MEMORANDUM
'MAhWTAINING AND BUILDING A BETTER COMMUNITY'
DATE: October 6, 1997
TO: ' Jack Pittis, Director of Public Works
FROM: Lou Haehnlen, Sr. Building Inspector
RE: Permit issuance for structural work on the Old Senior Center. R
On Friday October 3, 1997, 1 was requested to go to Mr. Pomeranz' office regarding the permit
issuance for the City Owned Building known as The Old Senior Center. A permit had been
issued for the structural repair of the structure and the permit fees had been waived.
On Monday October 6, 1997, 1 talked with Ken Ridout, who was property manager at the time
this project started, he confirmed that it was his recollection that the fees were to be waived
based on the work to be done was structural retrofit to a City owned structure. The City waived
fees for the re-roofing of the Old Senior Center as well as Old City Hall, because it has been
past practice to waive fees for improvements, alterations and /or repairs to City owned "
buildings. This includes Corp Yard, City Hall, Fire Dept. Police Dept, Library Building and
others. In the case of City leased property, when the improvements are for 'the benefit of the
tenant, we charge a building permit fee. i.e. climbing wall/ roof removal at Old City Hall or the
i improvements for the Brew Pub.
r
It is our understanding that we do not have the authority to waive such fees and in the future
will charge fees for ALL public project Building Permits except those wavied by ordinance.

Dear Sirs:
:t The following is the itemized engineers estimate for the cost of
seismic improvements to the Old Firehall on Lincoln Street. '
Modifying existing buildings presents problems that typically
make it more expensive than new construction. It is intended
that this is reflected in the estimate. However there are also
more opportunities for innovative methods to reduce costs that
• may only be reflected in, a competitive bid situation.
The total construction estimate is just over $80, 000 for all
items 1 through 7 with remaining items estimated on a square foot
basis.
Please call i*f you have any questions. i
f
Sincerely,
i
Crai Owen P.E.

SUBJECT: Structural Review - Senio C izen Center
"Building ,Offical Larry Romig's review of the Senior Citizen Center
Structural Report is as follows:
Craig Owenls `report of the structural integrity of the Senior
Center basically states that the interior and exterior walls,
" ' columns and beams do not have enough strength to withstand any
earthquake. •'-' The building is showing signs of dilapidation in
several key' areas. The parapet is very hazardous and the
unrefnforced masonry is failing throughout the building, both
internally' and 'on the exterior.
Craig is recommending removal of the brick to reduce dead loads and '
in case of earthquake collapse. There are several unrefnforced
columns that would have to be replaced, beams rebuilt and shear
walls built to afford some degree of stability. The parapet needs
either rebuilding and reinforcement installation, or remo-val.
Craig also talks about uneven settlement of the building with an
elevation difference of 5" from the front of the building to the
center of the building. This situation could be stabilized by now.
"j
I believe that to rebuild the Senior Center would range in several
•" •'a•, ,4 hundred thousand dollars. Also, being located on the break of the
ravine would most definitelyAMS
sustain heavy damage, if not, total'
collapse, in the event of an earth
quake. . • ,- ;

Current code requirements would' require'
a minimum of 3/4 " clear for interior slabs which provides more
corrosion protection and bond strength. However, no corrosion '

It was not indicated on the plans whether the reinforcement' Was

any) and therefore, the load capacity of the slabs.
oo, t
If' the specified slab reinforcement only extends to the center of
the beams or does not raise to the top of the slab near the
"beams, only*,'positive moment resistance can be utilized to
determine"the' slab capacities. If this is the situation, the
slab capacity based on 33 ksi reinforcement is sufficient to
>,• , carry factored dead loads ( those existing due to the weight of
the structure)``n ) live loads.
"An area of •spalled floor slab shown in photograph t2 above the
and 18 psf (pounds per square foot
hallway near_'the conference room, exposes the slab reinforcement
near an interior beam where the primary reinforcement is still
closer to'Ythe ,bottom at the slab (about 1" clear) . If the rebar
extension'• is" sufficient to develop negative moment capacity over
the inter'ior• beams based on the depth of rebar observed in
,, the
and severe slab cracking is tolerated, 35 psf live
load capacity,`"exists. This
live load capacity would be .55 psf
with 40 ksi', reinforcement and 80 psf with 50 ksi. P
If the specified slab reinforcement were lifted to within a half
inch of the top of the slab as it approaches the interior beams
and extended beyond the far face of the beam by a couple of feet,
then full negative moment capacity could be utilized, more than
doubling the total slab capacity which would be sufficient to
carry live loads exceeding 25 psf snow on the roof and 100 psf on
the floor as required by code for assembly areas.

Most of the masonry partition walls are over' the reinforced
'. concrete beams or run from the exterior concrete beam to the
' adjacent interior beam. Much of the wall load is carried by the
walls themselves acting as deep non-reinforced masonry' beams
supplemented by their plaster surfacing. This _non_-r,_einforced

Based on the reinforcement shown on the plans, the reinforced
concrete beams supporting the roof appear

The floor beams appear to have a design flexural capacity to' '
carry the load of the slab floor and ceiling with about 75-90 psf
live load without considering the weight of the interior masonry
,';. ,•,i,ri walls. The remaining flexural floor live load capacity,
considering weight of the brick
based on 33 ksi reinforcement. partitions about 20 psf,"
However, the floor dead load
exceeds the allowable shear capacity of the floor beams adjacent
to where the stirrups terminate b

ceiling loads and about three times with masonry partition wall
loads'. If factored live loads are included this overstress '

exceeds"A` 1/2 times the allowable based on the 1988 UBC. With
.' this degree"of overstress, one would normally expect visible
` signs of'distress. However, in this situation and many others
,w. such dichotomy exists with the shear capacity of reinforced
concrete"beams designed over 40 years ago. The concrete design
codes have become much more severe regarding allowable shear
st.ress, ,but, using , the code design methodology may not accurately

.,• ,z sr.,r x,..
arrying;"uniform loads has little or no shear stress and could be
super-imposed 'on a concrete beam if the lower tension rein-
forcement is` adequately developed at each end. This approach is ,
not codified and the lack of detailing for the reinforcement
makes it' difficult ' to determine reinforcing bar development
length extensions from the plans.
Another '-method developed in Germany in 1920 better accounts for
multiple, concentrated loads in a method of internal truss
analogy The December 1985 edition of Concrete International has
an article by the University of Toronto Professor Peter Mart,
who is a member of the ACI-ASCE Committee on Shear and Torsion.
'This ar'icle, called "Truss Models in Detailing ," proposed the
use of truss models rather than the "simplified" design equations
derived -from them, and notes the inclusion of such analysis in a
1978 European Model Code for Concrete Structures from France.
Howevert if .nothe`-r method of shear- analysis were used, there may
be questions regarding its legality.
Inspection"of•,the floor beams did not indicate visible evidence
of' shear ,distress from previous loadings. There are a few small
nearly vertical cracks at the lower p^.rtion of the beams in the
floor beams shown in photographs f3 and #4 that are primarily
from flexural action and do not appear significant. There is
also some cracking at the front wall lintel beam adjacent to the ,
north interior columns shown in photograph 15. The cause this
cracking is not apparent but the small amount of reinforcenvrt in
these massive four foot square beams is not sufficient to resist
shrinkage cracking. There would be immediate concern regarding
this cracking if the horizontal beam reinforcement does not
extend a foot past the crack into the area above the column. '
The beam acting as a step between the two floor levels at the
northern bay has some cracking in the lower portion which is
visible above the sewer pipe shown in photograph ¢6. There is
severe longitudinal and diagonally transverse cracking on and
along this beam line at the south near the stair to the upper
'level floor which continues into the wall adjacent to the
exterior columns. This cracking is shown in photographs 47, tet
19 and 110. These beams appear to have sufficient' shear
reinforcement but the beams appear overstressed in flexure: This ,
3. ;., .
overstre`ss-ranges from 208 for dead loads to two times allowable
for total loads. Therefore, these beams would be overstressed

.
Since this building has reinforced concrete elements to resist
lateral forces from earthquake motions, it would be expected, to
perform better than a similar building constructed entirely from
non-reinforced masonry, However, there are still some
significant shortcomings with this building 'with respect to
seismic resistance. The non-reinforced masonry elements and
large non-reinforced concrete front corner columns attract
seismic forces due to their mass and stiffness. These forces
either perpendicular or parallel (in plane of the walls) may
cause' failure ,of these non-reinforced elements which lack
ductility:`, The , resistance level of the non-reinforced masonry
walls may;-be somewhat higher where they are enclosed by
reinforced concrete beams and columna.
The tile and ornamentations are only attached to the building cbypthepet
strength of the mortar which tends to deteriorate and is brittle
being subject to, fracture in a seismic event. Photograph #1
shows some of the ornamentations as well as a missing tile block
from the parapet. These ornamentations can be removed or
reinforced so their attachment to the building is based on a more
ductile steel connection.
,. If all the non-reinforced masonry elements were removed an
Improvement in seismic performance would result due to the
reduction of mass and the elimination of the brittle material
that might otherwise collapse. The remaining structure would
still have some shortcomings with respect to seismic performance.
'Static computer analysis was made of the structure under
earthquake forces, assuming the non-reinforced masonry elements
were not effective in resisting lateral forces. This is a
reasonable assumption since a significant earthquake could
fracture the weak brittle mortar joints.

,_ ,;,.•,: ties around the primary reinforcement especially in the regions
near beam and column joints to provide toughness under high
deformatio:,4 cdused by significant earthquakes and to keep broken
,concrete encased under severe earthquakes. Near current code
compliance may be obtained if all of the non-reinforced masonry
were removed and specific regions replaced •with reinforced
concrete. A reinforced concrete wall section could be placed in
or in line 'with the change in floor elevation andat the front
elevation. The non-reinforced corner columns could be enclosed
in a reinforced concrete shell. The addition of reinforced
y•stiff shear walls would eliminate the need of
fig nificant,•lateral forces to be resisted by rigid frame action
of- the existing concrete beams and columns. These shear walls
;• 'would also substantially reduce the movement and ductility demand '
at' the bean,-,column intersection reducing the need for the high
amount of: ties' and stirrups required by current codes.

RE: Structural Analysis of Senior Center
ISSITR: r.,4n,

City-'retain the services of Craig Owen, Structural
Engineer, • `to do a structural analysis of the Senior Center
building
D/ANALYSIS:
The Parks-Department has been performing necessary maintenance on
the Senior Center building over the years. However, there may be
some structural, problems that are beyond our capacity to analyze
and , correct, "' Accordingly, we have contacted Craig Owen
Structural Engineer, to provide us with a proposal fo ,
r ca Owen, .
the necessary structural analysis of the building.
In addition it should be noted that one of the Council's goals is
to consider building and program needs for Seniors in our
community. By conducting a structural analysis of the existing
facility more informed and intelligent decisions can be made
regarding potential future use of the building. The Senior Center
Facility Steering Committee will, in the not too distant future,'
need to consider options such as renovation ofthe current
r.: center and/or construction of a new facility. `The
analysis will assist the Committee a proposed
those options. The analysis will alsoreassist 1 the Council considering
determining goals and budget priorities for 1990 and beyond as
they relate to Senior services provided by the City.
Mr. Owen's proposal is attached. You will see that he is
. proposing to work on an hourly basis with an estimated total of
$4,000 and a not to exceed figure of $5,000. He will try to keep
SM soils investigation coats to a minimum.

reinforced brick infill walls.
. The east wall and the lower '•
portion of the south wall are partially reinforced concrete
bearing walls. The six sheets of plans include only one page of
structural drawings which left some details to discretion, unless
other information was given to the contractor during cons-
•';. 'truction. However, the size and spacing of the primary
wy ; structural reinforcement for the concrete is well defined.
Items of structural concern noted during a preliminary inspection
were floor settlement near the entrance of the copy room
upstairs,-.'cracking in the north elevation walls, loose terra
cotta facia blocks on the parapet and other evidence of local
mortar ,deterioration. one of the loose terra cotta blocks was
placed on the' south lower level entry roof which served as home
for a swarm, of yellow jackets who made it very clear that they
did not want their home inspected. Baking soda and water from
the Senior Center helped relieve the pain.
The settlement •could be from subsiding soils or local yielding ,
from•,a.previous overstress. The wall cracking might also be
evidence of soils subsidence and/or thermal cycling effects. ,. '

, to 'earthquake forces would probably be deficient under current ;y
codes. A'• comparison could be made with other codes not specif-
ically adopt'ed,;in Port Angeles, which may be .appropriate. An
example is, thiA;L, os •'Angeles Ordinance No. 154,807, Division 68,
Earthquake' ;Hazard Reduction in Existing Buildings.
i The Uniform Building Code does not require each building to be
updated to 'current code requirements unless the building is
considered unsafe by the building official or unless significant
modifications are otherwise intended. However, ' there are low
', ,modifications
improvements which can be implemented that significantly
improve seismic' safety, such as the reinforcement or removal of
masonry parapets. These will be noted along with other higher
cost improvements that would be needed to upgrade to current code
criteria in case future remodel is considered.
It elevation measurements indicate significant soil settlement
may have occurred, it would be advisable to have the soils
investigated. The steep bank at the rear of the building may
:t create a stability problem which could cause soil yielding. It
'borings are required for the soils study, the cost would be
approximately $3,000. If sufficient information can be obtained
without borings, the cost of the geological investigations would
. be approximately $1,000. From the soils information , a deter- `
mination should be able to be made whether any settlement will
continue and if so, what measures might be taken to mitigate the
problem.
j We prefer.,to work at our hourly billing rates with amounts
specified not to exceed. We would keep you posted of findings
during the 'course of the investigation and analysis. Some of

needed to make an accurate assessment, such as x-ray invest-
igation or material testing. I believe the first three steps
should be done prior to making decisions on the direction or
desireability of other studies or testing.

Mr. Toni 'Deeney,' Chairman
Senior Center Board of Directors
1138 Highland `
Port Angeles', Wa . 98362
Dear Mr. Deerney:
Thank you for your note of November 10, 1987 regarding
the current ,'Senior Citizens Center building.
I 'discussed conditions of the building with Jack Pittis,
Director of; Public 'Works, and Larry ' Romig on November 9th.
On the morning'. of, November 10th, Mr. - Pittis and I discussed
this issue ,with,- the City Manager, Dave Plodstrom, and at
that point `decided that a Structural Engineer needed to be
brought on board. Thus Byron Perkins, Structural Engineer
was contacted` -'and arranged to be in Port Angeles on Friday,
November 13th. On the 13th Mr. Perkins , Mr. Romig, John
Hicks , Parke"Superintendent , and myself, walked the building,
examining the roof lines, walls, etc. It is anticipated that
Mr. Perkins--may need to examine the building again, however
he did obtain prints of the building and has begun a structural
analysis.
The asbestos hazard mentioned in your letter has been
addressed in the 1988 Revised Senior Center Budget. Asbestos
removal will take place in 1988.
At this point the City has not determined that lives
are at stake at the Senior Center as suggested in your letter.
If that determination is made, the Center will , be closed
and a search for alternate space will take place. I do think
it wise that the board continue to searc ,
again as you indicated in your letter h e E. • lygZ

I was able to get plan prints of the 35 mm film of the original
plans. • The prints can be read with the assistance of a
magnifying glass.
The building was designed in 1930 by William Aitken, architect in
Seattle, WA. The building has a poured concrete foundation and
foundation ~tle . There has been serious settlement , especially
at the N.B. corner of the building.
The accond floor and roof are poured concrete slabs sup
concrete beams and columns. The exterior wails , excepttheeeaet

cracking and buldging in masonry veneer. It

We are encouraged to .find that the structural system is

that a structural review of the structure be made, that the
method and condition of masonry anchorage be determined, and
repair or removing of dangerous areas be done.

We can' do
a partial structural review from the plans. Additional
field investiiati'on and testing will be necessary. We estimate
our fee for these services will be:
1. Structural investigation, review,

$2 ,750.00
2• Construction documents

3. Field 'review' of work during
construction,

Estimated Total Fee ,
a $5,000.00
We have no idea whit the construction repair/strengthening will
cost until Itaa',No. 1 above is completed.
As -the -building- presently sets there is a real danger * that a
portion of the,.

building.

MEMORANDUM
November-9,51987
TO: `Jack Pittis, Director of Public Works
FROM: Larry Romig, Building Official
SUBJECT: Senior Center 215 South Lincoln
On Wednesday, November 4, 1987, Gerry Mangano and I made a visual inspection
of the exterior walls of the Senior Center and found that the overall condition
of masonry -la extremely hazardous. There are stress cracks In the brickwork and
In the concrete columns. The main column located at the northeast corner Is
fractured In two separate places. One fracture is located at the basement main
fracture Is between the first and second floor.
floor Junction and daylight Is visible in the basement at that point. The other
It appears the north wall Is the
most critical. The masonry on the north wall Is bowing out approximately 8
to 12 inches from the vertical plane.
The decorated' brick at the top of the north, west, and west two-thirds of the
south walls are being held in place by gravity only, the mortar is totally deterloated
and lends no structural support. If one of these massive masonry units dislodged,
fell and hit a pedestrian, It would crush them. The units are approximately eighty
Pounds and.measure 27 x 12 x 8 Inches.
_
Because of, these hazardous conditions, I would recommend only limited access
and a structural analysis performed by a structural engineer to determine final
steps to be taken.

FROM:` Jack PIttls, Public Works Dlrecto r
SUBJECT: 'Senloc'Center Asbestos and Structural Review
A preliminary walk through and inspection was performed on Monday, September
' 28, 1987 by Larry Romig, Building Official with Jean Hordyk. Asbestos was
found at the main floor ceiling in the back hallway and also In the main room
along the front and. sldes. Evidence leads Larry to believe that the basement
r contains an old' oil-fired boiler and hot water tank embodied In asbestos with
service and return water lines wrapped In the same material. The asbestos in
the back hallway' is in very poor repair and should be addressed as soon as
possible.
Larry conducted a short visual analysis of the building on structural appearance.
The south side of the structure seems to be in poor repair. The mortar is soft
and can be removed easily. There Is diagonal cracking on the upper one-third
of the structure, which Indicates fatigue In the exterior walls. The east one-half
of the north wall shows signs of possible buckling and collapse. All mortar joints
are also poor in the north wall.
On September 29, 1987, an Inspection of the basement revealed some structural
problems In the northeast corner of the building. It appears that at some point
in tlmef, the -asbestos jacket of the boiler was removed so only clean-up will
be required for that unit. There appears to be only two waterlines in the
` basement that are wrapped with asbestos.
Our recommendations are as follows:
t.,. 1. Make arrangements for complete asbestos removal throughout the
structure.
". 2. Secure the service of a licensed professional mason to Investigate
further on the condition of the brick facade of the building.
If you have any questions, please let me know.
