The United States Coast Guard (USCG) proposes to grant a permit to the United States Nary
(Navy) to construct a pier and support facilities for the Transit Protection System (TPS) at USCG
Coast Guard Air Station/Sector Field Office Port Angeles, on Ediz Hook, in Port Angeles,
Ctallam County, Washington. This project has been thoroughly reviewed by the USCG and it has
been determined, by the undersigrred, that this project will have no significant effect on the
human environment-
This finding of no significant impact is based on the USCG's review and adoption of the
Environmental Assessment (EA) for the Pier and Support Facilities for Transit Protection System
at U. S. Coast Guard Air Station/Sector Field Office Port Angeles, Washinglon prepared by the
U. S. Nary, which has been independently evaluated by the USCG and determined to adequately
and accurately discuss the environmental issues and impacts of the proposed project and
provides suffrcient evidence and analysis for determining that an environmental impact statement
is not required.
Pursuant to the Council on Environmental Quality regulations (40 Code of Federal Regulations
Parts 1500-1508) implementing the National Environmental Policy Act, Department of
Homeland Security Instruction Manual 023-01-001-01, and USCG Commandant Instruction
M16475.1D, USCG gives notice that as a cooperating agency to the TPS EA prepared by the
Navy and adopted by the USCG, the USCG has conducted an independent review ofthe EA and
has determined that an Environmental Impact Statement @lS) is not required for the proposed
action.
The USCG action will involve granting the Na\ry a permit to use, operate, and occupy
approximately 1.5 acres of upland property at Air Station/Sector Field Office Port Angeles for
the purposes ofproviding pier and support facilities for the TPS. The Narry has fully documented
the environmental effects associated with the construction and operation ofthe proposed pier and
support facilities, and has complied with the requirements of applicable federal and state
environmental protection laws and regulations. The USCG action of granting the Navy a permit
would not involve any new environmental effects in addition to those less than significant effects
documented in the TPS EA.
The permit granted by the USCG to the Navy, and future agreements between the agencies
regarding operation of the TPS facilities, would include, among other provisions, commitrnents
by the Navy to fund mitigation identified in the TPS EA; to prepare and support the
implementation of a Facility Response Plan as required under Section 31 1 of the Clean Water
Act; to comply with relevant federal environmental protection laws; to manage hazardous
materials and hazardous waste disposal in accordance with federal law; to provide access to
USCG and regulators for the purposes of studying environmental contamination and/or
conducting remediation activities; and to support the USCG operational mission.
