2 In the event archaeological artifacts features or human
remains are discovered the permittee will immediately
notify the City of Port Angeles Archaeologist at (360)
417 4704 as well as the Lower Elwha Klallam Tribal Chair
and specified Tribal staff by both letter and telephone The
City in turn will immediately notify the State Department
of Archaeology and Historic Preservation as required in RCW
27 44 and 27 53
A You will be required to provide the City with the name
and credentials for the contract archaeologist as well as a
brief work plan and schedule ahead of the construction
B Reports will be submitted for all archaeological work
and all work performance including the report format shall
be consistent with Washington State Department of
Archaeology and Historic Preservation (DAHP) standards
C Archaeological reports must be submitted to the City
Archaeologist and reviewed by the Lower Elwha Klallam Tribe

Per our phone conversation, the building permit fee for a re -roo luation of $24,000.00 is $408.25 (That includes the
state surcharge.) Please make the check payable to City of P Angeles.
My co- worker Pat B. talked with Jeff Priest on the phone and found that Jeff doesn't have a current L&I license yet. When
he gets it, please provide it to us. Well need that before we can issue the permit.
Please provide me a copy of the roofing bid too, if possible.

Lease No. RA -3 -12203 including to re -roof and enclose the pole structure standing on the south end of lease #RA -3-
12203 formerly a portion of the Port Angeles graving dock site,lprovided it does not alter or add to the footprint of the
structure.

plan submittal requirements if you have questions.
VALUATION OF CONSTRUCTION: In all cases, a valuation amount must be entered by the applicant. This figure will be reviewed
and may be revised by the Building Division to comply with current fee schedules. Contact the Pennit Coordinator at 417 -4815 for assistance.
PLAN CHECK FEE: IF a plan check fee is due it must be submitted at the time the building pennit applicat construction plans are
submitted. All other pennit fees are due at the time of permit issuance.
EXPIRATION OF PLAN REVIEW: Ifno permit is issued within 180 days of the date of application, the application will expire. The

Graving Dock - Marine Drive
Dear Jerry:
Your request for a Temporary Use Permit (TUP) to allow the temporary placement of a
project/office trailer to be used for the 4 to 6 month period that archaeological work will be done
in preparation of a graving dock use for the Washington State Department of Transportation on the
Port Angeles waterfront is hereby approved with the following conditions:
Conditions:
1. The temporary project/office trailer may be placed as identified in the site plan
submitted with the April 27, 2004, letter to the City Department of Community
Development for a period not to exceed 6 months at which time the temporary
trailer shall be removed from the site to an appropriate storage location.
2.
A 2A1 OBC fire extinguisher shall be mounted within the unit no higher than 5' from
the floor and shall be accessible at all times. Parking (5 spaces) for the office use
shall be provided as identified in the site plan for the duration of the activity. No
parking will be allowed on Marine Drive for the use.

A no fee temporary Certificate of Occupancy is required. Inspection by the
Building Division will be made to ensure that tie downs are in place prior to
occupancy.

The sanikan must remain on-site and be available for use until sewer is extended
to the location. Sewer and water utility plans must be approved by the City prior
to the installation of such utilities on-site and prior to any such hookup to the
temporary trailer. A building permit will be required for set up the permanent
trailer intended for the site.

This decision is made based on the following findings and conclusions:
Findings:
1. A request for occupancy of a temporary project/office trailer to be located in
the1700 block of Marine Drive as identified in the site plan received on April 27,
2004, from the State of Washington Department of Transportation. The temporary
unit will allow for on-site administration activities and supervision during a 4 - 6
month archaeological dig at the proposed graving dock site. The temporary
project/office trailer will be occupied by employees of Larson Anthropological and
Archaeological Services.
2. Section 17.95.060 of the Port Angeles Municipal Code allows for the Director of
the Department of Community Development to issue permits for the occupancy of
temporary buildings to be used in conjunction with construction or reconstruction
projects. Such temporary buildings may be located in any zone provided that
sufficient setbacks are maintained to protect the public health, safety, and welfare.
3. The site is located in the Industrial Heavy (IH) zone. Marine industrial activities
are permitted in the IH zone.
4. Due to the temporary nature of the unit, a sewer connection will not be made.
Sanikan services are required and are on-site due to the previous use ofthe area for
temporary trailer use in association with the graving dock site. Water and power
service is available to the unit.
5. Placement of the temporary unit must be inspected and approved by the City's
Building Division and Fire Department to ensure that all relevant local and state
regulations are followed prior to occupancy. A temporary Certificate of Occupancy
will be required.
Conclusions:
A. As conditioned, the temporary use complies with Section 17.95.060 (Temporary
Buildings) of the Port Angeles Municipal Code.
B. As proposed, the temporary use will allow supervision ofthe industrial activity and
will not conflict with other permitted uses on-site and is therefore in the public
interest.
