When roof gutters are installed, drains will located in dry
wells or piped to approved storm drain locations.
A 15-foot building setback is required off the alley which
is not identified on the plan. The setback must be observed
in t~e CA zone. Otherwise, no land use issues are noted.

Public works electrical engineering has no requirements for
this plan review.

required.

would be required. It has been estimated that an extension of the water line would be approximately
$4000.00. Connection would be in the First / Front alley east of Ennis Street. You indicated that
Economic Development would contribute approximately $1000.00 toward the water line extension. Mr.
Chamberlin has applied for a building permit, which is presently under review. The building permit number
is 04-905. The account number in which Economic Development would direct the funding into would be
Building permit # 04-905 402-7380-3434025. I will notify you as to when the permit is ready to be issued,

plan submittal requirements if you have questions.
VALUATION OF CONSTRUCTION: In all cases, a valuation amount must be entered by the applicant. This figure will be reviewed
and may be revised by the Building Division to comply with current fee schedules. Contact the Permit Coordinator at 417 -4815 for assistance.
PLAN CHECK FEE: IF a plan check fee is due it must be submitted at the time the building permit application and construction plans are
submitted. All other permit fees are due at the time of permit issuance.
EXPIRATION OF PLAN REVIEW: Uno permit is issued within 180 days of the date of application, the application will expire. The
Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section Rl05.3.2
of the International BuildinglResidential Code, 2003). No application can be extended more than once.

POST FRAME BUILDING SUMMARY:
This is a post-frame building with wooden trusses or rafters and preservately treated posts that
are pressure treated for ground contact. Post size, post embedment depth, post hole diameter
and backfill is given in the body of the calculation. The posts will be modeled as cantilevers
that are fixed at the base. The post frames will be assumed to act as a unit. Wind loads (wind
controls over seismic) will be imposed on the windward and leeward sides of the building
simultaneously. The trusses I rafters will act as a drag strut that will cause the two posts to act
together. The post - frame model for the building comes from References 2 and 3. The actual
post length for bending will be assumed to be measured from top of the post hole backfill to the
top of the corbel block. If there is no concrete floor, the concrete backfill will provide lateral
constraint in the windward and leeward direction. If a concrete floor is used, lateral restraint

CHAPTER 3 TRANSPORTATION
4. In areas without a curb, either an asphalt or concrete driveway is permitted, subject to the applicable
Standard Detail Drawing(s).
_1_,\ 5. Joint -use driveways serving two adjacent parcels may be built on their common boundary upon formal
written agreement by both property owners and approval of the City. The agreement shall be a
recorded easement for both parcels of land specifying joint usage.
6. Grade breaks, including the tie to the roadway, shall be constructed as smooth vertical curves. The
maximum change in driveway grade shall be 8 percent within any 10 feet of distance on a crest and 12
percent within any 10 feet of distance in a sag.
7. No commercial driveway shall be approved which requires backing onto the sidewalk or street.
8. No driveway apron shall extend into the street further than the existing or proposed face of the curb.
9. Driveways at intersections shall be located as far as practical from the corner. In no case shall the
driveway be located closer than twenty-five feet of a regular crosswalk area at an intersection or other
designated crosswalk area or within ten feet of a side lot line in an alley.
10. No driveway may be located so as to conflict with power poles, street lights, fire hydrants, or other
above ground public facilities.
11. Driveways shall be separated by a minimum of 15 feet and shall be no closer than 71/2 feet from the
property line.
12. Culverts for driveways are required when the street is not improved with curb and gutter. Culverts shall
be 12 inch diameter, 30 foot minimum length with 3:1 beveled ends.
B. DRIVEWAYS ON ARTERIAL STREETS See the applicable Standard Detail Drawing(s) in the attached
Appendix to this Chapter for more information on requirements for installation of driveways on arterial streets. In
addition, the following shall apply:
1. Driveways on arterial streets shall be no closer than 75 feet (measured along the arterial) of any other
such access, including access on the opposite side of the street. Arterial access may be located directly
opposite each other.
2. No driveway access shall be allowed to an arterial street within 150 feet of the nearest right -of -way line
of an intersecting street, except where one way streets may be involved.
3. Within the limitations set forth above, access to arterials streets within the City shall be limited to one
driveway for each tract of property separately owned. Properties contiguous to each other and owned
by the same person are considered to be one tract
4. Driveways giving direct access onto arterials may be denied if alternate non arterial access is available.
Deviations from these arterial driveway standards require approval by the City Engineer.
3B.14 STREET INTERSECTION SIGHT OBSTRUCTION
A. General. Notwithstanding any other provision of this standard, no sign, fence, hedge, shrubbery, natural
growth or other obstruction installed, set out or maintained which obstructs the view of motor vehicle
operators at an intersection within the sight areas defined in 38- 150(6) and between the height limits defined
in 3B- 150(C). 3B- 150(D) specifies what constitutes an obstruction to the view of motor vehicle operators. For
the purpose of this standard, "intersection" shall include: the intersection of two public streets; the intersection
of a commercial driveway with a public street; the intersection of a residential driveway with a public street;
and the intersection of a private street with a public street.
B. The sight area at an intersection defined. The area bounded by setback lines, or bounded by setback lines
and the edge of the traveled lane. Setbacks for intersection types are as specified in the following paragraphs.
1. Major Street/Minor Street. Intersections of this type have no control or flashing yellow on the major
street, and a stop sign or flashing red signal on the minor street. Private commercial driveways (which

14.40.120 Improvement of parking spaces.
A. Any parking spaces provided to comply with the terms of this chapter, other than for single family detached
residences, shall be improved in accordance with the following requirements:
1- They shall meet the requirements of the clearing, grading, filling and drainage regulations set forth in
Chapter 15.28 PAMC.
2. They shall be graded and paved with a hard surface pavement of portland cement concrete, asphaltic
concrete with a structurally adequate base, or other hard surface pavement acceptable to the Director
of Public Works and Utilities. All parking spaces shall be clearly and permanently striped in
conformance with Public Works parking lot design standards. Wheel stops shall be installed where
necessary to prevent encroachment upon public rights -of -way. The Director of Public Works and
Utilities may allow for an exception to hard surface pavement for developments in the Industrial
Heavy Zone, provided that adverse impacts to stormwater drainage, surrounding properties, and
public infrastructure are mitigated to the extent the Director deems reasonably necessary and
appropriate.
3. They shall be accessible, at all times, from street, alley or driveway intended to serve such off street
parking.
4. Improvements of parking spaces shall meet the Americans with Disabilities Act standards.
B. The City may grant permission for temporary occupancy of a building or structure even though the parking
spaces required by subsection A. of this section have not been fully completed, provided that an
improvement bond acceptable as to form and amount by the City Engineer and the City Attorney is posted in
the amount of the estimated value of the construction of the parking facilities. Before granting such
temporary occupancy, the Director of Public Works and Utilities must determine that construction of the
parking facilities prior to occupancy of the building would not represent sound construction practice, due to
weather conditions, availability of materials and /or difficult site conditions, and the acceptance of such bond
is therefore appropriate. Improvement bonds may be accepted for a period not to exceed 12 months. During
the period before final completion of the improvements, the parking facilities provided shall at least be
graded and graveled and be maintained in a good condition.
0. Uses requiring six or fewer spaces may occupy a building or zoning lot for up to 12 months before
compliance with subsection A.2. of this section, provided the parking facilities shall at least be graded and
graveled and be maintained in a good condition. At the end of the 12 -month period, the parking facilities
must be in compliance with subsection A.2. of this section, or a bond must have been provided and
accepted in accordance with subsection B. of this section.

14.40.160 Parking lot activity standards.
All parking lot activities shall comply with the following standards:
A. No such activity shall occur in parking spaces directly in front of entrances or windows of a building.
B. Such activities shall not occupy more than ten percent of the total number of spaces in the parking lot.
C. Such activities shall not block entrances and exits to the parking lot or fire exit doors of any buildings.
D. Such activities shall not occur in parking Tots containing fewer than 20 spaces.
E. All such activities shall comply with all other applicable City Ordinances and State Statutes.
F. Each parking lot activity shall only be for a period not to exceed 30 consecutive days for private
businesses and 60 consecutive days for private non profit and charitable organizations within a one
calendar year period.
G. The location and activity shall not endanger the public health, morals, safety and welfare.

Per your request for electrical service, a cost estimate has been created. The
cost for labor and materials supplied by City Light to serve your property is
$4,455.73. This estimate is good for 180 days. This estimate is subject to change
as your company provides additional information.

The customer/contractor will be responsible for the following:

Surveying and staking the property. Clearing, grading and bringing the
area to final grade before installation of electrical facilities.
Trenching, backfilling and restoration of the entire job.
The primary cable trench. must be a minimum of forty-seven (47")
inches deep trench, twenty-four (24") inches wide. The trench must
meet the requirements of:
WAC Chapter 296-155N "Excavation, TrenchinQ and ShorinQ".
All excavated material shall be placed no closer than two (2) feet from
the back edge of the excavation and any excavation over forty-seven
(47) inches in depth will need shoring.
Backfill and compaction will be in accordance with SpeC# UM 001-P.
Providing a 24/7 all-season road for maintenance.
All required permits. (Trenching in the R/W, Electrical, etc.)
Payment of the estimated job cost: $4,455.73.

The City will be responsible for the following:
1) Providing and installing the cable(s) and conduit.
2) Installing a conduit riser with primary termination.
3) Providing and installing the O/H service wire to the meter base.
4) Providing and installing the electric meter.
If the actual cost of construction exceeds the estimated amount, there will be no
further billing. If the cost is less than the estimate, the difference will be refunded
to you.
Work will be scheduled in five (5) to six (6) weeks after the receipt of the payment
for $4,455.73. This allows for engineering design, scheduling the City Light crews
and the requisitioning of materials.
