September 6, 2016 SPECIAL MEETING — 5:00 p.m. REGULAR MEETING — 6:00 p.m. The Mayor may determine the order of business for a particular City Council meeting. The agenda should be arranged to best serve the needs and/or convenience of the Council and the public.Mayor to determine time of break The items of business for regular Council meetings may include the following: A. CALL TO ORDER - SPECIAL MEETING AT 5:00 P.M. —An executive Session was held under authority of RCW 42.30.110(1)(i) to discuss potential litigation with legal counsel, RCW 42.30.110(1)(b) to consider the acquisition of real estate, and RCW 43.30.140 to discuss collective bargaining with an employee organization, including contract negotiation. CALL TO ORDER - REGULAR MEETING AT 6:00 P.M. B. ROLL CALL PLEDGE OF ALLEGIANCE CEREMONIAL MATTERS, PROCLAMATIONS & EMPLOYEE RECOGNITIONS 1. A proclamation was presented in honor of the United Way 2016 Campaign and Day of Caring 2. Council, staff, and community members recognized newly appointed Police Chief Brian Smith C. PUBLIC COMMENT—To allow time for the Council to complete its legislative agenda, comments should be limited to no more than three minutes per person, and a total of 15 minutes for the comment period.At the discretion of the Mayor, the time allotted for public comment may be lengthened or shortened. (Council Rules of Procedure Section 9A). D. LATE ITEMS —To be placed on this or future agendas, including any executive session needed during or at the end of the meeting. 1. At the request of Deputy Mayor Kidd,the Council agreed by consensus to add Rules of Procedure as Item 12. 2. Rules of Procedure It was moved by Councilmember Gase and seconded by Bruch to: Accept Deputy Mayor Kidd's removal of three words"nor use profanity". Motion carried 7-0. (Council Rules of Procedure Section 9A). ADJOURNMENT— 10:28 p.m. PUBLIC HEARINGS Public hearings are set by the City Council in order to meet legal requirements. In addition, the City Council may set a public hearing in order to receive public input prior to making decisions,which impact the citizens. Certain matters may be controversial, and the City Council may choose to seek public opinion through the public hearing process.
