or approximately 16 acres. The size of this
parcel alone helps isolate the facility from adjacent properties. The existing light
standards pro\"ide scale that further contributes to camouflaging the site. Finally, a large
stand of mature trees provide a background to help eliminate the profile of the proposed
pole.
(c) Please see the signal propagation maps and letter from Cingular's Radio Frequency
engineer describing the need for this facility at its proposed location and height. This
documentation is also in consideration of J 17.52.085(B)(3).
Cingular & pcs
Cingular ,"Vireless operates under an FCC license and guidelines, and provides \vireless PCS
voice and data service to its customers. Like cellular service, PCS calls are handed off from one
facility to another as the caller moves through the area. This allows for reuse of a finite number
of channels available within Cingular's allotted frequency.
Site Selection
The need for a new site is dictated by market demand, capacity, coverage requirements for a
particular geographic area, and the radio frequency hand-off from one site to another in order to
achieve the objective of seamless communications coverage. Once the need for a ne\v PCS site
in particular geographic area has been established, Cingular's system engineers identify a target
area or "search ring" in which to locate the facility.
The required site location and antenna height is detemlined by a propagation study. This study
evaluates the expected radio-frequency (RF) signal from the proposed site at a given location and
height. The RF signal must be a strong enough to provide adequate coverage within the desired
coverage area.
The selection and design of a specific PCS site is further refined by considering local
topographic and geographic factors, tree canopy, buildings, mountains, water bodies, the ability
to mitigate the antenna support structure's visual impact, compatibility of the facility with
existing land uses and the availability of necessary space to locate. Because PCS signals must
travel in an unobstructed path from the facility to the user, the presence of anyone or all of these
can negatively influence the quality of transmissions and reception. The height and location of
each Cingular site is, therefore, based upon the ability of the site to effectively function despite
those obstacles. In addition, Federal Aviation Administration requirements regulate the height of
an antenna support structure near or on major airport facilities.
The purposed facility would "hand off' calls to other Cingular sites in the area. It is crucial for
Cingular to have adequate coverage within the Port Angeles area in order to provide wireless
service to its customers and be in compliance with its Federal Communications Commission
(FCC) license build-out obligations.
