Re: Port Angeles Human Service Funding for 2017
On behalf of the United Way of Clallam County Board of Directors, UWCC Staff and our community's
at risk and struggling residents, I am writing to request clarification regarding the continuation of
Human Service funding in the City of Port Angeles 2017 budget.
I have been apprised that the City of Port Angeles has been engaged over the past few years in the
process of phasing out grants to agencies engaged in directly addressing human service needs. It is
my understanding that the funds allocated by the City last year were prorated to the recipients of
previous City funding, based on the percentage of reduction in that funding from the previous year.
As it engages in budgetary considerations, it would be.both my hope and my request that the City of
Port Angeles would find itself in the fortuitous position of no longer feeling or having the need to
balance its budget by further reducing these allocations. This funding is critical to the front line
agencies who are directly addressing some of our city's most challenging and difficult human issues
and needs, such as homelessness, domestic violence, childhood hunger and mental illness. Add to
that the proactive approaches being taken by these agencies to provide education, parental
training, early learning programs and care for elders and the developmentally disabled. The case for
a high value return on the City's investment in these service agencies is readily apparent.
Beyond that, at United Way, we are committed to providing a much needed service to the city and
the agencies receiving the city's support by assuring that available funding is channeled as efficiently
and effectively as possible. In the previous year the preference for prorating available city funds,
rather than initiating a new grant proposal process, was mutually agreed on and put in place. We
would advocate for a continuation of that approach based on the current level of available funding
from the city allocated to those human service agencies who received funding in previous years.
In terms of economic development, investing in our human capital remains a critical need in our
county. I sincerely urge the City of Port Angeles to both recognize the considerable value of that
investment and also to renew its commitment to join with United Way and the human service
agencies who are addressing the needs of those who are least able to advocate for themselves in
the give and take of the City's budgetary prioritization process.
Please apprise us of your determinations as soon as you are able to do so in order to facilitate our
work with the participating agencies on their budgetary plans for the coming year.

To: Agencies receiving 2016 City of Port Angeles funding
Port Angeles City Council finalized their Human Services Funding for 2016. As expected, the
$34,800 budgeted in 2016 for this funding is about 25% less than the $46,350 budgeted for
distribution in 2015. The City Council's established criteria remains the same; prevention,
services for youth and seniors, and meeting basic needs of Port Angeles' most vulnerable
community members. The final funding is as follows, based on prorated amounts calculated from
last year's funding:

Your funding will arrive in two payments—the first half in April, and the second half in early
fall - after your first 6-month report is submitted (due in late July).
As in past years, you are required to submit mid-year and year-end reports showing how the
money is used (as per the proposal in your original application, but please note any changes
necessitated by the reduced funding.) We will email you these report forms well before they're
due. Note: be prepared to report on outcomes of the funded programs. Also, if possible, please
track your clients' geographic locations (in-city, or county residents). Please feel free to call the
United Way office with questions.
