CALL TO ORDER SPECIAL MEETING:
Mayor Downie called the special meeting of the Port Angeles City Council to order at 5:03 p.m.
ATTENDANCE:
Members Present: Mayor Downie,Deputy Mayor Kidd,Councilmembers Bruch,Collins,Merideth and Whetham.
Members Absent: Councilmember Gase.
Staff Present: City Manager McKeen,Attorney Bloor, Clerk Veneklasen,B. Olson,N. West, S.Fountain, C.Fulton,
J. Viada,and H. Greenwood.Also in attendance were several staff members from the Port Angeles Fire Department.
WORKSESSION:
Fire Chief Ken Dubuc conducted a PowerPoint presentation on the Washington Survey and Rating Bureau(WSRB)
which evaluates communities for fire protection/suppression capabilities.The WSRB lowered Port Angeles rating
from a 4 to a 5 which could have an impact on over 9100 residential units in the City and 1400 commercial
occupancies in the City through fire insurance premium increases.There is no return on increased rates. Chief
Dubuc outlined why the City's rating had changed.Factors include: call volume/workload,staffing,pumper
capacity,officers,reserve ladder truck,prevention certifications/programs,after hours refueling.
He said there has been a 51%increase in call volume over the past 15 years. He spoke about how call volume and
workload affect the WSRB rating. Staff met with WSRB and subsequently provided them a 7-part plan for how to
address the issues and maintain a rating of"4". He outlined that plan and costs involved to:
• Increase Staffing
• Adopt contractual 5 man minimum manning
• Add 1500 GPM quick attack pumper
• Reclassify Training Officer position
• Additional Prevention training and programs
• Interlocal agreement with CCFD#3
• After hours fuel support letter
He further outline options and benefits. Council discussion followed. Council agreed by consensus to have staff
move forward with short term fix through budget amendment and to bring back more information on long term plan.
Mayor Downie adjourned the meeting for a 5 minute break at 6:29 p.m. The meeting reconvened at 6:34 p.m.
Council discussed the Rules of Procedure section covering Public Comment. Council requested two versions be
presented for side by side comparison.
ADJOURNMENT: Mayor Downie adjourned the meeting at 7:10 p.m.
