plan submittal requirements if you have questions.
VALUATION OF CONSTRUCTION: In all cases, a valuation amount must be entered by the applicant. This figure will be reviewed
and may be revised by the Building Division to comply with current fee schedules. Contact the Permit Coordinator at 417-4815 for assistance.
PLAN CHECK FEE: IF a plan check fee is due it must be submitted at the time tile building permit application and construction plans are
submitted. Allotherpermitfe(:s are due at the time ofpe~tissuaIlce. .
EXPIRATION OF PIJAN REVIEW: If no permit is issued within 180 daysoftne date of application, the application will expire. The
Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section 107.4 of
the Uniform Building Code, current edition). No application can be extended more than once.

Y our request for a Temporary Use Permit (TUP) to allow the placement of2 construction trailers
and a storage trailer in association with, and the supervision of, activities 212 N. Cedar Street is
hereby approved for a period not to exceed 3 months with the following conditions:

The temporary construction trailer use is hereby approved as proposed in the June 21,
2004, letter requesting such use for no longer than 3 months from June 24,2004, to
August 21, 2004, at which time the temporary trailers shall be removed from the site to
an appropriate storage location.

Placement ofthe temporary office unit shall be per the site plan submitted on June 21,
2004. A 2AI0BC fire extinguisher shall be mounted within the unit no higher than 5'
from the floor and shall be accessible at all times. The trailers shall be inspected by the
City's Fire Department prior to occupancy. Utility hookup shall be under the purview of
the City's Public Works and Utilities Department.
3. A no fee temporary Certificate of Occupancy is required.
4. A building permit is required for the set up and a sanikan must remain on-site and be
available for use during the extent ofthe activity. Inspection by the Building Division will
be made to ensure that tie downs are in place prior to occupancy.

This decision is made based on the following findings and conclusions:
Findings:
1. A request for occupancy of 2 temporary office structures and a temporary storage trailer
to be located at 212 N. Cedar Street was received on June 21, 2004, from Lincoln
Welding. The proposal is to allow 3 temporary units strictly for on-site administration
activities and storage in the Industrial Heavy zone.
2. The proposed site was approved for the phased construction of a washdown facility for
vessels and individual work pads for marine trade activities by Shoreline Substantial
Development Permit SMA 02-01 in May, 2002. The site has not as yet been fully
developed. Development of the site under SMA 02-01 included the extension of power
and water to the subject site but not sewer. SMA 02-01 included the development of a
waste water treatment system that will not be needed for the temporary office trailer use
as no outside washdown will occur on the site. Power and water is required for the
temporary trailer use. A sanikan will be maintained on-site.
3. The proposed activity is a marine upgrade per U.S. Coast Guard requirements which
includes the provision of on-site administration activity offices. The temporary use permit
was requested for a maximum of3 months from June 24,2004, to August 13,2004.
4. Section 17.95.060 of the Port Angeles Municipal Code allows for the Director of the
Department of Community Development to issue permits for the occupancy oftemporary
buildings to be used in conjunction with construction or reconstruction projects. Such
temporary buildings may be located in any zone provided that sufficient setbacks are
maintained to protect the public health, safety, and welfare.
5. Placement ofthe temporary unit must be inspected and approved by the City's Building
Division and Fire Department to ensure that all relevant local and state regulations are
followed prior to occupancy. A temporary Certificate of Occupancy will be required.
Conclusions:
A. As conditioned, the temporary use complies with Section 17.95.060 (Temporary
Buildings) of the Port Angeles Municipal Code.
B. The associated marine trade activity is permitted in the ill, Industrial Heavy zone and
within the shoreline area under Shoreline Substantial Development Permit SMA 02-01.

C. As proposed, the temporary use will allow for the supervision of a marine related
industrial activity and will not conflict with other permitted uses on-site. The use is
strictly for administration purposes in association with observation ofthe contract activity
and is therefore in the public interest.
