The proposed site plan identifies a 11'10" corner side yard.
A minor deviation was issued on 10/20/04 to allow the
deviation based on the slope of the site.
Building address sign shall not be less than 6" & not more
than 12" in height. Numbers colors must contrast with wall

When roof gutters are installed, drains will located in dry

MOBILE/MANUFACTURED HOME
REQUIREMENTS
WHERE ALLOWED: Installation of mobile/manufactured homes within the City of Port Angeles is allowed in
the RS-7 and RS-9 residential zones, with the requirements below.
REQUIREMENTS:
D Consists of two or more sections, each 8-feet or greater in width along its entire length; provided that
combinations of narrower sections may be substituted if the combinations are at least the equivalent of
8-foot wide sections;
D Provide WA. Installers Certification prior to building permit issuance;
D Bears an insignia by the appropriate federal agency indicating that it complies with the construction
standards of the U.S. Department of Housing and Urban Development (HUD), as amended;
D Is placed on an on-grade permanent foundation, footings and piers, or on blocks in accordance with the
manufacturer's or HUD's specifications for the specific home or unit;
D ~.-Has- ski rting i ns1alled-soth8rn-6-mor~e -ih-anon-efuof6f tlie-.sklrtln-g~is-vE3i b iea-bove-grade;-
D Has all transport appurtances removed;
D Is served by underground utilities, including electrical power.
D Tie downs shall comply with WIND ZONE #2 (hurricane wind zone) per the manufacturer's installation
instructions or City of Port Angeles minimum requirements contained in this handout.
D Snow load design of unit shall be minimum of 25 pounds per square foot and wind design of 85 miles
per hour using exposure C;
D Setbacks shall comply with the appropriate zoning for the lot;
D Payment of current building permit fee of $230 and state surcharge of $4.50, plus appropriate utility and
site construction permit fees and charges. All of the fees involved will be determined through your pre-
application process.
D Provide the following information:
1. Legal description
2. Plot or site plan, showing driveway and off street parking, and building setbacks
3. Foundation plan, with the brochure on the make and model and listed capacity of the tie downs
for yourunit, provide ground cover vapor barrier and minimum 18" by 24" access to crawl
space.
4. Skirting plan with installation and crawl space ventilation details, skirt framing, covering and
bottom kicker installation. Any wood materials shall be pressure treated and stamped "FOR
GROUND CONTACT".
5. Copy of manufacturer's installation manual or certification from licensed engineer or architect
approving tie downs, snow load and other structural issues.
6. Copy of manufacturer's certification of 25 psf snow load roof design and 85 mph, exposure C
wind design.

rules to establish and admin-
ister a process of approving
educational providers as an
alternative to the Depart-
ment's training course for
installers.
CTED has sent draft
rules to members of the
Manufactured Home Instal-
lation Work Group. If you
would like to see the draft
rules or participate in the

Home m-anufactureis
may include the state cur-
riculum in their training
courses. Also, community
'colleges may wish to in-

Installer Tags
The process for identify-
ing certified manufactured
home installers in the local
government application and
permit process has been

stallers. The local building
department may choose to

A minor deviation of the 13-foot side yard setback on the above noted property is hereby
approved. The minor deviation is not greater than 10% ofthe requirement being deviated from
and will result in a 11' 1 0" side yard abutting a street in the RS-7, Residential Single Family zone.
This decision is made under Section 17.94.180 of the Port Angeles Municipal Code and is
supported by the following findings:
1. The granting of the minor deviation is consistent with the purpose of the RS-7 Zone in
which the property is located and the project is otherwise consistent with the
requirements of the RS-7 Zone.
This finding can be made because the purpose of the RS-7 Zone is to create and preserve urban
single family residential neighborhoods consisting of predominantly single family homes on
standard Townsite-size lots. Granting a l' 2" side yard setback minor deviation will result in a
negligible attached garage encroachment on the corner lot. Visibility will not be hampered due
mainly to the northward slope of the property and the additional 4' of corner side yard setback. The
proposal will allow the construction of a 20' x 20' double car garage, which is a reasonable
expectation in residential zones.
2. Because ofspecial circumstance, the strict application of the zoning ordinance results in
an undue hardship upon the applicant.
The subject lot has a south to north slope and contains a retaining wall support within the (south)
side yard setback area. Although the lot is wider (70') than the minimum required (50') for building
sites in the RS-7 zone, a consequence of the choice to place a manufactured home on the site is
that alteration of the residential structure is prevented. The applicant has proposed a reasonable
(20' x 20') garage structure for the RS-7 zone. However, the chosen structural dimensions of the
manufactured home and the existence of the retaining wall, which is needed due to the slope,
prevents the placement of a detached accessory structure on the site in any location other than
that proposed, which causes the minor encroachment.

apply the corner side setback regulation and therefore the minor l' 2" deviation does not seem
unreasonable.
The minor deviation will not be materially detrimental to the public welfare or injurious
to property or improvements in the vicinity and zone in which the subject property is
located.
The reduction should not place a hardship on other properties in the area. No other properties will
be affected either by access or visibility issues if the deviation is allowed. A reasonable
expectation of residential development includes an accessory structure. No Departmental issues
were noted in review of the proposed deviation.
3. The minor deviation is not greater than 10% of the requirement being deviated from.
The side yard setback abutting a street in the RS-7 Zone is 13 feet. A l' 2" deviation is less than
10% of the required setback, leaving an 11' 10" side yard abutting the street.
This decision may be appealed to the Board of Adjustment per Port Angeles Municipal Code
Section 17.96.080. An appeal shall be submitted to the Department of Community Development
in writing within fourteen (14) days following the date of the decision. An appeal fee of $200
will be charged.

INSTALLATION INFORMATION
Patio Slab Anchor
This anchor is designed to be inserted through a 3/4" hole
drilled or formed into an existing concrete slab.
· Concrete must be a 2500 PSI minimum
slab with 4" minimum thickness and 6/6 x
10/1 0 wire mesh or fiber mesh installed.
· Concrete slab must allow 4725 Ibs of
vertical tension on anchor without lifting.
This assumes that the concrete weighs
150 Ibs per cu. ft.
· Minimum distance from the anchor shaft
to one edge of the slab is 4 in. from one
edge and 2 ft. from any other edge.
· If installed in a 4" slab at minimum dis-
tances from edges, an additional layer of
6/6 x 10/1 0 mesh is recommended.
Concrete Anchor
The MIJ2 is designed to be installed into a concrete slab at
the time the concrete is being poured.
· Concrete must be a 2500 PSI
minimum slab with 4" minimum
thickness.
· Concrete slab must allow 4725 Ibs of
vertical tension on anchor without
lifting. This assumes that the concrete
weighs 150 Ibs per cu. ft.
· Minimum distance from the anchor

· After reviewing restrictions listed to the right, drill a
5/8 in x 3 in. hole in the slab where the anchor head is
to be located.
· Concrete must be a 2500 PSI minimum slab with 4'
minimum thickness.
· Place steel expansion sleeve over bolt and place into
the drilled hole.
· Concrete slab must allow 4725 Ibs of vertical tension
on anchor without lifting. This assumes that the
concrete weighs 150 Ibs per cu. ft.
· Place the washer onto the expansion bolt.
· Thread nut onto expansion bolt and tighten until
maximum expansion of steel expansion sleeve has been
achieved.
· Minimum distance from the anchor shaft to one edge
of the slab is 4 in. from one edge and 6" from any
other edge.
· Remove nut and washer and place anchor head over
exposed bolt.
· If installed in a 4' slab at minimum distances from
edges, an additional layer of 6/6 or 10/10 wire mesh or
fiber mesh is recommended.
· Place washer and nut onto bolt to attach anchor head,
tighten nut.
