CALL TO ORDER SPECIAL MEETING:
Mayor Downie called the special meeting of the Port Angeles City Council to order at 5:02 p.m.
ROLL CALL:
Members Present: Mayor Downie,Deputy Mayor Kidd,Councilmembers Bruch,Gase,Collins,Merideth and
Whetham.
Members Absent:None.
Staff Present: Acting City Manager West,Attorney Bloor,Acting Clerk Martinez-Bailey.
WORKSESSION:
Acting City Manager Nathan West introduced the work session on the Council Rules of Procedure.
Council discussion followed.
At 7:00 p.m. Mayor Downie asked for direction to either continue discussion or end the work session. Acting
Manager West reminded Council that there would be two additional opportunities for Council to discuss the Council
Rules of Procedure.
Council discussion followed. Council agreed by consensus that staff would implement the changes to sections 7, 10
& 12 of the current Council Rules of Procedures. Council agreed by consensus to bring Section 13,signs
discussion, and Code of Ethics revisions back to a future meeting for continued discussion.
Staff suggested moving the subject of double jeopardy to a regularly scheduled forum to allow more time for
Council discussion. Manager West reminded Council that the ordinance relating to double jeopardy was not
retroactive,adding that the ordinance was written to deal only with the issue of double jeopardy. Mayor Downie said
the discussion would be held in a public setting at a regularly scheduled meeting to encourage transparency.
ADJOURNMENT: Mayor Downie adjourned the meeting at 7:17 p.m.
